RFP GENERAL QUESTIONS
Issue/Discussion: Reference Question and Answer #1, Answer R8: It appears that the answer was written prior to the current CBA being incorporated into Amendment 0001.
Question R1: Please confirm that all bidders are to use the new CBA rates, as outlined in Appendix A, which become effective 6/1/14.
Answer R1: All offerors are to incorporate the rates contained in Attachment 7, CBA 2014-6619 that was incorporated into this solicitation via Amendment 0001.
Issue/Discussion: Reference Question and Answer #1, Answer R28: The Government’s answer states that the CBA takes precedence over the DBA Wage Determinations.
Question R2: Please confirm these categories will be eligible for equitable adjustment as the CBA increases during the life of the resulting contract.
Answer R2: All wages incorporated into the resulting contract will be eligible for equitable adjustments. To clarify Q&A #1 Answer R28, if work is being accomplished that is subject to coverage under DBA regulations then that is the wage that must be paid.
Issue/Discussion: Reference Question and Answer #1, Answer R29: The Government’s answer states that space will be provided as it becomes available. We are concerned about the statement “as it becomes available”. We have to have confirmation of availability of secured storage on base, or offerors will be required to price off-base space for preparation for the transition.
Question R3: Please confirm that the Government will be able to provide this secure storage.
Answer R3: The government is concerned with answering this question in that “secure storage” can have several meanings for the different equipment and tools. Without specific areas outline and exact time frames that will be needed, the question cannot be properly answered. Based upon the unknowns, the best answer the government can provide is that space will be provided as the space becomes available.
Issue/Discussion: Reference Amendment 0001 of the RFP.
Question R4: Will AFRC be providing an updated Section B – Supplies or Services and Prices, that reflects the changes posted in Amendment 0001?
Answer R4: Yes, a conformed copy of the RFP will be posted to FedBizOps.
Question R5: Q&A #2 also mentions the release of Q&A #3. Based on this information, does the Government intend to extend the proposal submission due date?
Answer R5: An amendment was posted to FedBizOps a short time ago extending the proposal due date to 20 May 2014.
PWS TAB A
Issue/Discussion: Reference Question and Answer #1, Answer A4: The Government’s answer states that the Government-furnished space within Transportation is not to be used to maintain Contractor furnished equipment. The Government is artificially increasing the cost of the contract by not allowing Contractors to use their own tools and labor to do that work on base.
Question A1: Would the Government reconsider this answer as we are aware that this is currently allowable on other AFRC BOS contracts?
Answer A1: No. SOW C-TE-4, the contractor will be provided with Building 516 and 518 for Vehicle Operations and Maintenance. Contractor’s (POV) equipment is not authorized in Building 516 or 518. The government requires the contractor to avoid mixing the work/cost requirements for the different Tab equipment and those pieces of equipment are to utilize the space provided in that tab.

Question A2: Will the Government provide space for the Contractor to place a temporary building on base, for the storage and maintenance of Contractor furnished equipment?
Answer A2: Space is provided in each tab for the equipment utilized in the tab.

Question A3: If the Government allows the Contractor to place a temporary building for the storage and maintenance of Contractor furnished equipment, will the Government provide all utilities required i.e. power, water, communications, refuse services?
Answer A3: See answer A1.
Issue/Discussion: Reference Question and Answer #1, Answer A4: The Government’s answer states that the Government-furnished space within Transportation is not to be used to maintain Contractor furnished equipment.
Question A4: If the Contractor is not allowed to place and use a temporary building on base for maintenance of equipment, can the Contractor use the Transportation facilities after normal duty hours to perform maintenance on Contractor furnished equipment?
Answer A4: Space is provided in each tab for the equipment utilized for the tab.
