PERFORMANCE WORK STATEMENT (PWS)
for ELECTRICAL & HARDWARE ENGINEERING SUPPORT to the ACADEMY CENTER FOR UNMANNED AERIAL SYSTEMS RESEARCH (ACUASR) 8 May 2014
1. GENERAL DESCRIPTION OF SUPPORT REQUIREMENT:
1.1. The Academy Center for Unmanned Aerial Systems Research’s (ACUASR) mission is to develop and enhance the performance of current and future Air Force missions ensuring safer skies and more secure national borders with unmanned vehicles integrated into our national airspace. The Air Force intelligence strategy depends heavily on the deployment of remotely piloted aircraft (RPA) to perform intelligence, surveillance, and reconnaissance (ISR) missions in support of our warfighters. The ACUASR has been leading research to develop technologies that improve and augment current RPA capabilities through autonomy, cooperation, sensor estimate enhancement, and threat assessment. The Center is multi-disciplinary by nature, employing researchers, faculty, and cadets majoring across engineering disciplines. The interdisciplinary aspects of RPA design and the increasing opportunities for RPAs in both military and civilian application offer complex classroom and research challenges.
1.2. Background. The ACUASR is focused on the development of technology for autonomous unmanned vehicles to perform wide-area surveillance and reconnaissance using heterogeneous sensors. This work has advanced to include behaviors with assets on the surface and under water.
1.3. Organizational Conflict of Interest (OCI). The contractor shall identify and handle any known or perceived OCI issues under this task order in accordance with the basic contract (Attachment 1).
1.4. Data Rights. The Government has unlimited rights to all deliverables under this TO. The Government shall retain custody of all records associated with contractor deliverables and shall have exclusive control in the distribution of all written deliverables.
1.5. Magnitude of Effort. The anticipated Period of Performance is one year. For purposes of this Task Order (TO) requirement, the Government will calculate Full Time Employees (FTE) as 1880 hours of work. The Government anticipates no more than one (1) FTE during this period with specific skills and abilities required to support this effort. Regardless of proposed labor category mix for this task order, the proposed number of hours for one (1) FTE shall not exceed 1880 hours. The requirements are specified below.
1.6. Communication. For purposes of this TO requirement, only communication with the 10 CONS POCs listed in the solicitation is permitted. With exception of the 10 CONS POCs listed in this solicitation, there shall be no communication with USAFA Faculty, employees or current contractors regarding this solicitation or TO.
2. DESCRIPTION OF SERVICES:
2.1. Tasks and Objectives within the ACUASR:
2.1.1. Based on research objectives and UAS/RPA platform, the Contractor(s) will assist in supporting the design, development and integration of aircraft hardware and software.
2.1.2. Assist in developing control models and simulate scenarios including multiple RPAs working together in the MATLAB programming environment.
2.1.3. Assist in developing new technologies in sensors, controls, or other innovative areas that support ACUASR’s mission of enabling UAS technologies.
2.1.4. Troubleshoot hardware/software development and integration issues as they arise.
2.1.5. Assist with the development of Android-based smart phone, Ardu-Pilot integration and Piccolo autopilot-based integration into RPAs.
2.1.6. Work with other research universities/facilities or other contractors to demonstrate cooperative behaviors among air, land, and water surface unmanned vehicles.
2.1.7. Assist with UAS/RPA flight operations on USAFA or Fort Carson property.
2.1.8. Mentor cadet RPA related senior design projects as workload permits and provide support for cadet RPA test flights as workload permits.
2.1.9. Participate in weekly status meetings.
2.1.10. Assist with technical documentation, such as design reports, test plans, and test reports as applicable.
2.1.11. Participate in co-authoring journal and/or conference papers for developed innovations as applicable.
3. DELIVERABLES
3.1 The contractor shall provide the following deliverables:
· Designed and developed updates to system software as needed.
· Provide a written report within 5 days after completing maintenance, updates, or running of MATLAB simulations of RPA scenarios as they occur.
4. CONSTRAINTS
4.1. Working within the USAFA environment, contractor personnel must be able to work in the operations tempo of a quasi-university environment founded on military standards. It is helpful to have an understanding of military ranks and protocol which are not part of the normal higher-education world.
4.2. Additional constraints are as follows:
· Must have competence in using Microsoft products, MATLAB, and either C, C++, or C# programming language.
· Experience with undergraduate research programs is required.
· Bachelor’s Degree with 5 years’ experience or Master’s Degree in Mechanical, Electrical, Electronics, or Computer Engineering is required.
· Experience with analog circuit design and embedded system programming is required.
· Experience with integrating RPA systems is preferred.
· US Citizenship is required due to ITAR regulations.
