Pre-Bid Request for Information (RFI) Solicitation: FA671225B0002

Project: JLSS 25-0001A Repair Apron Light-Pole Foundations

A total of twenty (20) RFIs were received on this project.

RFI #1: Can as-builts and/or foundation and pole designs from the existing light pole project be made available?

Government Response Yes, the existing design drawings will be made available. (See RFI Attachment “C”)

RFI#2: Are there any existing Geotech Reports from the light pole project or surrounding area available?

Yes, the available Geotech documents in the general area will be made available. (See RFI Attachments “D” & “E”). Note, RFI Attachment E is a draft version, final version is not available. Additionally, new Geotech reports will need to be P.E.

Stamped by a Pennsylvania P.E..

RFI #3: The period of performance for this project is listed as 120 days. We are concerned that the SOW required for this project cannot be completed in this time frame. The process would include a soils investigation and preparation of a geotech report. The next step is to perform a structural analysis then use the structural findings and the geotech to determine a proposed fix. Submit the fix and receive approval. We would then produce design drawings for review and approval. This SOW including government approvals could take anywhere from 8 to 13 weeks depending on materials testing and engineers schedule plus government approval. Once we have the approval of 100% design drawing, we would need to make repairs on 1 to 4 pole bases. Which could take two weeks or more per pole depending on the extent of repairs.

Depending on the date of NTP the winter weather could affect progress. Please consider extending the POP.

Government Response The contract performance period has been revised to 292 calendar days with 60 calendar days for Phase 1 Work Scopes after receipt of the Notice to Proceed and 120 calendar days for Phase 2 Work Scopes after receipt of the Notice to Proceed. The performance period has been revised in the SOW, Attach 2A SOW JLSS 25-0001A Apron Light-Pole Fdn. (Attachment to this Amendment, revision dated August 19, 2025)

RFI #4: We have concerns for pricing the "proposed fix of the existing pole bases. The actual scope of the fix cannot be determined until the soils investigation and design are complete. It was discussed at the pre-bid to prepare (3) prices for each pole base ranging from minimal fix to moderate to substantial. Without the design portion being complete it is not possible to determine a "fix". A substantial fix could be installing a new caisson, which would be a sizeable cost compared to possibly just adding a concrete collar around the existing base. Please provide detailed directions on how to price any proposed fixes.

Government Response

GENERAL ASSUMPTIONS/GUIDELINES OF FOUNDATION REPAIR WORK:

• All four of the existing drilled piers are repairable and will not require replacement of the drilled pier type foundations.

• The existing light-poles will not need to be taken down during foundation repairs/modifications.

• The light-pack will be lowered by AFRC, near the bottom of the pole.

• Each light-pole and light-pack will be de-energized and lowered by AFRC, prior to any foundation work or repairs.

• Repair of the drill shaft foundations will not require the use of additional outboard perimeter foundations or piles to accomplish the repairs.

• It is anticipated that the foundation repair will be accomplished by utilizing a system involving sleeving and enhanced perimeter backfilling is anticipated, along with any additional upgrades/modifications which the contract deems necessary.

• All reports and design/construction documents shall be P.E. Stamped by a Pennsylvania P.E..

RFI #5: We are requesting the As-builts of the foundations. For us to evaluate the existing drilled foundation design, we need to know depths, widths, type of concrete or base support and reinforcing assuming it’s a concrete foundation. If it’s a drilled and placed anchor foundation, we will need previous design data and type of anchor that is using the ground as support.

Government Response The existing drill shaft foundation design will be provided, this included pier rebar, anchor bolts, and pier diameter. There is a minimum depth of drilled shaft specified. We have no as-built record of the actual depth of the drilled piers, only verification that the minimum depth were achieved. (See RFI Attachment “C”)

RFI #6: We are requesting Electrical as-builts or at least 1-Lines, showing locations of disconnects, breakers, voltage and amperage, we would not want to core into a live conduit since the specifications are not requesting any type of ground penetrating survey for utilities. Since we also can only work on one light fixture at a time, we would like to see each fixture have the capability to be isolated by breaker or disconnect.

Government Response Each Light-Pack will be de-energized and lowered by AFRC, prior to any excavation and/or foundation modification and repairs at each light pole. (See RFI Attachment “B”)

RFI #7: We are requesting pictures of each or the light poles (1 overall view of surroundings and 1 each direction of the existing light pole (North, South, East, West). In total 5 pictures for each light location for a total overall 20 pictures.

Government Response Photos of each Light-Pole foundation will be provided as an attachments. (See Photos Attachments for P1-1 90ft (UnDamaged), P1-2 90ft (UnDamaged), P2-1 60ft (UnDamaged), and P2-2 90ft (Damaged).