Issue/Discussion: Reference Question and Answer #1, Answer A4: The Government’s answer states that the Government-furnished space within Transportation is not to be used to maintain Contractor furnished equipment. The amount of Contractor provided equipment required to perform the services under this solicitation are extensive and numerous in quantity. The lack of available on-base facilities to maintain and maintain equipment, places an unnecessary hardship on the Contractor, as equipment will have to be transported on and off Dobbins ARB on a regular basis to an alternate maintenance facility. This will superficially increase the cost to the Government, and hinder the Contractor’s ability to provide services in a timely manner, due to lost time for off-site travel and maintenance.
Question A5: No question was presented here.
Answer A5: N/A Issue/Discussion A6: Reference PWS A-TE-4b Government Furnished Equipment, Service Provider-Operated Vehicles, C-TE-2d(2) Vehicle Master List and E-TE-2 item 5, Aircraft Towing requirement: Line item #5 shows 12 aircraft tows per year, however there are no Aircraft Tow Tractors shown in either the Tab A or Tab C referenced Technical Exhibits. Please clarify who is responsible for providing this equipment.
Answer A6: The Management code for vehicles towing aircraft is C355 (3 in Tab C). The contractor will be authorized to use these vehicles when necessary for towing transient aircraft only.
PWS TAB C
Issue/Discussion: Reference C4.7.
Question C1: While there were many tool kits observed during the job walk, there are none listed as GFE. Accordingly, all tools are CFE. Please clarify the requirement in the referenced paragraph.
Answer C1: Because the contractor provides the tools that are not listed, to include tool kits, CTKs will be maintained in a neat, clean and well-arranged manner to best provide tool support and ease inventory requirements. Unless impractical, CTKs are maintained in storage bins, with tools engraved and inlaid in foam, plastic, wood, etc.
Issue/Discussion: Reference Question and Answer #1, Answer C6: The Government’s answer states that the Contractor is to provide a wash rack facility for units to maintain Government vehicles.
Question C2: Please confirm that we are to provide supplies for the Government wash rack facility and not a structure for use by the Government.
Answer C2: Confirmed. The contractor will furnish supplies for both government wash bays. The one in Building 516 and the one for Government Vehicles across the street.
Issue/Discussion: Reference Question and Answer #1, Answer C7: The answer states that new tires for all Government owned vehicles are ‘reimbursable for non-Tab A, A-TE-4(b) Government Furnished Equipment (vehicles)’. TO 36-1-191, Chapter 3, paragraph 3.13, outlines recurring maintenance actions to be completed on vehicles. Tire service beyond visual inspection, does not fit into the governing definition.
Question C3:
Please explain why the cost of tires for Tab A Government furnished equipment (vehicles) is not reimbursable under X032 as they are non-scheduled maintenance items.
Answer C3: The contractor is responsible for operation and maintenance of Government Furnished Equipment (GFE), (the Tab A Vehicles). If you need tires for any Tab A GFE, you are responsible to pay for them.
Issue/Discussion: Reference Q & A Set #2, Answer C26; The answer to C26 states that “the contractor is required to get State Emissions Inspections on all vehicles that are not 25 years old. The only vehicles that the contractor does not pay for is the GSA lease vehicles.” In reviewing the State of Georgia’s “Clean Air Force” website for the cost of testing, we have found the following regarding emissions testing. In light of the information from the website as listed below, please answer If your vehicle is a 1990 – 2011 model year gasoline-powered car or light-duty truck (8,500 pounds gross vehicle weight rating or less) registered in Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding or Rockdale County, it must be emissions tested.
The three most recent model year vehicles are exempt from emissions testing each year. For registration in 2014, this includes all 2012 and newer model year vehicles.
Additionally, vehicles that are 25 model years or older are exempt from emissions testing. This includes 1989 or older model year vehicles.
If you are late renewing your registration for your birthday in 2013, your vehicle will be tested according to the 2014 rules.
Things to remember:
•A vehicle’s model year is the year the vehicle was built as designated by the vehicle manufacturer.
•Certain exemptions and extensions may apply to your vehicle (see below).
•Motorcycles, recreational vehicles (RVs) and motor homes do not require emissions testing for registration.
