Statement of Work Giant Voice System

Communications Maintenance & Warranty Service For Dobbins ARB, GA, 30069

1. Scope. The Contractor shall provide all labor and costs to provide Support/Maintenance Services for the Giant Voice (GV) system on Dobbins Air Reserve Base, GA., 30069. This system uses voice and tone omni-directional warning siren and live PA mounted on six base telephone poles. There are two (2) GV system controller systems that communicate with the major portions of the system to conduct polling, silent tests, alarm tone activations, pre-recorded messages, live voice broadcasts and music. In addition there are seven (7) buildings on the base with indoor speakers that are incorporated into the GV system. The GV system consists of UHF wireless (RF, narrowband) elements that use compliant frequencies that are changeable within the assigned MHz range. The government will be responsible for providing Government Furnished Equipment (GFE), and any/all additional material required to keep the system at optimum level and meet the system configuration and factory specifications

2. Technical Support

If, in the performance of the Technical Support responsibilities, Contractor determines that an on-site technician is necessary, dispatch shall occur promptly after such determination is made and on-site response shall occur. The contractor shall respond in the Severity levels defined in Table A. Tables B and C define On-site technicians response and remote technical service, respectively.

Note: All maintenance work shall be performed in accordance with applicable standards and guidelines.

3. Performance Requirements:

3.1. General. Contractor shall provide all labor, personnel, test equipment, standard service vehicles, tools, material, supervision, and other items necessary to perform troubleshooting, repair, preventive maintenance, and all operational checks and adjustments required to maintain the GV system at an optimum level and meet the system configuration and factory specifications.

3.2. Information Assurance (IA)/Security Services. Contractor shall provide services that examine protected assets, determine threat levels, and perform risk analysis. Additionally, Contractor shall determine potential cost of recovery, develop security policies and procedures, and perform scheduled monitoring of system to ensure peak performance and security.

3.3. Point of Contact (POC). Dobbins ARB shall provide a list of Government points of contact (POCs), phone numbers, and E-Mail addresses to the Contractor for:

1) Receiving E-Mail notification of scheduling updates, statuses, and follow-ups after updates.

In addition, emergency patches shall follow the same previous guidelines.

2) Notifying technicians and remote services personnel for update support and authorizing update issues that may require escalation.

3.4. Maintenance. Maintenance shall include and is not limited to the following GV components:

a. Dispatch and On-site System Response

b. System Repair with Advanced Replacement (GFE)

c. System Preventive Maintenance

d. System Monitoring

e. Technical Support Service

3.5. Dispatch and On-site Infrastructure Response. The Contractor’s Dispatch and On-Site Infrastructure Response services shall ensure that a trained and qualified technician is dispatched to diagnose and restore the GV system as required. Contractor shall provide capabilities for automated escalation and a process for case management that ensures the arrival of the technician and GV system restoration that complies with all contracted response times previously described Tables A, B, and C. The dispatched field technician shall restore the system by performing first-level troubleshooting at the site. If the technician is unable to resolve the issue, he or she will escalate the case to the Contractor’s upper level support center or engineers as needed. After GV system’s issue has been resolved, the Contractor’s support center shall verify trouble call resolution, and with Government approval, close the case.

Contractor shall maintain and provide records of all troubleshooting, service activities, site performance history, system issues, and resolutions to the Government.

3.6. Technical Support Services. Contractor shall provide a Technical Support service with direct telephone access to expert Giant Voice Technicians and Engineers. This higher level technical support service shall consult with the Government to promptly diagnose and resolve network issues and/or maximize system availability to the customer.

3.7. Deliverables. The Contractor shall submit standard deliverables required to document maintenance actions. These deliverables shall include, as a minimum, a preventive maintenance plan, equipment historical records, software upgrade listing, trouble action report workflow that documents and describes maintenance provided. As-Built Records/wiring diagrams if any wiring is changed for maintenance actions, reprogramming of replaced GV equipment/cards, detailed documentation of work orders, historical files, and inventory of covered GV equipment. Contractor shall provide a current listing of on-call technicians every quarter of the contract year to ensure ready access to GV equipment. Listing shall include the following: 1) full name, 2) date of birth, and social security number. Deliverables shall be provided to the 94 Contracting Flight (CONF) Contracting Officer and 94 Communications Squadron (CS) Plans and Programs representative.

4. Quality Control/Assurance Provisions.

4.1. Testing/ Acceptance: The Government reserves the right of final acceptance of operational tests of GV infrastructure equipment after fix actions/discrepancies have been resolved by Contractor maintenance personnel. Problems and troubleshooting paperwork shall be identified and documented during the acceptance of equipment and provided to the Government.

5.0. Standards. Contractor is responsible to obtain all referenced information to work performed.
