1.0 INTRODUCTION

1.1 Purpose

Provide immediate response “fly-away kits” for 20th Air Force to establish a Missile Potential Hazard Network (MPHN) for a nuclear event.

1.2 Scope

The contractor shall provide communication capable fly-away kit (immediate), Non-secure Internet Protocol Router Network (NIPRnet) (unclassified), and Secure Internet Protocol Router Network (SIPRnet)(classified) voice and data connections from remote Contiguous United States (CONUS) locations.

1.3 Background

The current MPHN is initiated to direct emergency actions during a missile potential hazard when technicians have exhausted technical orders or believe a situation is beyond their ability to recover to a safe configuration. At this time, the network is limited to non-secure means that does not enable recording of the discussions to reconstruct real-world actions.

The Air Force requires a system that is easily portable, is high-speed connectivity capable, is rugged for operation in harsh environments, utilizes affordable high-capacity Ka-band satellite bandwidth, supports high-speed live video uplinks, has a quick set-up using built-in antenna pointing aid for rapid satellite acquisition, and includes an integrated 8-port Internet Protocol (IP) router.

2.0 REQUIREMENTS

2.1 Technical Requirements

2.1.1 Equipment

Under this contract, the Contractor shall provide all equipment, tools, materials, training, and all other items that are required to provide communication packages capable of providing NIPR and SIPR voice and data connections from multiple locations.

2.1.1.1 Network Connections

The contractor shall provide a high speed/capacity network (15Mega bits per second (Mbps) down/5 Mbps up) capability via IP Internetworking with an integrated 8-port IP router that can support Transmission Control Protocol (TCP) and Hypertext Transfer Protocol (HTTP) acceleration and packet classification and filtering.

2.1.1.2 Kit Requirements:

The contractor shall provide all kits with a minimum of:

(DC)

- A battery charging cable for 9.6 volt Battery with solar kit

- An additional rechargeable 9.6 volt battery

- A National Security Agency (NSA) approved/certified encryptor KG-250X (brand name or equal)

- eXtreme Performance Enhancing Proxy (X-PEP) or equivalent latency reducing capability that works directly with the KG-250X (or equivalent)

- Licenses per KG-250X (or equivalent)

- A KG-250X (or equivalent) rack mount with RJ45 connectors and circuit breakers

- A Baseband Kit for SIPRnet and NIPRnet

- Panasonic Toughbook (1 NIPR/1 SIPR for each kit) (brand name or equal)

- HP Officejet 5740 (printer/scanner), 1 per kit (brand name or equal)

- Cisco IP Phone 7961G-GE VoIP Phone (brand name or equal)

- C5530 Wireless headset for Cisco IP Phone (brand name or equal)

- Cisco Adaptive Security Appliance (ASA) 5512

- Nikon Coolpix P100 (brand name or equal), must meet -12 nuclear specs for environment

- Pelican Case (for laptops/accessories) x2, (brand name or equal)

- Cat 5 cable: 300 ft spool, x1

- Common Access Card reader, x2

The contractor shall provide immediate response kits that locations will utilize and are scalable for portable use. The packaging options should be one case with linear size less than 62 inches (airline checkable) with a weight no greater than 30 pounds.

2.1.2 Installation

The contractor shall notify the COR or CO if/when the data network account usage reaches 90%. The data network account shall be suspended once the usage reaches 100Gb. Funds will not be available for any overage charges or fees.

2.1.3 Training

The contractor shall provide one (1) training course at each of the five (5) locations receiving MPHN Kits to include F.E. Warren AFB, Malmstrom AFB, Minot AFB, Vandenburg AFB, and Hill AFB. This training will cover installation from the base communications network to the user set up and all required operation and maintenance of the system.

2.1.4 Support/Warranty

The contractor shall provide one (1) support and integration set up at each of the five (5) locations receiving MPHN Kits to include F.E.
