Solicitation FA7000-11-R-0021 Vandenberg Hall Renovation Phases 7&8 Solicitation Questions and Responses
1. In order to reduce the administrative burden on our clients at their busiest time of year, will the government accept the submission of similar PPQ forms previously completed by clients for other proposals in lieu of Attachment 5?
RESPONSE: The questionnaire listed as Attachment 5 is tailored to this acquisition and cannot be substituted.
2. In reference to the Subcontractor Consent form in (Located on page 39 of 46 of the RFP under (c) Subcontractor Consent) - if we do not anticipate presenting past performance information on our subcontractors within the Part III Past Performance Information section of our proposal, are we still required to submit a Subcontractor Consent form signed by subcontractors?
RESPONSE: A Subcontractor Consent letter is required from subcontractors for whom the prime offeror provides past performance information.
3. On page 38 of 46, paragraph 1, An offeror’s Small Business Subcontracting Plan will be considered technically acceptable if the offeror’s Small Business Plan meets or exceeds the following Small Business Subcontracting goals: Small Business: 40% of the total proposed amount, Service-Disabled Veteran Owned Small Business: 3.0% of the total proposed amount, Small Disadvantaged Business: 5.0% of the total proposed amount. Are Service-Disabled Veteran Owned Small Business and Small Disadvantaged Business percentage goals included in the 40% Small Business requirement? Please confirm if the total Small Business participation equals 48% of the total proposed amount.
RESPONSE: The percentages for Service-Disabled Veteran-Owned Small Business and Small Disadvantaged business are included in the percentage for Small Business.
4. The percentage goals for the SDVOSB and SDB percentages are shown. What are the goals for HUBZone, Woman Owned Small Business, and Veteran Owned Small Business concerns?
RESPONSE: The Small Business subcontracting goals listed as evaluation criteria for Part II, Technical Proposal, are the only small business subcontracting goals that will be evaluated to determine technical acceptability.
5. Once all of the percentage goals are established for the Small Business categories, What are the percentages based on, “Total proposed amount” meaning; Total of Subcontracted Values? Total Base Contract Value? Total Subcontracted Values less Specialty Trades, such as Mechanical and Electrical?
RESPONSE: In reference to Section L, Part L-1, Paragraph 2 PART II – TECHNICAL PROPOSAL, and Section M, Part M-1, Paragraph A.1 SMALL BUSINESS SUBCONTRACTING PLAN, the “total proposed amount,” evaluted in the Part II Technical Proposal, is the total of subcontracted dollars. Refer to solicitation changes incorporated through Amendment 0001.
6. In section 033000.01, 033000.02, and 033000.03 it tells us to refer to specification section 033000 Cast in Place Concrete. Please provide this section.
RESPONSE: See Addendum 02, incorporated through Solicitation Amendment 0002.
7. Note #8 / A1 Series: Keynote 8 states to install new convector panels on existing framing, and to reuse the grilles. It states that contractor is responsible for replacing any part of the system that is damaged. Please clarify that contractor is responsible for replacing regardless if damage is an existing condition. Also, for bidding purposes, should we assume 40% of existing need to be replaced?
RESPONSE: All frames are existing, and shall be cleaned & trued with all corners welded. Assume 40% to require additional work and or parts.
8. A1.4.00: There is no thickness shown for the exposed aggregate concrete. Should we assume that exposed aggregate topping is 6" thick?
RESPONSE: Assume 6 inches thick. In CS-6, we found the thickness to vary between 2” to 6”.
9. G0.0.2 (phase 7): Staging plan does not show any notes along the south side of the building. Should contractors include an allowance to replace paving damaged by curtainwall operations on this side of the building?
RESPONSE: Re: FLOOR PLAN KEY NOTE #5. Goal is to protect in place.
10. G0.0.2 (phase 7): Staging plan does not show any notes along the south side of the building. Should contractors include construction fencing for areas where lifts will need to be working?
RESPONSE: The staging plan designates the staging area as shown. Provide construction fencing per the local governing codes, USAFA standards, and to make the site secure and safe. See note on left bottom corner of G0.0.2, directing the contractor to submit a staging plan for approval. Deviations from the staging plan on G0.0.2 may be approved.
11. G0.0.2 (phase 8): Staging plan does not show any notes along the west side of the building. Should contractors include an allowance to replace landscaping damaged by curtain wall operations on this side of the building?
RESPONSE: Re: FLOOR PLAN KEY NOTE #6
12. G0.0.2 (phase 8): Staging plan does not show any notes along the west side of the building. Should contractors include construction fencing for areas where lifts will need to be working?
