Combined Synopsis/Solicitation

For

AFGSC Missile Alert Facilities - Refueler Maintenance Services

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified procedures as outlined in FAR Part 13.5 will be used for the acquisition of this commercial item.

(ii) This solicitation is issued as a request for proposal (RFP). Submit written proposals (oral quotes will not be accepted) on RFP reference number FA6800-18-R-0001.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82.

(iv) This solicitation is Full and Open. The North American Industry Classification System (NAICS) code is 488190 - Other Support Activities for Air Transportation with a Small Business Size Standard of $32.5M.

(v) The purpose of this combined synopsis and solicitation is to advertise the requirement to have an offeror perform full preventive maintenance inspection (FPMI) and repair in accordance with equipment manufacturer's specifications/recommendations, industry standards, and Air Force Technical Orders. Contractor shall respond to service calls 7 days each week and will respond to emergency calls as needed. Contractor will perform periodic inspections, and be responsible for repair and replacement of all worn or failed components and parts. Replacement parts and interface shall be fully compatible with existing systems. During any scheduled FPMI, the contractor shall immediately service any system that is not operating properly. If the inoperable systems cannot be repaired during the inspection, the contractor shall notify the COR and Fuels Service Center (FSC) within one (1) hour of determining the irreparable status of the refueler. Additionally, contractor shall provide the COR and FSC with the refueler expected time in commission (ETIC) date. The contractor shall also stock and maintain a benchstock of parts needed to complete repairs. Offeorors are not required to provide pricing for the CAP, Materials, and Benchstock CLINs. 52.212-1 Addendum

The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

PROPOSAL PREPARATION INSTRUCTIONS

A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of three (3) separate parts: Part I – Price Proposal, Part II – Past Performance Information and Part III – Technical Proposal.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and, if in the contracting officer’s opinion adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.

C. Specific Instructions:

Documents submitted in response to this solicitation must be fully responsive to and consistent with the following:

1. Requirements of the solicitation (Item Numbers) and Performance Work Statement (PWS), and government standards and regulations pertaining to the PWS.

2. Evaluation Factors for Award.

1. PART I – PRICE PROPOSAL - Submit one (1) copy.

(a) Complete the Solicitation Bid Schedule in paragraph “(v)” above. The completed schedule must be returned with the solicitation as part of the Price Proposal. Any offer received without the completed schedule will be determined non-responsive and will not be considered for award.

(b) Insert proposed unit and extended prices in the Bid Schedule. Unit prices must be whole dollar values (e.g. $10.00). The extended amount must equal the whole dollar unit price multiplied by the number of units. The proposal(s) must be submitted for a 6 month base plus four (4) Option Years.

(c) Complete the necessary fill-ins and certifications in provisions. The provisions 52.212-3shall be returned along with the proposal.

(d) Include the total dollar value of your proposal at the bottom of the bid schedule.

2. PART II – PAST PERFORMANCE INFORMATION - Only references for same or similar type contracts are desired. Submit one (1) copy.

(a) Quality and Satisfaction Rating for Contracts Completed in the Past Three Years: Provide information currently available (letters, metrics, customer surveys, independent surveys, etc.)

which demonstrates customer satisfaction with overall job performance and quality of completed product for same or similar type contract. In addition, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods, etc.

(b) Past Performance References: The government will evaluate the quality and extent of offeror’s performance deemed relevant to the requirements of this solicitation. The government will use information submitted by the offeror and other sources such as other Federal government offices and commercial sources, to assess performance. Provide a list of no more than three (3) of the most relevant contracts performed for Federal agencies and commercial customers within the last three years. The evaluation of past performance information will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition. Furnish the following information for each contract referenced:

(i) Company/Division name

(ii) Product/Service

(iii) Contracting Agency/Customer

(iv) Contract Number

(v) Contract Dollar Value

(vi) Period of Performance

(vii) Verified, up-to-date name, address, FAX and telephone number of the contracting officer

(viii) Comments regarding compliance with contract terms and conditions

(ix) Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions.

If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past/present performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.

(c) Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.

3. PART III – TECHNICAL PROPOSAL – Submit one (1) copy.

A) Subfactor 1. Technical Approach - This sub-factor assesses the offeror’s overarching strategy to execute the MAF Refueling System Maintenance, to include regular periodic inspection and maintenance, and emergency repair for 16 Missile Alert Facility Refueling Systems. Through your responses to the requirements stated in the PWS, illustrate understanding of Government’s requirements and ability to provide technical capabilities to successfully provide fuel system maintenance and support. Within the overarching strategy the following technical areas shall be addressed: full preventive maintenance inspection and repair, repair and replacement of all worn or failed components and parts, approach to responding to routine, urgent, and emergency service calls, and environmental compliance. Also include a vehicle listing and identify type and quantity of vehicles being proposed to perform the work. (It is recommended the contractor consider the weather and driving conditions in these areas and propose accordingly).

B) Subfactor 2. Manpower/Staffing Plan. Submit a plan outlining the proposed labor mix, including position descriptions and skill level for each employee to accomplish services IAW the PWS. Ensure that all certifications, résumés, and/or training verification for employees are included with the Technical Proposal. It is anticipated that at a minimum, one full-time employee will be required at each location, with the exception of Malmstrom AFB, MT, which may require two personnel due to the size of the area needing coverage. (See PWS 4.5.)

