TRANSIENT AIRCRAFT MAINTENANCE

DESCRIPTION OF SERVICES

E1 Overview. The Ktr shall perform transient aircraft services to include transient alert control, arrival services, processing services and departure services as described in this PWS. The Ktr shall perform specific tasks within the time frames established to meet transient aircraft arrival, processing and departure schedules. Airfield Management will establish the order of priority in which the aircraft will be serviced when servicing conflicts arise. Employees performing transient aircraft services must have current and valid professional aircraft maintenance certifications which validate knowledge of aircraft practices and procedures. Experience with aircraft in the current U.S. inventory recommended. Formal training in AF Aircraft Maintenance training courses such as: Maintenance Qualification Training Program (Aircraft Helper); Transition/En-Route Course; Air Force Aircraft Maintenance Specialist Course; or their civilian equivalents shall be completed. Alternatively, individuals who possess an appropriate FAA Certification are considered to be qualified. The Ktr is responsible for maintaining employee qualifications and providing annual training and certifications for new employees to perform aircraft services. Records of training, licenses, qualifications and certifications shall be maintained by the Ktr and made available to the government upon request.

E1.1 Hours of Operation. The Ktr shall provide Transient Aircraft Maintenance services as follows:

Normal Duty hours Monday thru Sunday 0630L - 2300L

Outside of normal duty hours, the Ktr shall be on call on a 24 hour/ 7 day per week basis, including holidays as identified in Tab A, paragraph A5 to perform unscheduled mission or emergency requirements.

E1.2 SP Personnel. Employees performing transient aircraft services must have current and valid professional aircraft maintenance certifications which validate knowledge of aircraft practices and procedures. Experience with aircraft in the current U.S. inventory recommended. Formal training in AF Aircraft Maintenance training courses such as: Maintenance Qualification Training Program (Aircraft Helper); Transition/En-Route Course; Air Force Aircraft Maintenance Specialist Course; or their civilian equivalents shall be completed. Alternatively, individuals who possess an appropriate FAA Certification are considered to be qualified. The SP shall ensure assigned personnel are qualified and certified to sign Exceptional Releases (ER) when approved by the Maintenance Group Commander (MXG/CC). The Ktr shall ensure assigned personnel are qualified and certified to sign off AFTO Form 781A Red X, In Accordance With (IAW) Air Force Technical Orders (AFTO) and Air Force Instructions (AFI). The TA manager shall have no additional duties outside the TA function. The Ktr shall provide a copy of the TA functional area managers resume for approval. (See A-TE-3-A01)

E1.2.1 The Ktr is responsible for maintaining employee qualifications and providing annual training and certifications for new employees to perform aircraft services. Records of training, licenses, qualifications and certifications shall be maintained by the Ktr and made available to the government upon request.

E2 Transient Alert Control. The Ktr dispatches personnel to prepare for aircraft arrival and departure when requested and ensures coordination with Airfield Management for fuel delivery IAW applicable aircraft refuel/defuel TOs, job guides and checklists. (See E-TE-1, SDSE01 and SDSE02)

E2.1 Coordinations. The Ktr shall establish a transient alert control system that coordinates parking locations, and maintenance or service requirements with Force Generation Cell (FGC), as required, to ensure timely arrival of qualified maintenance specialists or parts and materials when required. The Ktr shall coordinate all towing of aircraft with Tower and Airfield Management.

E2.2 Notifications. The Ktr shall notify Airfield Management and MOC, as required, of changes in aircraft status and when aircraft are ready for flight crew.

E3 Arrival Services.

E3.1 Preparation. The Ktr shall perform pre-arrival preparation to include removing Foreign Object Debris/Damage (FOD) from transient alert parking and work areas. Prior to aircraft arrival, the Ktr shall pre-position fire extinguisher, ladders, chocks, boarding ramps, ground wires, and all support equipment. (See E-TE-1, SDSE03)

E3.2 Meet Aircraft. The Ktr shall meet transient aircraft upon arrival in “FOLLOW ME” vehicle at the designated taxiway and shall prior to the aircraft turning off the runway and lead the aircraft into the assigned parking spot.

E3.3 Marshall Aircraft. The Ktr shall provide personnel certified to marshal the aircraft IAW applicable directives and ensure they are in position to meet the aircraft at the assigned parking spot upon aircraft arrival. The Ktr shall account for all marshalling equipment IAW AFI 21-101, Tool and Equipment Management.