•Diesel vehicles do not require emissions testing for registration Question C4: How many of the vehicles in A-TE-4b and C-TE-2d(2) are registered in Cobb County and meet the requirements therefore needing to be emission tested for registration renewal purposes?
Answer C4: All vehicles are registered in Cobb county. See the listing of vehicles in answer C5 for the vehicles requiring testing.
Question C5: Which vehicles have to be tested?

PWS TAB D
Issue/Discussion: Reference PWS Paragraph D8.
Question D1: Is scale calibration performed by a contractor vendor or a Government vendor? Please clarify.
Answer D1: There is not PMEL on base to perform calibration requirements. The scale calibration is to be performed by a contractor vendor.
Issue/Discussion: Reference Question and Answer #1, Answer D2: The answer states this is a new requirement with no workload available. How can a Contractor bid this as a firm fixed price item when we, nor the Government, knows what the volume is to be?
Question D2: We request the Government complete this work under an Over and Above provision until a baseline can be established.
Answer D2: The only portion of D2 that does not have a workload estimate is D2.2.3. To process each passenger through TSA guidelines (eSecure) varies depending on the person. Not all personnel listed in D-TE-2, passenger movements, will require this action to be competed.
Issue/Discussion: Reference Question and Answer #1, D7: The answer states there are 12 UTA’s a year, yet PWS paragraph A5.2 states that Dobbins ARB conducts one primary and one alternate UTA each month.
Question D3: Please clarify which statement is correct.
Answer D3: The contractor is only responsible for providing support during the primary UTA.
Issue/Discussion: Reference PWS paragraph D.2.2.1, UTA Shuttle and Q & A Set #2 question #17; paragraph D.2.2.1 states in its last sentence that “This work is to be included as part of the Firm Fixed Price and that the annual workload data is provided as part of D-TE-2, After Hours Support.” However, the answer to question D17 states that the” the 504 hours of passenger processing and 528 hours of cargo processing referenced as after-hours support is linked only to the Coronet Oak exercise.” Please clarify.
Answer D4: Upon further review the answer to D17 in Q&A #2 was incomplete. The after-hours support in the workload estimates includes the UTA Shuttle support as well as other known after hours support including the Coronet Oak exercise.
Question D5: If the above is in fact the case, please provide the accurate number of after-hours support required of the KTR, so that this can be properly priced and staffed.

PWS TAB E
Issue/Discussion:. Reference Question and Answer #1, Answer E1: The Government’s answer states that the Contractor is responsible for maintaining Ground Support Equipment.
Question E1: Will the Contractor be able to use Tab C facilities for this maintenance?
Answer E1: No. The contractor, according to E-TE-4, will be provided with building 831 for AGE maintenance and storage. The government requires the contractor to avoid mixing AGE equipment and motor vehicles facilities. They require different fluids, parts, fuels, haz mat issues, etc. There won't be room for an AGE mechanic and his equipment and a vehicle mechanic and his equipment in one facility.
Issue/Discussion:. Reference Q and A Set #2, Question E1: This question was 2 parts of which only one part was answered. Please answer:
Question E2: Will Ground Support Equipment need to be transported from the base to support activities at Hartsfield and Chattanooga?
Answer E2: The base will support the operation with any equipment we have and is requested. Example: If a stair truck is required, the contractor will drive it to the site and bring it back when the operation is terminated.
Question E3: While we presume that during these activities the TA function at the ARB must be staffed, will the off-site activities be reimbursable work?
Answer E3: The workload for off-site activities is captured in the PWS, (See Workload Estimates in the PWS). Anything above the estimates will be addressed with AFRC Contracting.
Question E4: How many hours are used for these activities?
