SOLICITATION FA7000-14-R-0022

ADMINISTRATIVE SUPPORT SERVICES

QUESTIONS AND RESPONSES

As of: 5 Aug 2014

QUESTION 1. Is this a new requirement or a re-compete of an existing contract?

RESPONSE 1. This solicitation consolidates two expiring contracts as well as adds new positions. Current contracts are FA7000-09-C-0047 and FA7000-10-C-0003. Yes, there are incumbents and currently there are no vacancies.

QUESTION 2. If existing contract, who is the incumbent contractor?

RESPONSE 2. Angel Staffing (FA7000-09-C-0047) Wolverine, LLC (FA7000-10-C-0003)

QUESTION 3. Are the current positions listed in the PWS currently filled?

RESPONSE 3. The positions listed in the PWS that are currently filled are; Administrative Clerks (4 FTEs), Laser Eye Clinic Manager (1 FTE), Medical Records Technicians (3 FTEs), Medical Transcriptionist (4 FTEs), Refractive Laser Clinic Surgical Coordinator (1 FTE) and TOPA Administrative Clerks (4 FTEs).

QUESTION 4. Will this be a single or multiple award contract?

RESPONSE 4. This will be a single award IDIQ contract.

QUESTION 5. Given that this is a small business 8(a) set-aside for administrative services, will the government consider reducing the number of FTEs for the relevancy rating to something less than 20?

RESPONSE 5. Based on the known staffing requirements at this time, the Government feels the “Relevant” definition of 20+ employees per contract is correct. Also, the evaluation criteria states: In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.

QUESTION 6. Can the language specifically requiring clinical administrative support services be broadened to include other support activities as long as the key sub-elements of recruiting, retention, and management of a complex workforce are addressed?

RESPONSE 6. No, this language will not be broadened as many of the positions require medical background/terminology.

QUESTION 7. Is there an incumbent contract for this requirement? If there is, would the government please provide us with the contract information and the tenure information for the incumbent employees?

RESPONSE 7. Please refer to Responses #1, #2 and #3 above.

QUESTION 8. On page 65, under Information Regarding Submission of Proposal: there are instructions for submitting a hand carried proposal. Is that address also correct for delivery via the U.S. Postal Service?

RESPONSE 8. Yes, that is the correct U.S. Postal address as well.

QUESTION 9. Page 64 Section 6(c) states Offeror’s Financial Reference (Attachment 6). In FedBizOpps, it is Attachment 5. Just want to clarify that to avoid any confusion.

RESPONSE 9. Page 64, Section 6(c) has been changed to read (Attachment 5).
