FUELS MANAGEMENT
DESCRIPTION OF SERVICES
G1 Overview. The Ktr shall provide fuels management services to wing, tenant, and transient organizations. The Fuels Management Flight manages aviation (AV) and (GF) ground fuels owned by Defense Logistics Agency-Energy (DLA-Energy). AV fuel levels are requisitioned, received, and stored IAW DLA-Energy’s Inventory Management Plan (IMP), DLA-Energy policies, and DoD 4140.25M, Management of Bulk Petroleum Products, Storage, and Distribution Facilities. AV fuel is issued to aircraft using R-11 refueling units. The base service station is an automated station that dispenses mogas and diesel. Other services include the transport of diesel fuel to on-base customers such as the fire dept., generators, and K-Loaders. Additionally, cryogenic fluids, such as liquid oxygen (LOX) - is available for issue to customers. Fuels Management uses computers, and Fuels Manager Defense (FMD) software provided by DLA-Energy, to record transactions, reports, and transmits accounting data to DLA-Energy’s Fuels Enterprise System website for billing and accountability. The Ktr ensures all products are within specification limits. Fuels Management includes Requisition, Receipt, Storage, Handling, Distribution, Accounting, Quality Control and Analyses, Operator’s Preventive Maintenance, Compliance and Environmental, Planning and Training. The Ktr shall use DoD 4140.25M, AFI 23-201, Fuels Management/AFRCSUP1, and applicable fuels T.O.s and DLA-Energy interim policy and procedure letters as guidance unless references are specified elsewhere in this PWS. Workload estimates are located in G-TE-2.
G2 Personnel Qualifications. (See A-TE-3, A01)
G2.1 The Fuels Foreman shall have at least three (3) years’ experience working in an Air Force Fuels Management function, military service or civilian equivalent, within the last ten (10) years; one (1) year in base level fuels operations, two (2) years in a managerial capacity, and have successfully completed the Petroleum Logistics Managers Course (PLMC), or civilian equivalent. The Fuels Foreman shall have no additional duties outside the fuels function. Prior to appointment, the Terminal Manager must attend RO/PA class conducted by DLA-Energy IAW AFI 23-201.
G2.2 Fuels Operators must have at least two (2) years’ experience in receipt, storage and issue of petroleum products; liquid propellants, gases and oxidizers; and the operation of aviation and ground fuels storage and dispensing systems; mobile and fixed fuel systems used in the servicing of military or civilian aircraft.
G2.3 One (1) person must be formally trained in Fuels Accounting, Fuels Quality Control, and Cryotainer Maintenance.
G3 Hours of Operation. The Ktr shall provide fuels services:
Monday thru Thursday: 6:00AM - 12:00AM (0600L - 2400L)
Friday: 6:00AM - 9:00PM (0600L - 2100L)
Saturday thru Sunday: 7:00AM - 9:00PM (0700L - 2100L)
Note: The Ktr shall provide fuel support services on all federal recognized holidays unless approval to close is authorized in writing by the CO.
G4 Requisition, Receipt, Storage and Handling Products. The Ktr shall ensure stock levels are maintained IAW the DLA-Energy Inventory Management Plan (IMP) . The Ktr shall notify COR when inventory levels fall below requirements and submit waiver request IAW with DoD 4140.25M. When requested by the COR, and with one days prior notification, measure the quantity of all products in the presence of the COR. (See G-TE-1, SDSG01)
G4.1 Requisition.
G4.1.1 AV Fuel. The Ktr shall coordinate with DLA-Energy designated supplier to schedule AV fuel receipts.
G4.1.2 Mogas and Diesel Fuels. The Ktr shall use the PORTS website to requisition mogas and diesel fuels.
G4.1.3 LOX. The Ktr shall procure LOX IAW DESC-P-11..
G4.2 Receipt, Handling, and Storage. The Ktr shall receive, store, and handle products IAW applicable AFIs, T.O.s, and DLA-Energy policies.
G5 Distribution. The Ktr shall respond to product servicing requests as follows (94MSG/CC Officer will identify which organizations fall within each priority):
PRIORITY 1: Awaiting aircraft is notified 15 minutes prior to the aircraft arrival; otherwise 15 minutes after notification.
PRIORITY 2: Respond within 30 minutes after notification, or at the requested service time.
PRIORITY 3: Respond within 45 minutes after notification, or at the requested service time.
PRIORITY 4: Respond within 60 minutes after notification, or at the requested service time.
