Range Cleaning Questions:
Q1. What is the projected time for cleaning?
A1. Primary – 3 days or less Secondary – 2 days or less HEPA - 1 day
Q2. Will additional working hours per day be available during servicing before 0730 or after 1530?
A2. Per PWS under Site Access - The firing range is normally closed on a daily basis; operating hours are as scheduled, typically Monday through Friday from 0730-1530, excluding Federal holidays. Access to the range at all times must be scheduled and coordinated through 911 AW Combat Arms personnel at (412) 474-8077. Specifically, the COR – Kenneth Craft.
Q3. Should the Price and Technical Factors be submitted as separate files?
A3. In the Solicitation Notice instructions are provided under INSTRUCTIONS TO OFFERORS-INFORMATION THAT MUST BE SUBMITTED WITH QUOTATIONS: Including a Quote Template found in the attachments.
Q4. Is there a Kubota onsite that is Air Force equipment?
A4. No, the only government furnished property is in the PWS under 6.0 Government-Furnished Property and Services: (2) NILFISK Type GM-625 HEPA Vacuums.
Q5. Is there an area where the Contractor can store empty drums for future use?
A5. Yes, if they are empty, they can be stored outside in provided “clamshells”. Or drums can be stored outside for future cleanings if empty. Recommend no more than 5 additional drums stored on location. Coordinate with COR for best location.
Q6. Is the container storage area client provided, or will contractor be expected to establish a storage area?
A6. Yes, there is a cement block room where the HEPA Vacuums are stored and the drums with waste can be kept there before being collected.
Q7. Per Section 2.4.4., can the Air Force describe the space designated for hazardous materials storage onsite?
A7. See Questions 5&6 Q8. For bidding purposes, how many gallons shall bidders assumes will need disposed of the pre-cast concrete vault (storm water settling chamber)?
A8. Up to 2,000 gallons Q9. Additional please confirm bidders shall assume water is non-hazardous.
A9. This CANNOT be assumed. Water will be sampled and disposed of in accordance with PADEP/EPA regulations.
Q10. For the Separation unit cleaning: Does the chamber need to be empty for cleaning? If so, how many gallons of water need to be pumped out?
A10. Yes, it will need to be pumped out and cleaned. Up to 2,000 gallons.
Q11. Is there a cleaning method recommended by the Air Force for the Separation Unit?
A11. We would recommend that a pump truck and pressure washer be used in tandem. This is how other tank cleanings have been performed in the past.
Q12. In the Scope of Work Sections 1.3.4 and 1.3.5, the word “all” is used; can this be changed to "all recoverable" as it is infeasible to remove all sludge, debris and collecting “all” run off.
A12. This doesn’t seem to be a question, but rather a request to change the wording. However, blocking the drain would be required to ensure sediment is not being pushed out of the sediment basin during cleaning. This would ensure there was no pollutants are released, and all sludge, debris, and runoff are collected.
Q13. Regarding the statement “Water shall not be used for cleaning and allowed to go into the sediment basin”, does this statement preclude the use of water, or does it preclude the use of water only if it goes into the sediment basin.
A13. This is mainly to prevent water from flushing through the sediment basin and releasing excess pollutants into the environment. Water should not be used to clean the range floor.
Q13. Please confirm that the Contractor is responsible for disposal/transport of all hazardous waste.
A13. Yes, the contractor is responsible for transport and disposal of all waste. The manifests/records of transport/disposal also need to be returned to John Tower. (Environmental) Q14. Section 3.2, Plans, states that “The contractor shall prepare and submit a Work Plan describing the contractors plan to implement the work required in this contract. The contractor shall prepare and submit, as required, a health & safety, waste management, or other needed plan.” Can the Government please clarify whether these items are required as part of the proposal or post-award?
A14. Post-award Q15. We understand that the Contractor may need to move Air Force equipment from the remediation area prior to cleaning. Should the Contractor assume they need to clean this equipment prior to removal from the work location to prevent contaminants leaving the area?
A15. There really shouldn’t be any contamination on the unit.
Q16. Roof fans: Do the fans open from the roof, or is the only way to clean the duct from the bottom?
A16. There is access to the fans from the roof attached with screws and/ or latches.
Q17. How old is the facility?
A17. 1998 Q18. How many filters are in the Bullet Trap Filter System?
A18. 8 Q19. How full do the buckets get?
A19. No more than ½ full.
Q20. Does the contractor dispose of the bullets?
A20. Yes, all though the copper in the shooting area will be recycled.
Q21. How often do the tracks get cleaned?
A21. These are a part of the Action Target system and do not get cleaned for this solicitation.
Q22. Is the waste disposal sampling to be performed at every visit or is it only once per year? Every visit - possibility of reducing this in the future once we get good data trends but for now better to sample each waste stream each time.
Q23. Section 1.0 in regard to waste states: “Waste can be accumulated at the site for only 180 days before being shipped to a proper TSDF (Treatment Storage or Disposal Facility).”
A23. Sampling should not be left over 90 days. Our requirement is 90 days.
Q24.Section 1.6 Disposal of Contaminated Waste (Primary and Secondary Cleaning) states: “All generated recyclable materials and/or wastes shall be removed/shipped from the site for recycling or disposal at a permitted TSDF by the contractor within 90 days of generation. Return of closed (TSDF signed manifest) shall be returned to the COR within 30 days.”
Is this 90 day limit a hard limit?
A24.If it can be allowed to flex to up to 95 days, it would for example allow for waste from Q1 servicing to ship out at the start of Q2 services, Waste from Q2 to ship at the start of Q3 service, etc. This would prevent a mobilization of crew to the site for the explicit purpose of loading out waste. Due to sampling timeframes/turnaround, it is highly unlikely waste from any specific Quarter service will be able to ship immediately.
Q25. Is the container storage area client provided, or will contractor be expected to establish a storage area?
A25. See questions 5 & 6 Q26. Can the bid deadline be extended to 1 week after the return of answers to questions?
A26. Yes Q27. Section 1.0, Scope, states “The contractor shall coordinate with the CO all shipments of supplies to the facility.” Can you please describe the process required to coordinate shipments through security?
A27. Contractor can coordinate directly with COR any shipments to the range. There are no security requirements as there is not a manned gate to access the range.
Q28. Section 1.0, Scope, states: “Upon completion of any type cleaning, the contractor shall contact the COR so that a post-cleaning meeting can be conducted.” Is the Contractor expected to contact the COR immediately after cleaning or after receipt of laboratory results?
A28. Immediately after the cleaning. Lab results will be provided to the contractor upon receipt.
Q29. Section 1.7 requires a visual inspection of work areas. Will the Air Force provide a representative to conduct this inspection, or is this a self-assessment?
A29. Both
