Contractor Fill

The Government states a requirement to submit (1) redacted copy of the technical proposal. Will the Government either remove this requirement or specify what data is to be redacted?

CombinedSynopsis & Solicitation 9May24 6 of 15 3, Part III Technical Proposal

The contractors shall redact any identification of the commpany, such as, but not limited to, name, logo, address, names of key personnel, cage code, anything propritory in nature that would recognized as owned by your company when named.

For the required positions in occupation code 23311 (Fuels Distribution System Mechanic) there is a great disparity in hourly pay; being $28.67 (WY), $29.54 (MT) ,and $41.93 (ND).

In our opinion there is no way to obtain the caliber of fuels expertise at the lower rates of the WD for Malmstrom and FE Warren. These positions have equal responsibilities, equal qualifications and therefore must all receive the commensurately higher rate of pay at Minot, ND. Qualified fuels distribution system mechanics/liquid fuels maintenance personnel are hard to find, and even more so in the remote reaches of North Dakota, Montana, and Wyoming. They must have years of specialized experience in fuels maintenance, and the ability to work, plan and repair without supervision.

Anything less than the WD wage rate for Minot, ND, will make it impossible to hire qualified technicians at the lower rates, while compromising the mission readiness of the MAF-R.

Question: Will the Government ensure, at least, a ~40% differential over the respective WD rates for WY and MT to guarantee qualified fuels maintenance personnel are hired for MAF-R program?

Three Wage Determinations 2015-5405, 2015-5391, and

2015-5383 attached to solicitation

N/A N/A

The wage determinations are minimum amounts the government requires contractors to pay their employees. It is up to each contractor to pay their employees wages that will ensure proper staffing.

As stated in PWS 4.6, "The Quality Control Plan shall be provided to the C) as part of their initial proposal." As part of the proposal, is the QCP included in PART III as an attachment, and if not, where is it included?

PWS 10 of 20 4.6 This plan is included in Techncial subfactor 3, Trainsition Plan.

As stated in the DFARS Clause 253.237-7024, Notice of Continuation of Essential Contractor Services and Subparagraph (b), "The offeror shall be provided with its offer a written plan..." Will the Government please clarify if this requirement is to be included in the offerors' proposal, and if so, is it included in PART III as an attachment? If not, where is it included?

Solicitation 46 of 47

252.237-7024, Notice of Continuation of Essential Contractor Services and

Subparagraph (b)

As the clause is written, it is understood that since an offer/proposal is submitted from an offeror to the government, the "offeror shall be provided with is offer…" means the offeror shall submit the Continuatil of Essential Contractor Services.
