Number Question Answer
The solicitation does not provide the contract transition-in period, however does state that the period of performance begins October 1, 2018. a) Does that date initiate the transition-in period and b) is the transition-in period thirty days?
Transition period will begin upon Contract Award.
To aid in preparing a Transition Plan, what services will the Government provide during the Transition Period? Specifically, will the Government escort the technician to each site for familiarization training?
Government will provide site visits and equipment familiarization at each Missile Alert Facility equipped with a Missile Alert Facility-Refueler.
Additionally, the Government will facilitate introductions with key organizational players (Logistics Readiness Squadron, Operations Group, Helicopter Squadron, Command Post) to ensure full support throughout contract execution.
Does the Government provide any office space or work space as described in PWS paragraph 5.10 for the technician to work from at the main installations (Minot, FE Warren, Malmstrom)?
Office space is not provided, however the Logistics Readiness Squadron at each installation has agreed to provide a space for associated Missile Alert Facility-Refueler parts/bench stock/repairs.
Are there any historical records on maintenance at the facilities so we can gauge the relative fitness of the existing fuel systems?
The Civil Engineering Squadron at each installation has data on the associated maintenance/repair actions on each Missile Alert Facility-Refueler. Sent requesting units provide all maintenance records associated with the MAF- R. Suspense: 10 Sep 18
Are the tanks at the sites fitted with Automatic Tank GauIs work to be performed on the Vehicle Identification Readers or is this handled by another contracting and high-level alarms? Are these systems to be maintained under this contract or is this handled by another contract?
Missile Alert Facility-Refulers are not equipped with Automatic Tank Gauging or high-level arms. Each Missile Alert Facility-Refueler is equipped with high-level shutoff valves.
Is work to be performed on the Vehicle Identification Readers or is this handled by another contract?
Vehicle Identification Readers are not currently utilized on the Missile Alert Facility-Refuelers, nor are they maintained by an external contract.
Are there emergency generators at each site and if so, is the maintenance on the generators performed under this contract or by another entity?
Emergency generations are installed/or available on site and are considered a component of the Missile Alert Facility-Refueler and associated maintenance will be required under this contract.
Are the point of sale meters and dispensers calibrated annually or only when suspected as out of tolerance? Meters will be calibrated annually in accordance with TO 37A-1-101.
Will the government provide one-time manufacturer training on the Bryant Fuels Systems refuelers?
No, the Government will not provide one-time manufacture training. Any required training should be coordinated directly with the manufacturer (Bryant Fuels Systems).
Can the required maintenance be performed by a single technician (at each site), or does the government expect two technicians?
Maintenance can be performed by a single technician, however there are additional personnel available at each Missile Alert Facility that can serve as a safety person (mission permitting).
Does the Government provide a person on site trained to act as a Safety person for any operations meeting this threshold?
Personnel are available at each Missile Alert Facility that can serve as a safety person (mission permitting).
Are spill clean-up materials and disposal for rags etc.
provided by the Government?
Associated spill clean-up materials and disposal will be support by the Government (Logistics Readiness Squadron).
The workload data provided in Appendix D indicates several Emergency Service Calls per month that require an 8-hour response time. Does the Government require personnel to be on call 24/7 to be able to respond to these requests?
Personnel must be available (telephone contact) 24/7 to evaluate Missile Alert Facility-Refueler deficiencies and respond as required. Response will be determined by the severity of the deficiency (determined by contract personnel). Call service capabilities are not required.
The Performance Objectives of Table 2.2.1 requires 100% response to emergency service calls within the 8-hour timeframe. Does this include 24/7/365 days of the year at two locations under each main base IAW paragraph 1.7.3?
Personnel must be available (telephone contact) 24/7 to evaluate Missile Alert Facility-Refueler deficiencies and respond as required. Response will be determined by the severity of the deficiency (determined by contract personnel). Call service capabilities are not required.
Urgent service calls are also identified in the workload data as happening several times each month at any one site under each main base. Are these also weekends, holidays, 24/7 for standby personnel?

Please clarify if resumes are required at the time of proposal submittal. (Reference Proposal Preparation Instructions, Part III – Technical Proposal, Subfactor 2.
Manpower/Staffing Plan).
Resumes are not required to be provided at the time of proposal, however all canidates must meet minimum employment requirements established in the PWS.
Are the present operators performing daily, weekly, and monthly maintenance, or will the contractor be responsible for this maintenance?
Facility Managers (AFSC: 8SXXX) will perform Missile Alert Facility-Refueler daily, weekly, and monthly inspections. Contractor will not be responsible for operator inspections.
What means of communication are required at each Main Base and the MAFs so site personnel are aware of a Technician’s expected arrival?
Cellular Phones will allow communication with all installation numbers, to include the Mission Operations Control Center to facilitate Missile Alert Facility visits. Cell phones are not be utilized in controlled areas (i.e. airfield, MAF, etc.), however contractors will have access to LAN lines to communicate as required.
Are there any system diagrams or schematics available to gage the number of valves, gauges, meters, filter separators etc.?

What are the Personnel Security Clearance requirements for employees on this contract?
Personnel will require installation badging and/or inclusion on an Unescorted Entry Authorization Letter as determined by installation.
If severe weather conditions prevent a technician from returning to home base when at one of the remote sites, will the Government provide "Rest Over Night" (RON) accommodation (e.g. a bunk in a barracks)?
RON accommodations cannot be guaranteed, thus contractors should make plans to lodge personnel in commercial facilities if delays are anticipated/encountered.
When the refuelers require major painting for system-wide corrosion control, will this be accomplished under a separate service order?
Major painting/corrosion control will be planned/programmed by the Logistics Readiness Squadrons.
In reference to the FBO posting for the AFGSC Missile Alert Facilities-Refueler Maintenance Services - FA6800-18-R-0001 solicitation can you please confirm if this is going to be "Full and Open Competition' per the FBO posting or is going to be "100% Small Business Set-Aside" per the solicitation document? FA6800-18-R-0001 is a Full and Open solicitation.
