REPAIR APRON LIGHT-POLE FOUNDATIONS

STATEMENT OF WORK (SOW)

For

APRON LIGHT-POLE FOUNDATION REPAIRS

Revision: 0 1

DATE: 16 JUNE 2025 19 August 2025

I. PRINCIPAL FEATURES OF WORK: The Contractor shall provide all materials, labor, supervision and equipment for the requirements specified in this Statement of Work (SOW) to ensure a complete and usable facility. The Contractor shall submit all the required documents in accordance with the below instruction. The Contractor shall verify site conditions and conduct all field surveys and measurements as necessary to complete this project. All references to and citing of government and industry standards and codes must show the date of the reference used. It is not acceptable to state “use of latest or current issue” or state “install per code” in lieu of delineating portions of the code in application to installations, assemblies, and materials. All work shall be in accordance with the latest versions of the following;

however, final determinations of code compliance shall be made by the Base Civil Engineer (BCE) or the BCE’s designated representative:

3. Pennsylvania Department of Transportation: Publication 408

4. Applicable industry standards (ASHRAE, ANSI, AASHTO, OSHA etc.)

5. State and Federal OSHA regulations

6. Statement of Work

The Contractor shall execute this work scope in two phases.

• PHASE-1 (Work scopes “A”, “B” & “C”): Collect geotechnical information at each 90’-0 light-pole location, generate new base plate loads at the base of the 90’-0 and 60’-0 light-poles, evaluate the CHM-Industries Design, and evaluate the existing drilled shaft foundations in their current state and prepare and submit findings and recommendations report to repair/modify the existing light-pole foundations.

• PHASE-2 (Work scopes “D” & “E”): Prepare design documents to upgrade/modify the existing foundations to a code compliant condition to support the greater of the new light-pole base plate loads or the base plate loads from the original design, once accepted by AFRC, perform the physical upgrades/modifications to the existing light-poles.

The Contractor shall perform all activities, geotechnical investigation, analysis of the existing foundation design and design and installation of necessary modifications to the four existing light-pole foundations (P1-1, P1-2, P2-1 & P2-2). This scope includes providing all materials, labor, and equipment necessary to provide an assessment of the existing four light-pole foundations and to perform the necessary workscope to upgrade/modify the existing light-pole foundations to satisfactory condition capable of supporting the applicable light-pole baseplate loading. Geotechnical reports, analysis reports and construction drawings http://www.wbdg.org/ https://www.e-publishing.af.mil/ and documents shall be certified and stamped by a competent and qualified Pennsylvania Professional Engineer(P.E.) and all physical work performed shall be completed by a qualified installer.

NOTE: Replacement of the existing Light-Pole foundations is not anticipated, unless analysis or other justification is determined to require replacement.

Utilize the following references as applicable (but not limited to):

a) (ASCE 7-16) Minimum Design Loads for Building and Other Structures.

b) (UFC 3-260.01) Airfield and Heliport Planning and Design.

c) (UFC 3-301-01) Structural Engineering.

d) (ACI) American Concrete Institute, 318-14 Building Code Requirements for Structural Concrete.

e) (AASHTO) American Association of State Highway and Transportation Officials.

f) Use other codes and/or programs as necessary, (w/AFRC authorization).

A. GEOTECHNICAL SCOPE: Perform three soils borings, one at each 90’-0 Light-Pole and prepare a

Geotechnical report with design recommendations for drilled shaft type foundations, (similar to the existing light-pole foundation type supports). The report will be used to evaluate the CHM- Industries structural/foundation design, evaluate the existing drilled shaft foundations in their current state, and to generate the structural modifications and repairs to the existing drilled shaft foundations. . (A fourth soil boring at the 60’-0 Light-Pole may be required depending on consistency of the first three borings, a optional price shall be submitted to incorporate a fourth boring in the report and recommendations)

• Geotechnical report must have sufficient information to analyze/evaluate the existing light-pole foundations and sufficient information to design new light-pole modifications or new light-pole foundations if necessary. Interpolation of the new Geotechnical information and information from the existing reports will be necessary for evaluation and analysis of light-pole P2-1 (60’ light-pole).

B. LIGHT-POLE BASE PLATE LOAD DEVELOPMENT: Develop New Light-Pole Base Plate Loads for the 90’-0 and 60’-0 Light-Poles.

• Develop new base plate loads utilizing the above codes.

• All loads including load combinations should be clearly indicated.

