MPHN Questions and Answers
1. CLIN 0036. Does the Government require 100GB per terminal per month? Or 100GB per month to service all terminals that are part of this procurement (10 plus the option for 2 additional terminals)?
Per month to service all terminals
2. SOW Section 2.1.1.2 Kit Requirements. In the provided list under this section, the Government has called out “A Baseband Kit for SIPRnet and NIPRnet”. Under CLIN 0026, the Government does not call out the SPIR and NIPR kits specifically and only lists the other components required for each kit. Can the Government clarify what the contents are? In addition to the 4-port integrated router with the terminal, does the Government want separate baseband enclaves for both SIPR and NIPR? If so, can the Government specify the routing capabilities, number of switch ports, power requirements, and whether the baseband equipment must be ruggedized or rack mountable?
8-port ruggized. The Government will require NIPR and SIPR.
3. SOW Section 2.1.1.2 Kit Requirements. The first bullet requires and integrated 8-port router with the terminal. CLIN 0001 requires an integrated 4-port router. Does the Government require a 4-port integrated router in the terminal or an 8-port integrated router in the terminal?
4 – port
4. SOW 2.1.1.2 Kit Requirement - There is a requirement for Pelican Case (for laptops and accessories) x2, brand name or equal. The paragraph below states the packaging options should be one case with linear size less than 62 inches (airline checkable) with a weight no greater than 30 lbs. Please clarify the case requirement.
There will be 2 kits for travel, both being light weight. One will be the terminal itself and the required equipment. The second will be for the laptop, phone, headsets, etc.
5. SOW 2.1.4 Support/Warranty. Is the contractor required to install a KG-250x at each government site? If that is the case who is responsible for all network connections to the KG-250x at each government location?
The contractor will install a KG-250X at each government site. The Government will escort and key the KG-250X and the contractor will install the KG-250X. Network connection will be provided by Government
6. SOW 2.1.3 Training. Is there an estimate of how many personnel will attend training at each location? Are there requirements to provide training material to personnel?
Training should include at a minimum
1) Guidance on how to utilize and maintain the network connection to approximately 5 technicians per base
2) How to operate and sustain the kits to approximately 5 users per base
3) How to perform reachback for support to approximately 10 technicians and users per base.
7. SOW 2.1.1.2 Kit Requirements. A Cisco C5530 Wireless headset for Cisco IP phone is included in the kit requirements list. CLIN 0026 does not include this headset. Is the headset required under CLIN 0026?
Yes, headsets are required.
8. The deployed network topology is not defined. It must be inferred from the equipment list. We would like confirmation that the topology shown below is the intention of the customer. If this topology is incorrect, we suggest that the customer provide a simple block diagram of the deployed topology.
a. The topology is correct for the deployed location, except for the CISCO ASA. This will be used at the main base as a gateway.
9. The SOW and Solicitation define the need for a router, but do not provide technical details beyond the overall capacity of the network.
b. As this solution involves classified networks and Type 1 encryptors IA requirements apply. Does the router need to be certified? (FIPS140-2, JITC APL).
i. Yes, JTIC certified and on the APL
c. The SOW and Solicitation are in conflict regarding the number of ports required on the router. The solicitation requires 4 ports while the SOW is calling out 8 ports.
i. 4 ports.
d. Are there any specific feature requirements for the router beyond the raw capacity? (e.g. OSPFv2, OSPFv3, GRE, NHRP, IPsec, DMVPN, SSHv2, SMNPv3)
i. Nothing specific.
10. Please confirm the quantities of KG250X encryptors in the Solicitation. The Solicitation defines 3 X KG250X with X-PEP proxy licenses. However, there are only 2 X KG250X Power Supplies required and the SOW defines this as a two network solution.
e. There will be 1 encryptor at the main base and it will draw its power there. Each base will have 2 kits, one encryptor per kit that will need its own power supply. So three per base.
11. The firewall in the Solicitation is defined as a Cisco ASA 5512. This is not a detailed enough definition to determine pricing as there are many options to the ASA 5512. The Cisco ASA 5512-X data sheet defines 9 different configurations. The SOW does not contain the requirements for the ASA so that it is not possible to technically infer the feature set required. As these variants provide significantly different capabilities and prices further definition is required.
f. The CISCO ASA 5512 will be the gateway for each base and will need to be configured as such.
12. The 9.6 VDC battery system is not technically defined adequately to procure. Please provide technical specifications (e.g. Capacity, chemistry, min/max voltage, maximum current ….etc) for this functionality.
g. The exact power supply should be AC 100 TO 240 VAC; 50 to 60 Hz and DC power 12 to 32 VDC.