The Ktr shall record all servicing related data in the Base Systems Modernization Energy (BSME). When the automated fuel service station (AFSS) is not operational, the Ktr shall issue ground fuel by ground products truck at locally designated locations. The Ktr shall notify the base transportation function and COR if ground products trucks are not available for dispatch to service DARB special purpose vehicles or equipment, or back up the AFSS. The Ktr shall provide additional off-base fuel support as directed by the CO. The Ktr shall input off-base fuel servicing receipts into BSME. (See G-TE-1, SDSG02 and SDSG07)
G6 Quality Control and Analysis. The Ktr shall perform laboratory analyses and sampling IAW applicable directives. The Ktr shall maintain a schedule of analyses and results in BSM-E. When products are contaminated or off specification, the Ktr shall take corrective action and notify appropriate POCs IAW AFI 23-201, DLA-Energy policies, and T.O. 42B-1-1. The Ktr shall procure and maintain an Aircraft Crash Sampling Kit IAW T.O. 42B-1-1 and dispatch personnel to retrieve samples when requested. (See G-TE-1, SDSG03)
G7 Accounting. The Ktr shall process all requisitions, receipts, issues, transfers, shipments, and inventories daily; and perform system administrator duties IAW DoD 4140.25M, AFI 23-201, AFI 33-112, Computer Systems Management, and DLA-Energy policies. The Ktr shall ensure that reconciliation between FES and DLA-Energy is completed monthly. The Ktr shall emboss and update aircraft fuel identiplates and vehicle identification link (VIL) keys IAW DLA-Energy policies and locally developed VIL control procedures. The Ktr shall assist the Wing Refueling Document Control Officer (RDCO) in researching home station aircraft fuel issues and assist customers in researching organizational ground fuel issues. (See G-TE-1, SDSG04)
G7.1. Gains and Losses. The Ktr shall investigate, document, report and correct any gains or losses in inventories that are not within tolerance IAW DLA-Energy policy and DOD 4140.25M. (See G-TE-1, SDSG05)
G7.2. DLA-Energy Tolerances. The Ktr will ensure that monthly fuel gains or losses are within DLA-Energy tolerances, and cryogenic gains and losses are within AO established tolerances. (See G-TE-1, SDSG10)
G8 Operator’s Preventive Maintenance, Inspection, and Reporting. The Ktr shall inspect, perform operator maintenance, document, and report discrepancies IAW AFI 23-201/AFRCSUP1, AFI 24-301, Vehicle Operations, AF Technical Order series 36 and 37, and work cards for LOX tanks and associated equipment. The Ktr shall requisition all government centrally managed and Due-In-From-Maintenance (DIFM) coded LOX tanks and associated equipment replacement parts utilizing the -ESS upon approval of the AO. The Ktr shall inspect and maintain fuel hoses and couplings IAW T.O. 37A-1-101. (See G-TE-1, SDS G06)
G9 Compliance, Environmental and Plans. The Ktr shall serve as the Subject Matter Expert for fuel related matters. The Ktr shall review, update, and provide fuels input to base plans, and submit input to the AO for approval. The Ktr shall report fuel mishaps, appoint an Environmental Coordinator, and establish an internal self-inspection program IAW AFI 23-201 and AFI 20-112, Logistics Readiness Squadron Quality Assurance Program (LRSQA).
G10 Fuel Tank Custodian Training. The Ktr shall schedule and conduct tank custodian training and petroleum transport vehicle escort training for organizational tank custodians IAW AFI 23-204, Organizational Fuel Tanks when requested by the customer.
G11 Reserve and Personnel Training. The Ktr shall develop and submit operating procedures, lesson plans, and checklists IAW AFI 23-201. The Ktr shall provide functional training to support the annual training plan for reservistsIAW AFI 23-201, AFRCSUP1. See G-TE-3, G01. This training shall be coordinated between the reserve unit and the Ktr through the CO.
G12 Reporting. The Ktr shall compile, format, and submit required reports. (See G-TE-3, G02 thru G07) All reports submitted shall be in the required format cited in the applicable directive.

EMERGENCY DISTRIBUTION PLAN (EDP). A plan issued by the DLA-Energy field office for use by a storing activity for distribution of fuel to bases in times of national emergency.
FP ACCOUNT. Refers to fuels Stock Record Account.
INVENTORY MANAGEMENT PLAN (IMP). A classified data services product published by DLA-Energy picting total fuels wartime inventory requirements, levels and assets by location.
MAX 1-DAY. The maximum amount of fuel (in gallons) required to be dispensed in a 24-hour period during war conditions.
MOGAS. Refers to all grades of automotive gasoline.
PREPOSITIONED WAR RESERVE MATERIEL REQUIREMENTS (PWRMR). The amount of fuel which strategic plans dictate is positioned prior to hostilities at or near the point of intended use or issue to the user.
BUSINESS SYSTEM MODERNIZATION ENERGY (BSM-E). Specialized software, to record transactions, reports, and transmit accounting data to a centralized website for billing and accountability.
QUALITY SURVEILLANCE REPRESENTATIVE (QSR). A Defense Fuels representative who is responsible for assuring quality control of fuels procured by the government.
