12. What skill sets are currently not filled by an FTE? Your question is unclear. Please restate.

13. Will there be any kind of industry day related to this opportunity? The Government does not anticipate conducting any industry days.

14. What are the Governments exact needs? I direct you to read the draft PWS (attachment 1) for the A&AS needs required by the Government.

15. What is the most meaningful in terms of value to the Government? Your question is unclear. Please restate.

18. Who is funding the program? Funding is placed on individual task orders.

34. Would you consider using the 8(a) STARS II Government-wide Acquisition Contract (GWAC) contract for the Advisory & Assistance Services acquisition? The Government will not consider using the 8(a) STARS II GWAC. Unfortunately, the STARS program is specifically geared for IT services. While our requirement requests some IT labor categories, the preponderance of the labor categories are for other professional and engineering services.

35. Which of the following support needs are you looking for (e.g. Management and Professional Services, Studies, Analyses and Evaluations, Engineering and Technical Services)? The Government requires the capability to meet all labor categories at all requested education levels as described in draft attachments 2 (Draft A&AS Labor Rate Pricing Schedule) and 3 (draft A&AS Labor Categories Definition).

36. Would the government consider competing this requirement as an 8(a) set aside for GSA OASIS Small Business Pool 1? GSA has not issued a Notice to Proceed for the GSA OASIS Small Business pool. At this time, GSA OASIS is not an alternative to meet USAFA’s requirement.

37. For offerors which are interested in this opportunity who are already 8(a) companies, is there any reason that the AF would like to receive our Sources Sought responses, or should we simply wait for the RFP to be released, if the Government has already decided to release it as an 8(a) set-aside? The draft RFP is Industry’s opportunity to provide feedback, comments and questions regarding the draft solicitation posting.

38. As this opportunity can be expected to be less than $4mm, is there a reason why this is not being issued as an 8(a) sole-source/direct award, instead of as an 8(a) competition? Refer to question #9 on this Q&A regarding ceiling. The current anticipated ceiling will be Not to Exceed (NTE) $6.5 million.

42. Is the government estimated labor hour total 1880, 1920 or 2020? The government will likely incorporate an estimated labor of 1880 hours for one Full Time Employee (FTE). The draft PWS (attachment 4) clarifies for purposes of the draft PWS task order, use 1880 hours.

43. Is it the government’s intent that the program management function be handled within each task order by one of the labor categories named? The Contractor should determine their level of Program Management involvementon a task order basis.

44. Is there a requirement for an overall program manager for the government to interface with for this effort on the contractor side? The Government will not dictate how Contractors conduct business and provide customer support.
