Question General
Since funds are not presently available for this project, will the government make time for a pre‐bid Site Visit to allow offerors to assess the Giant Voice (GV) system installation and associated risks?
In an effort to expedite the solicitation and synopis process on a relative small dollar contract, no site visit is being considered.
General Is there an incumbent contractor? If so, who and what is the contract number?
Yes A.N.S. Services LLC/ contract FA6703‐14‐P‐0025
General
Has the government been performing GV preventive maintenance and repair for the entire past 12 months? If not, what contractor had a contract within any part of the past 12 months to perform GV maintenance and repair?
Yes, see above, on the outdoor only. Semi‐annual maintenance inspections.
General
Is any part of the GV system currently under warranty? If so, through what company or companies?
No Warranties in existence.
General
When was the last preventative maintenance inspection done? Was it done by the government or a contractor? What items identified as degraded or inoperative are not yet fully operational?
By the contractor within the last month, we are looking for semi‐annul maintenance inspections
General
What equipment items or parts, and in what quantities, have been repaired or replaced in the past 12 months? While the replacement items/parts may be provided as GFE under this contract, the labor to identify and repair/replace the items is a cost bidder’s must address.
While not all inclusive, parts replaced within the past 12 months include:
a. AC Power Board (two outside poles)
b. Duracell Group 31 Battery (outdoor pole)
c. 3 amp 12V Battery Charger
d. AC Power Board (One tower)
e. A MODEM in one of the consoles
f. A MODEM at one of the outdoor poles
g. Main Board on Siren
h. Repaired wireline fail on one of the poles
General
Is there a requirement for maintenance personnel to possess a security clearance?
No clearance is required. Upon award Form DARB 5 will be provided to complete for Base access.
SOW, Para 3.2 (IA/Security Services)
Please clarify the IA/Security Services requirements (and frequency) as they relate to GV maintenance and repair? In reviewing para 3.7, are there any contract deliverables associated with IA/Security Services and if so, what are they and what is the required frequency of submission?
The government will take care of this paragraph as it relates to the security issues/patches of the radios and servers.
SOW Para 3.3 1)
GV systems typically operate on their own “closed” standalone network. Request the government clarify the type of emergency patches referred to.
The Government will take care of the patches for the AD HOC and the ITS. Consoles system is proprietary (ITS) as it the Ad Hoc system.
SOW, Para 3.4 b, c, and d
SOW paragraph 3.4 identifies five components of GV maintenance. Request the government identify what SOW paragraph describe the details of the GV maintenance and repair requirements of each of paragraphs 3.4 b, c, and d.
The government may need additional clarity to this question. As for the 3.4, there are two systems that will require that a sub‐contractor be notified when there set has issues. (The ITS system within the console and the AD HOC system) Each system is proprietary. This would be the “closed” system you mention.
SOW, Para 3.4c
The first row of the table of paragraph 6.0 (Service Summary) identifies a requirement to provide preventive maintenance results per paragraph 3.4. Request the government clarify the required system preventive maintenance requirements and frequency.
The government is looking for a semi‐annual maintenance schedule beyond any service calls.
SOW, Para 3.4d
Request the government clarify the system monitoring requirements. What, if any, deliverables are associated with system monitoring?
System monitoring will be your capture and upkeep of records for open and closed Trouble tickets. Any technical support provided over a phone line or visit.
Para 3.7 (Deliverables)
Request the government clarify whether existing As‐Built Records/wiring diagrams will be provided as Government Furnished Information for the successful offeror to update as required or whether the awarded contractor will be expected to create initial As‐Built Records/wiring diagrams. Each requires a very different contractor level of effort, which impacts the bid price.
Yes the government has existing as‐built records and wiring diagrams. If during a system check maintenance issue, replacement or the task changes the wiring or records then we would expect an update or amendment to the drawings.
SOW, Para 5.0 (Standards)
Paragraph 8.3 of Unified Facilities Criteria (UFC) 4‐021‐01 (Design and O&M: Mass Notification Systems) identifies the required qualifications of Giant Voice maintenance personnel, yet this UFC is not listed in the Standards paragraph of the SOW. Would the government add this UFC to the list of Standards?
The original design follows along the paragraphs you mention in UFC 4021‐01. It was not in the original draft of the first contact for the outdoor speakers, so it was not added to this SOW for outdoor/indoor.
Agree that we could add it the SOW, we will check with our base contracting office to see if we can amend the SOW or what the process would be. Do not want to delay the process by having to put the contract out for bid again from its beginning stages. The design follows the UFC. We run weekly function checks as well as weekly test of the systems processes.
Pricing Table, CLINs 0001 and 1001
Please clarify whether offeror’s are to include equipment, parts/materials, and/or consumables in their CLIN 0001 and 1001 pricing. The SOW appears to be contain conflicting information in that 1) CLINs 0001 and 1001 indicate “…The contractor shall provide all labor, equipment and materials…”, 2) CLINs 0002 and 1002 are $2,000 monthly NTE parts/materials prices, 3) SOW paragraph 1.0 indicates “…government will be responsible for providing Government Furnished Equipment (GFE) and any/all additional material required to keep the system at optimum level and meet the system configuration and factory specifications...”, and ) SOW paragraph3.4b makes reference to “System Repair with Advanced Replacement (GFE)”.
CLIN 0001 and 1001, should indicate as it was written in the SOW where (GFE) is applied. Government Furnished equipment. From the offeror/contractor, we expect them to at least provide their own tools, trucks, technicians, testing equipment, all small end items (cables, bolts, nuts, etc.) up to the GFE end item. GFE is all of the end items that are currently in place. If the CLINs in the pricing tables are now showing that line “Contractor shall provide equipment” then we will adjust it to match the SOW.
Pricing Table, Total Price
Please clarify if offerors are to include in their Total Price the $3,000 of the two NTE figures of CLIS 0002 and 1002.
No – Do not include the $2K, associated with CLIN 0002 or the $1K associated with CLIN 1002 in your offer.