• Calculation package should show or indicate all steps, codes, and programs utilized to develop base plates loads. Calculations should also indicate design methodology, Ultimate Strength vs.

Working Strength, whether loads are factored, or unfactored, etc.., all assumptions and factors should be clearly documented and shown.

C. EVALUATION OF THE “CHM INDUSTRIES” FOUNDATION DESIGN, EVALUATION OF THE EXISTING

LIGHT-POLE FOUNDATIONS IN THEIR CURRENT STATE AND THE PREPARATION OF A FINDINGS AND

RECOMMENDATIONS REPORT:

• Perform an evaluation of the “CHM Industries” drilled shaft foundation design.

Recalculate/verify the entire design, load generation, anchor design, reinforcing bar design, drilled shaft design, geotechnical assumptions, etc.

• Evaluate the four existing drilled shaft foundations in their current AS-IS condition. Utilize the newly generated geotechnical report and loads. Utilize engineering judgement and analysis to estimate unseen structural damage or fatigue damage not yet visible. These findings should be utilized to design reinforcing/modification to the existing foundations.

• Prepare a report presenting the evaluation of the CHM-Industries initial design and the evaluation and design recommendations to modify/repair the existing light-pole support foundation system.

• Evaluation shall use newly developed geotechnical data and the newly developed base plate loads (or original base plate loads if greater).

• Evaluation report shall be presented to and accepted by contracting/engineering prior to proceeding with the design documentation for the construction documents. (Scope-“D” and ”E”).

• Evaluation report shall be sealed by a registered Pennsylvania Professional Engineer (PE).

IMPORTANT NOTE: Scope-“D” and Scope-“E” assumes each of the existing foundations are in satisfactory condition and upgradeable to a level where each light-pole will adequately support their respective light-pole.

D. DESIGN OF FOUNDATION UPGRADES/MODIFICATIONS: Prepare Design Documentation to upgrade the 4 Existing Light-Pole Foundations to support the newly developed Base Plate Loads. (utilize the greater of the original baseplate loads and the newly developed base plate loads)

• Prepare design documents to upgrade the existing four light-pole foundations.

• Design of modifications shall use the newly generated geotechnical report and newly generated baseplate loads.

E. CONSTRUCTION: Contractor shall install new design modifications per the new design documentation.

NOTE: it will be assumed that the “Light-Pack” will be lowered near the ground during the construction/modification process.

• Verify the power at each light-pole has been de-energized before any excavation is performed.

AFRC will de-energize the power to each pole.

• Perform excavation per design documents, utilize shoring as necessary.

• Extreme caution should be applied to avoid any potential known or unknown underground utilities. Hand excavate as necessary to avoid damaging any underground utilities.

• Install foundation modifications, as per the new design documentation.

• While performing foundation modifications to the existing foundation, significant caution shall be applied if drilling into the foundation pier. No vertical reinforcing or anchor rods may be cut or damaged. If an interference occurs, locations shall be adjusted to avoid the vertical reinforcement bars, anchor bolts or radial rebar ties.

• Verify that all power/electrical connections and components have been satisfactorily reestablished before any backfilling may begin.

• Backfill per design documents to acquire necessary soil pressures required by the drilled shaft type foundations.

F. CONSTRUCTION SEQUENCE: To maintain minimum airfield lighting requirements, no more than one light-pole light-pack shall be out of service at any time due to this project.

• Foundation repairs and modifications will begin with Light-Pole (P2-2) which is currently de-energized and lowered to the ground.

• Modifications to the remaining three light-poles shall be coordinated with the airfield operations and sequenced to minimize disruptions.

G. OVERALL SCHEDULE:

1. SCOPE: Project is design‐build and project shall consist of the following stages.

PHASE-1 STAGES:

a. Kick-Off Stage Phase-1: Project Kick-off shall occur within two weeks after notice‐to‐proceed. The contractor shall visit the site to review the existing light-poles and exposed light-pole piers, and to verify locations, conditions and dimensions of the existing piers and to inspect and understand the damage to light-pole foundation (P2-2) and to understand the usage and potential damage which light-pole foundation piers may have been subjected to(P1-1, P1-2, & P2-1).

b. GEOTECH, LOAD DEVELOPMENT and EXISTING FOUNDATION EVALUATION STAGE: Contractor shall perform scope as described in work scope items above, “A”, “B”, and “C”.

c. CONCLUSION OF EVALUATION OF EXISTING FOUNDATIONS: Present to contracting and engineering of

(Workscope “A”, “B”, & “C”) shall occur within eight weeks after project kick‐off and shall be coordinated via the Contracting Officer.

d. Contractor shall have periodic reviews, not further than 2 weeks apart to review with AFRC the status and finding of the geotechnical report and evaluations.

