About this file
This document is a set of questions and answers related to a federal Request for Quote (RFQ) for herbicide treatment of invasive plant species on Dobbins Air Reserve Base in Marietta, Georgia. The RFQ solicits a contractor to provide all labor, materials, equipment, transportation, reports, and other documentation necessary to perform invasive species management, including foliar spray application and cut stump/vine application of herbicide. The contract has a base period of one year and four one-year option periods. The government will award a single firm-fixed price contract to the responsive/responsible offeror whose quote is most advantageous. This is a 100% small business set-aside with a $19M size standard under NAICS code 541620 - Environmental Consulting Services. The questions and answers address details such as treatment area, performance requirements, payment terms, disposal of debris, use of equipment, and licensing requirements.

Question 1
Do Line Items 0001, 1001, 2001, 3001 and 4001 on Attachment 2 require a per unit (and total) cost for two treatments per year, as specified in the PWS?
Answer 1
Treatment will be approximately 10 – 15 acres in the fall and 10 – 15 acres in the spring and may not be the same areas (many invasives can be treated at different times of the year).
Total cost for each treatment is based on per acre unit cost.
Question 2
Attachment 2 Pricing Schedule indicates a total treatment area of 25 acres per year.
Attachment 3 shows a treatment area of approximately 85 acres. Does Dobbins ARB anticipate treating the 85 acres? If so, how will Dobbins ARB measure the treated area? I.e.
will each Line Item be considered complete when the contractor has traversed and performed treatment activities across a 25-acre section within the 85-acre area?
Answer 2
The 85-acre unit is approximate, and the map provided is the general area needing treatment. Dobbins desires approximately 25 acres of invasive treatment per year, over 5 years, twice per year (e.g. Spring and Fall) at 10-15 acres per treatment. Work is considered complete per treatment task order when it achieves the goal in the PWS. (Section 2.3).
Each contract year, the awarded contractor and CEV will determine the 25 acre area of treatment within the larger 85-acre boundary.
Question 3
3. For clarification, can Dobbins ARB confirm that foliar application treatments (PWS Section 2.1) are required twice per year, while cut stump/vine application treatments (PWS Section 2.2) are only required once per year?
Answer 3
Both foliar and cut/stump vine application treatments will be completed via task order in both Spring and Fall.
Question 4
Will Dobbins ARB approve payment of partial completion of the foliar application treatment CLINs? E.g. Will the contractor receive payment for the first foliar treatment under CLIN 0001 before the second treatment under CLIN 0001 has been performed?
Answer 4
Yes, payment will be per task order completion.
Question 5
What is the preferred disposal method for woody debris generated during the cut stump/vine application (PWS Section 2.2)? Can the debris be left in place?
Answer 5
Debris will be left in place. No funding for disposal.
Question 6
PWS Section 2.2 states “No heavy equipment will be permitted”. Does Dobbins ARB consider All Terrain Vehicles and Utility Terrain Vehicles to be heavy equipment?
Answer 6
Examples of heavy equipment would include skid steers, bulldozers, backhoes, excavators, etc. ATVs and UTVs would not be considered heavy equipment.
Question 7
PWS Section 3.0 states “The Contractor shall possess a valid State of Georgia Pesticide Contractor’s License and a State of Georgia Commercial Applicator License in the appropriate category”. What is the appropriate category for this work?
Answer 7
Pursuant to the GA Department of Agriculture (GADA), (23) Forest Pest Control. This category includes commercial applicators using or supervising the use of restricted use pesticides, or State restricted pesticide uses, in forests, forest nurseries, and forest seed producing areas. Contract shall confirm directly with the GADA for appropriate category.
Question 8
PWS Section 6.1 states “Use of temporary silt fencing or other filtering devices shall be required when working near running streams, open water and wetlands”. Does Dobbins ARB anticipate any ground disturbance during the herbicide application activities that would generate turbid water?
Answer 8
Dobbins does not anticipate ground disturbance in the course of treatment for invasives.
The PWS states the silt fence is to “deter herbicide activities from entering aquatic resources”. This would include any debris from cut stump methods or land disturbance near aquatic areas within 25 ft. Silt fence installation is only required upon excess cut-stump debris and unanticipated land disturbance that may impact aquatic resources to comply with the Clean Water Act.