RFI #8: We are requesting a drawing showing location of each of the poles and the roads leading out to main gate for access. Specs 024119-2 1.07C references drawings, 013200 1.01A also references drawings.

A plan view of the work area indicating the location of each light-pole will be provided. (See RFI Attachment “A”)

RFI #9: On page 2 of 6 of Document 1A References optional pricing if a fourth boring is required at each light fixture.

The bid documents solicitation section B only shows 3 lump sum bids.

Government Response:

• A fourth boring will not be required. Requirement removed from Attachment 2A SOW JLSS 25-0001A Repair Apron Light-Pole Foundations. (Attachment to this Amendment, Revision dated August 19, 2025)

• For analysis purposes of P2-1(60ft light-pole), interpolate the new Geotech data and applicable data from the existing reports as necessary.

RFI #10: Spec section 024119 references spec 028313 labeled Asbestos. This spec section is not included, not shown anywhere else where Asbestos would be encountered.

Government Response Asbestos will not be encountered during this project. The Specs reference has been removed from SOW Attach 2J 02 41 19 Selective Demolition JLSS-25-0001A REPAIR APRON LIGHT-POLE FDNSTO. (Attachment to this Amendment, revision dated August 14, 2025)

RFI #11: The 120 Days schedule after NTP Doesn't seem likely based on the following information from 2A SOW timelines. Kick off Stage Phase-1 occurs within 2 weeks of NTP (14 Days) Phases A, B, & C occur within 8 weeks of Kickoff (56 Days) Government acceptance (assume 7 days but highly unlikely) Work scope D Occurs within 4 weeks after Government acceptance (28 Days) 50 % Design and 100% design leaving no days for government review and changes between 50% and 100% Leaving 15 days for actual work at 4 separate locations since one must be complete before we start the next one.

RFI #12: In review of the contract documents, I do not see a plan view showing locations of poles or existing as-built foundation plans. Can these be provided?

RFI #13: Is the manufacturer/provider of the light poles and lighting fixtures known? If so please provide, along with any shop drawings, cut sheets, approval drawings..etc. related to the four light poles and the fixtures they carry.

Government Response

• For light-pole base-plate calculations, it can be assumed that the new light-pack will be the same weight and dimension of the existing light-pack.

RFI #14: Are there any photographs of the foundations and anchor rods during construction? If so, please provide.

There are no construction photos of the foundations, rebar or anchor rods available.

RFI #15: Is there field test data (cylinder breaks, slump test, ..etc) for the concrete used in the drilled shafts? If so, please provide.

Concrete test data is available. (See RFI Attachment “F”)

RFI #16: Are shop drawings or other submittal data available for the anchor rods? If so, please provide.

There are no shop or fabrication drawings or other submittal data available for the anchor rods. The design drawings showing the anchor rod information is available. (See RFI Attachment “C”)

RFI #17: Are shop drawings or other submittals available for the steel reinforcing bars used in the drilled shaft foundations? If so, please provide.

Government Response There are no shop drawings or other submittal data available for the steel reinforcing bars. The design drawings showing the rebar to be installed will be made available. (See RFI Attachment “C”)

RFI #18: Are design calculations available for the foundations and light pole base plate connections? If so, please provide.

Government Response: (See RFI Attachment “C”)

• The manufacturer’s light-pole design drawings contain the base plate loads. These base plate loads are for reference only and should be independently recalculated and verified for analysis work.

• Original foundation design calculations will be provided. These calculations are for reference only and should be independently recalculated and verified for analysis work.

• The design loads for the new light-packs, DL, ICE and Wind, etc, should be calculated from the size/shape of the existing light-packs. (It is assumed that the new light-packs will be very similar to the existing light-packs)

RFI #19: Are construction drawings and/or specifications available for the existing concrete foundations? If so, please provide.

Government Response

EXISTING DRILLED SHAFT INFORMATION

- The manufacture for the light pole is, CHM Industries, Saginaw, TX

- The foundation concrete was 3000psi strength at 28 days

- The 60 ft pole excavation (embedded length) was 25’, with approx. 2 ft length above grade.

- The 90 ft pole excavation (embedded length) was 30’, with approx. 2 ft length above grade.

RFI #20: If, upon further evaluation, we determine that redrilling and installing new foundations is the most appropriate course of action, would this approach be permissible? This would result in a relocation of the foundation footprint, and before proceeding, we want to ensure that the Air Force Base is amenable to this adjustment.

Government Response At this time, the Phase 2 solution is envisioned as per the response given in RFI #4. If full replacement of the drilled shaft foundation(s) would be required, this would be handled as a change order.