E3.4 Park Aircraft. The Ktr shall park transient aircraft IAW applicable guide to include wheel chocks, gear lock pins, egress and safety pins (as required), and checking for hot brakes. For aircraft containing explosive devices, such as egress, jettison, and flare systems, the Ktr shall ensure aircraft commander documents that all systems are made safe. The Ktr shall ensure aircraft commander properly documents locations of explosive devices, safety devices and precautions to be observed. The Ktr shall properly annotate applicable forms.

E3.5 Ground Aircraft. The Ktr shall ground aircraft IAW TO 00-25-172, Section III.

E3.6 Debrief Aircrew. The Ktr shall debrief the aircraft commander on aircraft status and service requirements and jointly document all discrepancies IAW AFI 21-101, and T.O. 00-20-1, Aerospace Equipment Maintenance, Inspection,Documentation, Policies and Procedures.

E3.7 Chutes. The Ktr shall retrieve deployed deceleration chutes, secure deployed chutes in travel pods or designated storage areas (repacked spare chutes should be in the same compartment). The Ktr shall inspect for foreign objects and assist aircrew in installing repacked chutes if necessary.

E3.8 Support Equipment. The Ktr shall connect, operate, support and maintain equipment as required by applicable aircraft T.O.s. The Ktr shall inspect for FOD and install pitot, inlet and exhaust covers as required by applicable aircraft T.O.s. On applicable aircraft, the Ktr shall check for hydrazine leaks and notify the fire department, Airfield Management, Bio-environmental Engineering and Public Health when hydrazine leaks are discovered.

E4 Processing Services. The Ktr shall perform processing turn-around inspection services on all transient aircraft as directed by the aircraft commander and initiate proper documentation for reimbursement if applicable. The Ktr shall perform all servicing actions to be included in the aircraft checklists and perform all aircraft forms documentation IAW applicable TOs. (See E-TE-1, SDSE04 and SDSE07)

E5 Departure Services. The Ktr shall perform departure services required by the aircraft applicable checklists, perform end of runway IAW TO 00-20-5, inspect parking/work area(s) for FOD, and remove all support equipment from the parking area. Remove snow and ice from around aircraft. Deice transient aircraft when requested by Aircraft Commander IAW applicable aircraft technical data. Deicing will be requested IAW 94AWI and shall be initiated within 15 minutes of request. Ensure coordination for removal of deicing fluid from localized area IAW local directives. (See E-TE-1, SDSE05, SDSE07 and SDSE08)

E6 Emergency and Contingency Services. The Ktr shall provide services in response to emergency and contingency situations, to include accident and rescue operations, civil disturbances, natural disasters and military peacetime and wartime contingency operations or exercises. The Ktr shall respond to actual emergencies IAW special disaster preparedness plans as directed by checklists, the CO or requested by Command Post, Airfield Management or MOC. Command Post will establish priorities in the activation or exercise of multiple contingency plans generating conflicting support requirements and then will notify Airfield Management. (See EJ-TE-1, SDSE09)

E6.1 The Ktr shall be directed by Airfield Management on required actions when emergencies arise on runway/taxiways. For example: towing of disabled aircraft, or use of a “FOLLOW ME” vehicle for control tower radio contact to lead emergency teams to disabled aircraft. Required equipment not within the contractor’s inventory shall be provided by the government upon request or the government may choose to performed the services with their own forces.

E6.2 Aircraft hi-jack or unauthorized aircraft landing incidents or exercises. The Ktr shall block accesses to runways and taxiways as directed by Airfield Management.

E6.3 Disaster Preparedness Plan. The Ktr shall tow transient aircraft and equipment from the affected areas of disaster and leave the area until the all clear signal is given. When the Ktr is directed to clear the area, the Ktr will not be held liable for delays caused by the exercise. Required equipment not within the contractor’s inventory shall be provided by the government upon request or the government may choose to performed the services with their own forces.

E7 Program Management. The Ktr shall perform program management functions T.O. 00-20-1, (See E-TE-1, SDSE06) : including maintaining a custodial equipment file; maintain a tool control program IAW AFI 21-101,: performing daily use inspection for all vehicles and support equipment; monitoring the delivery and pick up of aerospace ground equipment in the transient alert area for compliance with required inspections and repairs IAW AFI 21-101; obtaining necessary parts for transient aircraft through base supply by coordinating with Airfield Management with notification to the MOC; and maintaining a log of all arrivals and departures to include, as a minimum, the number of arrivals and departures per day, totaled for each month. A record of arrivals and departures shall specify aircraft by type and time of day of arrival and departure. The Ktr shall use AF Form 861 to record this information IAW AFI 21-101 and T.O. 00-20-1.. (See E-TE-3, E01)

E7.1 Foreign Object Debris/Damage (FOD). The Ktr shall ensure compliance with the FOD and Dropped Object Prevention Programs. The Ktr manager is designated as FOD Monitor. The Ktr manager or designated representative shall attend all base FOD meetings. (NOTE: Procedures for ensuring an effective FOD program shall be specified in the Ktr’s quality control plan.)