PHASE-2 STAGES:

e. Kick-Off Stage Phase-2: Kick-off shall occur immediately after government authorizes notice‐to‐proceed after government receiving and concurring with the existing foundation evaluation and recommendations report.

f. Design completion (Workscope “D”) shall occur within four weeks after government acceptance of the light-pole/pier evaluation report and repair/upgrade recommendations. A 50% design package shall be submitted at week two of this stage. This stage shall include final construction schedule.

g. Construction Phase (Workscope “E”) shall begin immediately after final acceptance of the completed design package. Physical work on the foundations may not proceed until government has final certified/P.E.-Stamped design and approved for construction documents.

II. PERTINENT INFORMATION:

A. Performance Period: The performance period shall be 120 292 days from Notice to Proceed. The Contractor shall submit the schedule upon receipt of Notice to Proceed (NTP).

A contract performance period of 292 days is planned due to potential weather delays and to avoid overlapping accessibility to the work areas. Listed below by phases are the period of performance for each of the Phases.

PHASE-1 (Work scopes “A”, “B” & “C”): The period of performance shall be 60 calendar days from receipt of the Notice to Proceed.

PHASE-2 (Work scopes “D” & “E”): The period of performance shall be 120 calendar days from receipt of the Notice to Proceed.

B. The reschedule will reflect the design period mentioned in paragraph “II.I.” below. No work is to be performed over a Unit Training Assembly (UTA) weekend unless required for emergency work as determined by the Government.

B. Working Hours: The facilities will be made available to the Contractor from 7:00am to 4:00pm, Monday through Friday, five (5) days a week, excluding U.S. Federal holidays. The Contractor shall notify the Government three (3) working days in advance if work needs to be performed outside of these working hours. No work will be performed on (UTA) weekends. Vehicle inspection services are only available until 3:30pm unless prior arrangements are made. Work schedule shall be discussed at site visits during the pre-bid process.

C. Installation and Building Access: Contractor personnel will require base passes and escorts to access buildings. Access times will be scheduled with building Facility Managers through the COR or designated 911th Civil Engineering Government Representative.

D. Technical Requirements: The Contractor is responsible for identifying the qualified personnel that shall be at the job site either directly supervising or performing the sitework. The Contractor is further responsible for executing abatement and environmental controls required to comply with any and all Federal and state regulations within the confines of the workscope areas affected by this project. The Contractor’s site superintendent will maintain a copy of the AF Form 103, “Base Civil Engineering Work Clearance Request,” on site at all times.

F. Documents Required: All documents required under this Contract include, but are not limited to, as-built drawings, all written communications affecting project completion, reports, warranties, etc. Contractor shall submit material submittals for all materials to be installed for approval prior to commencement of work.

G. Contractors will follow the base specifications in Attachment A (Work Restrictions). This lays out facility access requirements, behavior expectations, and other general conditions and Air Force requirements while performing this work.

1. All contractor and subcontractor personnel entering the Pittsburgh Air Reserve Station (ARS) are required to have a pass; escorting is NOT permitted. Five (5) business days prior to the desired date of access or start of on-site work, the Contractor shall submit applications for base passes to the Contracting Officer. See attachment, “CONTRACTOR-VISITOR ACCESS MEMO, dated 1 JAN 2025”.

2. ALL commercial vehicles accessing the installation must be inspected in the Commercial

Vehicle Inspection facility prior to entry, regardless of Contractor credentials. It is the contractor’s responsibility to ensure that vehicular traffic is coordinated with Security Personnel to ensure Quality Control of materials.

3. Upon completion of this Contract, the Contractor shall return all employee, and vehicle passes to the Visitor Control Center (Building 107) and obtain a Certification of Receipt. Final payment will be withheld until the Contractor has submitted the Certificate confirming all passes have been returned.

4. The Government shall not be held responsible for any delay to the contract period of performance if the Contractor failed to submit required documentation in a timely manner or their employees are refused entrance due to failure to follow specified procedures.

III. WARRANTY: A one-year General Contractor’s Warranty is required IAW applicable Federal

Acquisition Regulation (FAR) contract clauses.