Answer E4: Although it does not happen often, personnel will be directed by the user on what time in advance of the operation to show and when to leave. Example: Air Force One needs a fuel truck, a starting unit, and a step truck at Hartsfield Airport and they may request the equipment the day before they arrive. The contractor will take the equipment to the Airport the day before for use the next day. They may only request the equipment a couple of hours before their arrival, so it will all depend on the user needs. If the operation is at the Atlanta airport it is estimated there will be minimum of four hour work and a maximum of eight hours. If the operation is at Chattanooga it is estimated the minimum time will be six hours and the maximum will be twelve hours.
PWS TAB F
Issue/Discussion: Reference PWS Paragraph F5.2.1 and PWS F-TE-2f: The paragraph discusses the requirements for roof inspection and gutter cleanout; however, no information is provided on the number of buildings with guttering or the linear foot information on guttering to be maintained as part of the inspection.
Question F1: From Q&A #1 Question F9 & Q&A #2 Question F28; Please provide a count of buildings with guttering as well as a LF estimate by building for guttering to be maintained.
Answer F1: There is approximately 12,763 linear ft of gutters which require cleaning.
Issue/Discussion: PWS F5.25.3: Manholes Structures/Drops Inlets Question F2: From Q&A #1 Question F27 & Q&A #2 Question F32; Would the Government please provide the estimated workload or equipment inventory for the Manholes Structure and Drop inlets?
Answer F2: Comm manholes = 29 plus 15 hand holds. Sewer manhole data is in Tech Exhibit F-TE-7-E-2 (uploaded to Fed Biz Ops website).
Issue/Discussion: PWS F6.2.4: Entomology - Inspection & Service Requirements Question F3: From Q&A #1 & 2 Question F33; Would the Government please provide the estimated workload for the schedule inspections and services for Entomology?
Answer F3: 1) Building 806 requires twice monthly inspection; all other buildings are to be inspected monthly. List of buildings will be posted on Fed Biz Ops website. 2) Weed control is required on 116 acres of improved grounds.
Issue/Discussion: PWS F6.3.4: Fire Lanes/Breaks and Services Question F4: From Q&A #1 & 2 Question F34; Would the Government please provide the estimated workload for the fire breaks and service roads that are to be maintained under the firm-fixed price?
Answer F4: 34,247 linear feet of firebreaks and service roads. Aerial map of base forestry and service roads will be posted on Fed Biz Ops website.
Issue/Discussion: Reference: PWS F5.17.1 and F-TE-2d.
Question F5: From Q&A #1 & 2 Question F35; Please provide data on all installed boilers, location, operating specifications i.e., temperature, PSI, etc.
Answer F5: Updated data for hot water boilers (HW) is listed in F-TE-6, MAS #12.
Issue/Discussion: Reference F4.1.2 and F-TE-3 F03 and F05 Reports. F4.1.2 states that the PM Plan is to be submitted to the BCE within 60-days of the beginning of the contract. Deliverable F03 states that the annual schedule for equipment maintenance/inspection/test is due on the contract start date. The annual schedule for equipment maintenance/inspection/test and the PM Plan are largely the same document. The government is requesting the same plans with different names on different due dates.
Question F6: Please clarify these data requirements and their due dates.
Answer F6: The initial PM plan/schedule will be submitted to the BCE within 60 days of the beginning of the contract, reference F4.1.2. To clarify the schedule will be developed during the 60 day transitional phase in period and available on the start date of the contract. Basically we expect the new contractor to develop his PM plan/schedule during the phase in period and be ready to assume the PM work on day one of the contract.
Issue/Discussion: Reference F5.17.1, F-TE-6 MAS # 12, and AFI32-1068. The Attendance Table (Table 1, AFI32-1068, paragraph 3.5.1) does not correlate with the information provided in F-TE-6 for MAS 12. Frequency of attendance for hot water systems is a function of operating pressure and temperature. Since the Government did not provide temperature or BTUs, attendance requirements cannot be determined.
Question F7: Does the Government require attendance/boiler surveillance when operational? Please clarify attendance requirements and frequency for boilers listed in MAS 12.
Answer F7: The KTR should review AFI32-1068 and the boiler workload data and determine the frequency of monitoring.