C) Subfactor 3. Transition Plan - provide a plan to facilitate full performance at the completion of the mobilization period, provide a detailed mobilization strategy with corresponding timelines to: a) recruit, b) train, c) qualify and/or certify maintenance personnel and, d) transition personnel to the base locations, provide badging, as well as a plan to perform maintenance at the beginning of the performance period to include providing a fully stocked bench stock as listed in the PWS. This subfactor also includes the contractor providing a quality control plan IAW PWS

4.6. This section is mandatory.

D) Subfactor 4: Small Business Contracting Plan/Small Business Participation – If the offeror is a large business, it is required to submit a subcontracting plan. Based on the goals and criteria listed in the paragraph below, the offeror’s proposal will be deemed acceptable if it meets all the requirements listed in this RFP. Small businesses are not required to submit a plan.

Note: Failure to address any one or more areas of the technical proposal subfactors above will render your technical proposal unacceptable, and therefore, unawardable.

(ix) 52.212-2 – Evaluation – Commercial Items, applies to this acquisition as follows:

52.212-2 -- Evaluation -- Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) Technical Acceptability

2) Price

3) Past Performance

Technical acceptability and past performance, when combined, are approximately equal when compared to price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 Addendum

BASIS FOR CONTRACT AWARD: This is a competitive best value source selection in which competing offerors’ past performance history will be evaluated on a basis approximately equal to cost or price considerations. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. All technically acceptable offers shall be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:

A. Technical Acceptability. Initially, the government technical evaluation team shall evaluate the technical proposals on an acceptable/unacceptable basis assigning one of the ratings described below for the technical factor. If the technical factor is evaluated as “Unacceptable,” it will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion. The term “technical” as used herein, refers to non-price factors other than past performance. The purpose of the technical factor is to assess whether the offeror’s proposal will satisfy the government’s minimum requirements. IAW DoD Source Selection Procedures Appendix A, paragraph A.2.1.1, Table A-1, the Government will use the following table to assess the contractor’s technical acceptability:

Technical Approach. The offeror will receive an acceptable rating for this subfactor if the offeror’s technical approach and overarching strategy to execute the MAF Refueling System Maintenance, to include regular periodic inspection and maintenance, and emergency repair for 16 Missile Alert Facility Refueling Systems meets the minimum standards outlined in the PWS.

Manpower/Staffing Plan. The offeror will receive an acceptable rating for this subfactor if the offeror’s manpower plan details the labor mix, including position descriptions and skill level for each employee to accomplish services IAW the PWS and those personnel meet the minimum certifications and/or training requirements described in the PWS.

Transition Plan. The offeror will receive and acceptable rating if a plan is provided that indicates it can facilitate full performance at the completion of the mobilization period to include establishment of a benchstock. (Storage of benchstock on base will be provided)

Small Business Subcontracting Plan: If the offeror is a large business entity, it is required to submit a subcontracting plan. Small business entities are not required to submit a subcontacting plan. Small business entities will be considered acceptable for this subfactor.

(a) In accordance with FAR 19.705-2, large business prime offerors shall provide a clear, detailed and realistic plan that complies with FAR 52.219-9 and DFARS 252.219-7003 and satisfies all of the requirements of FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a)(1) in order to be determined acceptable by the CO prior to contract award. The offeror's submission must provide sufficient information to support the CO's review of the subcontracting plan to determine acceptability. If small business subcontract possibilities do not exist or are limited, the offeror’s plan must state as such and provide rationale supporting the assertion. An approved Subcontracting Plan is required for contract award to a large business offeror. FAR 52.219-9 Small Business Subcontracting Plan does not apply to small business concerns.

(b) For reference purposes, FY14 DoD subcontracting goals are as follows:

Offerors should propose goals that are realistically obtainable and provide rationale for the proposed goals.

(c) Separate from the Small Business Subcontracting Plan, provide a narrative detailing the corporate commitment and specific steps taken to identify sources and provide subcontracting opportunities for small businesses.

B. Price Evaluation. Next, the government shall rank all technically acceptable offers (and unacceptable offers with correction potential) by price, including any option prices if applicable.

An offeror’s proposed prices will be determined by multiplying the quantities identified in paragraph “(v)” of the combined synopsis/solicitation by the proposed unit price for each Contract Line Item Number to confirm the extended amount for each. The price evaluation will document the reasonableness and affordability of the proposed total evaluated price. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period prices to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period and all option periods including the potential six-month extension of services period. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six-month extension of services period.

C. Past Performance. The contracting officer shall seek recent and relevant performance information on all offerors based on (1) the references provided by the offeror and (2) data independently obtained from other government and commercial sources.

1. Relevant present/past performance is defined as effort involving a similar scope and similar magnitude of effort and complexity as this solicitation requires. The government reserves the right to seek information on higher priced offerors if none of the lower priced offerors receive a “Substantial Confidence” performance assessment rating. The purpose of the past performance evaluation is to assess the degree of confidence the Government has in the offeror’s ability to supply the Missile Alert Facility – Refueler (MAF-R) Maintenance Services that meet users’ needs, based on the offeror’s demonstrated record of performance. The assessment process will result in an overall performance confidence assessment rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence as defined in the table below. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will be considered as highly as past performance information for the principal offeror. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating “Unknown Confidence”, meaning the rating is treated neither favorably nor unfavorably. Performance Confidence will be evaluated in accordance with the following Table:

2. In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. Relevancy will be evaluated in accordance with the following table:

If the lowest priced evaluated offer is judged to have a “Substantial Confidence” performance rating and the offeror is determined to be responsible, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.

4. If the lowest priced offeror is not judged to have a “Substantial Confidence” performance assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a “Substantial Confidence”

Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