RESPONSE: The staging plan designates the staging area as shown. Provide construction fencing per the local governing codes, USAFA standards, and to make the site secure and safe.
13. In previous Phases it was found there was a controls transformer in every cadet room that needed to be converted from 120 to 277 volt. This is not shown on the electrical drawings. Does this scope of work need to be included for phase 7 and 8?
RESPONSE: All controls shall be new and shall be 120V.
14. Spec 21 1000: Per the project specification Section 211000 paragraph 1.2, item C., states the requirements of Unified Facilities Criteria (UFC) 3-600-01 shall be used on the Project. If that's the case each Cadet Dorm Room will require 4 sprinkler heads. In phases 2,3,4, 5, & 6 listed NFPA Residential Fire Sprinklers Heads have been used and accepted in these areas. Question: Would NFPA listed Residential Fire Sprinklers Heads for phases 7 & 8 Cadet Dorm Rooms be acceptable?
RESPONSE: Sprinkler heads shall match previous phases. Please note that Fire Suppression Systems are Design Build Components and as such shall be prepared by a licensed engineer. The Design Criteria for this project is a balance between the UFC and the NFPA. In Construction Sequence No. 2, 3, 4, 5 and 6, Extended Coverage Sprinkler Heads were used to meet the coverage requirements and only utilizing one sprinkler head. The use of Extended Coverage Sprinkler Heads for Construction Sequence No. 7 & 8 is acceptable.
15. Spec 21 1000: Per the project specification Section 211000 paragraph 1.3, A, item 7. States Design the "Room Design Method" and "Small Room Rule" shall not be used in the design of systems. In phases 2,3,4, 5, & 6 these have been used and accepted. Question: Would the "Room Design Method" and "Small Room Rule" for phases 7 & 8 be acceptable?
RESPONSE: This is acceptable.
16. Spec 21 1000: In cases where UFC and NFPA 13 have discrepancies shall it be acceptable to follow NFPA 13 as was acceptable in previous phases?
RESPONSE: If not covered by the UFC then NFPA is acceptable. See UFC 1 -3.3.
17. A7.X.01: Typical details indicate Shoe Racks in the closets. Please verify these should match the existing shoe racks.
RESPONSE: Shoe racks are existing. All shoe racks are to removed, refurbished, and reinstalled.
18. For the work that is required in Phase 4 in this bid pack Phase 7 & 8, will the complete HVAC system need to be shut down or are there already isolation valves in place for this work?
RESPONSE: There are no isolation valves in place. Coordinate with USAFA for short outage to install isolation valves.
19. Note 37 / A1.1.01: Please verify that the General Contractor is responsible for replacing damaged column covers, regardless of how careful they are during removal / storage.
RESPONSE: Contractor shall replace any damaged column covers.
20. A1.1.01: Structural notes describe special loading areas. Please verify that general contractor will be required not only to engineer the system, but also to provide stamped calculations.
RESPONSE: Provide stamped calculations.
21. Please verify that concrete floor needs to be chipped out for plumbing trenches in the restrooms.
RESPONSE: Toilet room floors are concrete. The contractor is responsible for determining how to remove it, and for not compromising the structural integrity of the slab.
22. For phase 7, please verify that the General Contractor should include a secondary man hoist in order to access the work from the staging area, rather than using stairwells in other occupied portions of the project.
RESPONSE: The contractor is responsible for determining how to get materials to where they are needed. Provide staging plan for final approval by USAFA. See note on bottom left of sheet G0.0.02.
23. Please verify that the General Contractor is responsible for patching the floor in the cadet rooms where convector panel frames / clips are removed.
RESPONSE: Contractor is responsible for patching the cadet room floors where applicable.
24. Who is responsible for air clearance samples after asbestos abatement - USAFA or General Contractor?
RESPONSE: General Contractor.
25. Please verify that because of the high winds, and high expectations of the Air Force Academy, the visual screen on the fencing needs a couple of full time laborers just to keep the screening from blowing off / and to look presentable.
RESPONSE: It is the Contractors responsibility to determine how to maintain the construction fencing, but USAFA expects it to be presentable at all times, with special attention during special event times.
26. Plans say we are supposed to verify shut off valves in cadet rooms for the heating water. When can this verification be done since all the rooms are occupied at this time? If the valves are not there, is a shut down and draining of a different system needed to add valves in occupied rooms? If needed, when can this be done in the occupied rooms?
RESPONSE: Assume valves are in place for bidding. Coordinate with USAFA after award for verification.
27. In the Cadet rooms at the match lines of sequence 7/4 and 7/8, once valves are either verified or cut in, the buffer rooms will not have heat and copper lines would need to be rerouted in these occupied rooms to complete the heating loops. When would we be allowed to get into these occupied rooms?