Issue/Discussion: Reference F5.23.
Question F8: How many grounding points and lightning arrestors must be tested and at what frequency? Please clarify.
Answer F8: Every building except 827 and 838 has one grounding point and lightning arrester system. Buildings 827 and 838 have two grounding points. Test frequency is in accordance with Air Force Instruction 32-1065 Table 1.
Issue/Discussion: Reference PWS F6.2. Pest Management
Question F9: Please provide workload (building numbers and frequency) for all scheduled/monthly FFP services. This data is not addressed in F-TE-3.
Answer F9: Building 806 requires twice monthly inspection; all other buildings are to be inspected monthly. List of buildings will be posted on Fed Biz Ops website.
Question F10: Please provide the Dobbins ARB Integrated Pest Management Plan.
Answer F10: Pest Management Plan will be posted to Fed Biz Ops website.
Issue/Discussion: Reference PWS F6.2. Pest Management.
Question F11: Please provide workload (building numbers and frequency) for all scheduled/monthly FFP services. This data is not addressed in F-TE-3.

Question F13: Which CLIN applies to Section F Service Orders?
Answer F13: CLIN *014 is for Labor for Nonrecurring RPM (SCA); CLIN *015 is for Labor for Non-recurring RPS (SCA), Pavement Clearance; CLIN *016 is for Labor for Non-recurring RPS (SCA), Pest Control; CLIN *017 is for Labor for Non-recurring RPS (SCA), Facility Management; CLIN *018 is for Labor for Non-recurring RPS (SCA), Grounds Maintenance; CLIN *019 is for Labor for Non-recurring RPM (DBA); CLINS *020 - *024 are for Reimbursable Direct Parts & Material for the associated labor CLINS.
Issue/Discussion: PWS Paragraph F5.13: The referenced paragraph states that the inspections are to be done in accordance with ASME/ANSI, OSHA, and local and state codes. We have found language on line that states that the inspection frequency is set by the owning organization of the elevator.
Question F14: What is the frequency that is expected by the Government for elevators at Dobbins?
Answer F14: Per AFI 91-203
10.7. Elevators.
10.7.4. Elevators shall be inspected annually by a certified inspector. Elevator certification shall be posted in the cab of the elevator in view of all passengers.
Issue/Discussion F15: Reference F.6.1.1.3 Trim.
Question F15: Please provide workload data (linear feet) to trim improved grounds.
Answer F15: See paragraph F6.1.2.2 and F-TE-2a, paragraph 1.12.
Issue/Discussion: Reference PWS Technical Exhibit C-F-TE-3-C-1: The technical exhibit lists the acreage as 116 acres for improved grounds; however, the current contract lists the same improved grounds area as 282 acres.
Question F16: What is the source of difference between the 116 and 282 acre estimate?
Answer F16: The current estimated acreage is based upon information contained in the AFRC GEOBASE database. This highly accurate information was not available for the previous acquisition.
Issue/Discussion: Reference PWS Technical Exhibit C-F-TE-3-C-1: The technical exhibit lists the acreage as 478 acres for semi-improved grounds; however, the current contract lists the same semi-improved grounds area as 568 acres.
Question F17: What is the source of difference between the 478 and 568 acre estimate?
Answer F17: See answer F16.

Issue/Discussion: Reference G3.
Question G1: Are holiday work hours for the fuels account the same as that shown for Saturday and Sunday (0700-2100 hours)? Please clarify.
Answer G1: Holiday hours are normal hours with the following exception “The Ktr shall provide fuel support services on all federal recognized holidays unless approval to close is authorized in writing by the CO”.
Issue/Discussion: Reference Q & A Set #2, Question G8, regarding Organizational Tank Inspections:
Question G2: How many organizational tanks require inspection?
Answer G2: All tanks listed in F-TE-2j.
Question G3: Where are they located?
Answer G3: See F-TE-2j.
Question G4: When was the last inspection performed?
Answer G4: Last month.