E7.2 Safety. The Ktr shall ensure tasks and programs comply with the applicable safety directives IAW AFI 91-203 Air Force Consolidated Occupational Safety Information.

E7.3 Tool Control Program. The Ktr shall maintain a positive tool and equipment control program IAW AFI 21-101_AFRCSUP 1 , to preclude tools and equipment being left in or around aircraft. The Ktr shall ensure all tools are marked to readily identify them as the Ktr’s equipment. This program shall be documented in the contractors Tool and Equipment Control and Accountability Program. (A-TE-3, A15)

E8 Manning Levels. The Ktr shall supply sufficient manning to ensure quality and timely services. The Ktr shall be able to simultaneously provide transient aircraft launch, recovery or process service on all requesting aircraft within specified time limits. Contingency or exercise operations may require increased manning to meet operational requirements. The Ktr shall be available during normal duty hours within 30 minutes to meet on the installation with government personnel to discuss problem areas. After normal duty hours, the manager or alternate shall be available to meet with the government on site within 2 hours.

E9 Other Services. The Ktr shall ensure chocks remain in serviceable condition. The Ktr shall inspect Liquid Oxygen (LOX) cart and check AFTO Form 244 prior to use by transient aircraft services to ensure serviceability IAW T.O. 37C2-8-25-3. The Ktr shall pick up and return the LOX cart used by transient aircraft services to the LOX plant or ready line as designated by wing MG. The Ktr shall request the refilling of LOX carts through MOC. The Ktr shall maintain and repair ground wires IAW T.O. 00-25-172. The Ktr shall reposition equipment to and from the fire department, Aircraft Ground Equipment (AGE), AGE Equipment Pool and Aircraft Parking area to support Transient Aircraft Services.

WORKLOAD ESTIMATES

1. Average 3 to 5 aircraft per day, 130 per month.

Greatest workload on Friday evenings, Saturdays and Sundays.

2. Types of aircrafts will include virtually everything in the inventory with heaviest concentration consisting of Trainers: T-1, T-6, T-38, T-37 & T-34’s. Cargo: C-130, C-17, C-5, KC-135 & KC-10’s. Passengers: C-21, C-12, C-26 & 727’s. Fighters: F-16, F-22, F18. Others: MV-22, E-2, P-3, UH-1, CH-47, HH-60.

3. Support AF-1, AF-2 and Sam Missions ( C-20 ) Locally and at other Airports (Atlanta Hartsfield IAP & Chattanooga IAP) approximately 6 times a year.

4. The peak workload hours: 0700-2100 70% 2100-2300 30 %

5. Number of aircraft requiring towing: 12 per year.

6. Special Events: Overtime required to meet D/V’s before and after normal duty hours will be approximately 100 hrs. per year.

Approximately 30 man-hours can be expected for Operation Plan exercises.

7. Respond when called upon to tow transient aircraft and evacuate personnel from the affected area for approximately 2 disaster preparedness exercises per Dobins ARB disaster plans per year.

8. Ktr will maintain and track equipment inspections and repairs IAW 21-101 Chapter 5, and T.O 00-20-1 paragraph 7.3.

ARRIVAL SERVICES. Services required to prepare for and properly park transient aircraft in an assigned parking area.

DEPARTURE SERVICES. Services required to assist the aircraft commander with launch procedures and return support equipment to the proper storage area.

FALLING/DROPPED) OBJECT PREVENTION/FALLING/DROPPED OBJECTS (FOP/FO OR DOP/DO). The loss of any aircraft component, part or equipment either in-flight or on the ground.

FOD (FOREIGN OBJECT DAMAGE/DEBRIS). A term commonly used to describe objects which if not removed from within or around aircraft cause, or have potential to cause, internal or external damage to aircraft

TRANSIENT AIRCRAFT. Any aircraft with a serial number not assigned to the 94 AW.

TRANSIENT AIRCRAFT MANAGEMENT AND CONTROL. These services apply to management, control and preparation for aircraft arrivals.