RESPONSE: Once contract is awarded, coordinate with USAFA to schedule work in occupied rooms.
There is potential to get access to occupied rooms prior to official construction start of each phase. So for phase 7, access may be granted during Christmas break in December, and for phase 8, access may be granted after graduation in late May or early June.
28. We are to add fin tube in existing risers in phase 4 at column 24.5. Are these valves cut in or is a shut down and draining of risers of a different system required? Risers are behind finished walls and storage lockers are in the way for wall demo and verification.
RESPONSE: There are no existing valves cut in.
29. The demolition drawings do not indicate what the existing non-structural partitions of made of.
Please verify that these are drywall fur walls with a layer of 3/4" lath and plaster on each finish side of the cadet rooms.
RESPONSE:
Partitions @ Toilet rooms areas were originally constructed of clay masonry.
Partitions @ Cadet room areas were originally constructed of metal studs, lath & plaster.
Over the past 50 years maintenance and remodels have changed the composition of many walls. No survey or destructive testing was done to determine all of the current exact wall types.
30. Can a propane tank be set in the courtyard for temp heat fuel if it is surrounded by concrete jersey barriers?
RESPONSE: This should be part of the staging plan and submitted to the contracting officer and Fire Marshall for final approval. In a previous phase, a propane tank was approved to be set on the north side of the building.
31. Please verify that each frame for the convector panels is custom built for each room, and will need to be tagged, repaired, etc. and then returned to the room it originated from.
RESPONSE: Yes.
32. Please designate the warrantee/guarantee agencies for the three different waterproofing systems on the above waterproofing placements?
RESPONSE: Provide manufactures warranty per the specifications. The manufacturer shall inspect the waterproofing on the terrazzo level prior to ARP or drain board installation over waterproofing.
33. Please describe the differences of specification sections 03300.1 and 033.00.3 of the Exposed Aggregate concrete Type I vs. Type 3?
RESPONSE: The different type of mixes is for different areas of fourth floor. Type II will be the primary mix.
34. On page A7.X.01 note #8 refers to a gun cabinet, but points to the medicine cabinet. Please clarify where the gun cabinet is located and provide a detail.
RESPONSE: Re details 3 & 7 for gun rack location, notated by “GR”. Note 8 should point to the millwork wall next to the vanity.
35. Is the medicine cabinet mentioned above mirrored or wood?
RESPONSE: Mirrored re spec section 102113 for make and model.
REVISED RESPONSE: Mirrored re spec section 102800 for make and model.
36. Is the POP of 244 days only for CS-7? What is the POP if both CS-7 and CS-8 are awarded?
RESPONSE: Section F of the Solicitation designates the Period of Performance for Option CLIN 0002, Phase 8 construction, to be from 16 June 2012 to 16 December 2012. The first week of Phase 8 will be allowed for USAFA to remove furniture from the phase 8 area. Assume a construction start of phase 8 of 25 June 2011.
37. During the site visit multiple dead trees were observed in the center courtyard area, whose responsible to remove/replace those dead trees? The drawings indicate that they are to be trimmed.
RESPONSE: An existing condition survey shall be conducted with the USAFA construction representative prior to construction start. Existing dead trees are not the contractor’s responsibility.
38. Are towel bars in cadet rooms to be salvaged and reused?
RESPONSE: Yes.
39. Re all piano hinges on existing closet millwork to be replaced?
RESPONSE: No.
40. Are all pulls on cadet millwork and vanities to be new?
RESPONSE: Yes. Re: General Millwork Notes #7.
41. Specification sections 071400, 071416, and 075216 Waterproofing membrane for Level -4 for both CS-7 and CS-8 calls for either Soprema, PMMA, or Hydrotech 6125 waterproofing material. Is this correct? If not which material is approved and accepted for proposal submittals?
RESPONSE: 071416 Soprema PMMA is for the 4th Level and 075216 Soprema PMMA is for the roof.
42. In reference to the Addendum 1 attachment: Page 3 MX-001 refers to M1.2.02 (not listed in drawing index for CS-7), 2nd floor Mechanical Office Area Plan. This attachment is identified as CS-3 MEP upgrades ASI 005. Column lines do not match as well. Is this work to be integrated with Phase 7 scope somehow or was this addendum page 3 added as a mistake. Need clarification please.
RESPONSE: The drawing included in Addendum 01 is correct, and per Para D.3.c. the drawing is for reference. The work identified in Addendum 01, Para D.3, is in the CS-3 area of the building, and the requirement is to be incorporated into the CS-7 scope of work.
