QUESTIONS – Site Visit, 1 Sep 2022
1. Can drawings be provided for each building for the work to be performed in the Statement of Work for the Giant Voice (GV) System Upgrade dated August 12, 2022?
Building drawings are available by request only. Contact Ms. Patrina Sheffield at patrina.sheffield@us.af.mil and the drawings shall be forwarded via the DoD SAFE system.
2. Could you confirm per the site visit of September 01, 2022 that the contractor shall remove and dispose of all speakers and cabling for buildings identified on page 23, Table 2: “Small Voice” MNS for C2
Buildings, Dobbins ARB GA?
Table 2 addresses the quantity of existing speakers and the quantity of new speakers to be installed. No speakers and cabling are to be removed and disposed.
3. Could you confirm the requirement to supply all new speakers, strobes and cabling for buildings identified on page 23, Table 2: “Small Voice” MNS for C2 Buildings, Dobbins ARB GA to include
366 5W ceiling speakers, 35 5W ceiling speakers with strobes and 24 15W wall speakers?
Table 2 addresses new equipment to be installed as quantity of thirty‐five 5W ceiling speakers with strobes and quantity of two 15W wall speakers. The other noted ceiling speakers and wall speakers are existing equipment.
4. Could you provide details of the existing ELMR infrastructure referenced on page 2, section 1.0 Scope in the Statement of Work for the Giant Voice (GV) System Upgrade dated August 12, 2022?
This information shall be provided after contract award. NOTE: This is a Motorola P25 Enterprise Land
Mobile Radio system that is not control by Dobbins ARB but AFRC.
5. Is the Government maintaining responsibility for the requirement on page 2, section 1.01 in the
Statement of Work Giant Voice (GV) System Upgrade dated August 12, 2022 to "utilize the existing
ELMR infrastructure and existing backup landline copper infrastructure" because on page 2, section 1.0
Scope reference is made to the "unreliable performance of the existing landline copper communications infrastructure and inoperative trunked ELMR radio infrastructure"? Could you please clarify?
The infrastructure is in working order; however, the current Giant Voice System is unreliable and inoperable at times. Must engineer a system to work with existing infrastructures per SOW.
6. Radios
1.0 Calls out using existing LMR system in sow. 3.1 Also mentions standalone RF system. (“ standalone, two way,RF repeater”) 3.2.7.3 as well . These statements conflict. Which is the desired configuration?
1. Standalone RF system or
2. using existing elmr system?
Must the standalone system utilize a repeater if all devices (sirens, control points) are able to communicate directly to each other? (Eliminates points of failure, increased reliability)
Must engineer a system to work with existing infrastructures per SOW.
7. Siren control OTA format
2.1 mentions “turnkey GV communications system utilizing FSK”
This is possible on a standalone RF system but will pose issues if voice trunked system is digital phase
2. Typically, this would utilize encrypted DTMF due to incompatibilities in the vocoder/transport depending on the system (phase 1 or phase 2). Is encrypted DTMF acceptable if the system is phase
2/other digital compressed format?
The contractor is responsible to engineer, design, furnish, install, and test a turnkey Giant Voice system per the SOW.
8. Existing ELMR system
Please describe existing ELMR radio system. (IE p25 trunked, phase I, phase II, capacity+/MAX)
Are there plans to upgrade the backbone/controller/technology?
Regarding answers above, for clarity, which should be quoted?
a)New conventional repeater with encrypted fsk format as command/control OTA transport (two available exclusive radio frequencies needed)
b) half duplex conventional encrypted FSK system with all interior antennas run to the exterior of the buildings. (single radio frequency needed, repeater not needed as all sites will communicate directly)
c) using existing trunked system (no new repeater/antenna system on the radio tower)
This information shall be provided after contract award. NOTE: This is a Motorola P25 Enterprise Land Mobile Radio system that is not control by Dobbins ARB but AFRC.
9. Indoor units:
3.2.5.3 mentions 8 new indoor control units. It does not mention if amplifier replacements are
*required*. The current Safepath SP40s functions exclusively as an amplifier/speaker distribution center in the current configuration. The Whelen/ACE3600 (to be removed/replaced) act as command/audio relays.
A) 8 New indoor control units that replace the existing Whelen cabinet, PA control, ACE3600
RTU, AND the Safepath indoor PA system?
B) 8 New indoor control units that replace the existing Whelen cabinet/PA control, as well as the
ACE3600 RTU. ASC ICU can integrate with the existing saftepath sp40S indoor PA system
(currently working, supported and manufactured) and provide real time status feedback? (Significant cost savings)
