RFP GENERAL QUESTIONS

Question R1: On Attachment 12, can the government advise if the reference in cell A1 on the SCA Labor Rates worksheet should read “Attachment 12 Pricing Matrix, FA6703-14-R-0001” rather than “Attachment 13 Pricing Matrix, FA6703-14-R-0001”? And the same relative change to all other worksheets.

Answer R1: The Pricing Matrix has been replaced with Revision 1. The reference to Attachment 12 has been corrected.

Question R2:

On Attachment 12, can the government advise if the reference in cell B25 on the Base Year worksheet should read “Service Contract Act Labor Categories, Applicable to CLINS 0014-0018” rather than “Service Contract Act Labor Categories, Applicable to CLINS 0013-0017” and the subsequent change in all other out-year worksheets? And this same CLIN reference corrected on the SCA Labor Rates Sheet.

Answer R2: The Pricing Matrix has been replaced with Revision 1. The questioned reference has been corrected.

Question R3: On Attachment 12, can the government advise if the reference in cell H6 on the Base Year worksheet should read “Davis Bacon Act Labor Categories, Applicable to CLIN 0019” rather than “Davis Bacon Act Labor Categories, Applicable to CLIN 0018” and the subsequent change in all other out-year worksheets? And this same CLIN reference corrected on the DBA Labor Rates Sheet.

Answer R3: The Pricing Matrix has been replaced with Revision 1. The questioned reference has been corrected

Question R4:

On Attachment 12, can the government advise if the reference in cell N6 on the Base Year worksheet should read “O&A Labor Rates, Applicable to CLINS 0025-0030” rather than “O&A Labor Rates, Applicable to CLINS 0024-0029” and the subsequent change in all other out-year worksheets? And this same CLIN reference corrected on the O&A Labor Rates Sheet.

Answer R4: The Pricing Matrix has been replaced with Revision 1. The questioned reference has been corrected.

Question R5:

Can the government please confirm that the contractor is to propose rates on the Attachment 12 and not complete the CLINS **14 to **18, **19, **20-**24 or **25-**30?

Answer R5: Confirmed.

Question R6: Reference RFP page 3, B-2(A) MONTHLY SERVICE. Is the contractor reimbursed for labor for unscheduled maintenance and repairs?

Answer R6: Labor for unscheduled maintenance is to be accomplished under the FFP CLIN X003 if it occurs during the normal defined hours of operation. The contractor may be reimbursed for unscheduled maintenance under CLIN X026, O&A for Vehicle Operations and Maintenance, for labor occurring outside of the normal hours of operation when approved in advance by the CO. Regardless the associated supplies, parts and materials will be reimbursed for unscheduled maintenance via CLIN X032.

Question R7: Reference CLIN Schedule. Is the labor supporting CLINs X032 reimbursable or part of offer’s FFP monthly price?

Answer R7: See answer R6.

Question Issue/Discussion: Reference Section H - Special Contract Requirements, H-5 AFRC SERVICE CALL SUBCONTRACTS.

Question R8: Will this clause apply to any work that is not part of the PWS?

Answer R8: Any work that is not within the scope of the contract will not be accomplished under this contract.

Question R9: If this clause applies to work that is not part of the PWS, the contractor may not have such labor and/or expertise employees on the contract. If so, how can a “Make” decision under Make or Buy be applicable? Please explain.

Answer R9: See answer R8.

Question R10: Does this work apply to repairs and services or only repairs? It is our opinion it should only be utilized for repairs and not for any services, surveys, etc.

Answer R10: This work applies to all approved service calls under CLINS X014 – X019.

Question R11: Please clarify the purpose of Solicitation Attachments 10-Service Contract Act Rates, and 11-Davis Bacon Act Rates and Attachment-12 Over and Above Rates. No instructions for completing or submitting these documents are contained in the solicitation.

Answer R11: The attachments were provided as a reference only. The final documents will contain the awardees labor rates from the Pricing Matrix. You will find all of the labor categories from Attachments 10 – 12 in the Pricing Matrix.

Question R12: Reference RFP Instructions to Offerors, Volume II – Technical Capabilities, Subfactor 1.1 Property Control System: The paragraph states that we are to provide information on our property control system to confirm that it is effective. Is this system to address both Government-furnished and Contractor-furnished property?

Answer R12: Yes.

Question R13: Reference Site Visit: The Government stated that the cutoff date for questions is 14 Apr 14. Please confirm that questions off the answers posted after that date will be entertained and answered prior to the proposal submission date.

Answer R13: The Government will provide answers to questions submitted in response to answers provided after 14 April 2014.

Question R14: On Attachment 12 the Pricing Matrix

Will the government correct cell E20 on the Option Year 1 worksheet to reference cell F87 rather than F65?

Answer R14: The Pricing Matrix has been repalced with Revision 1. The referenced correction has been made.

Question R15: Can the government confirm that on pricing Attachment 12 that the SCA loaded hourly rate and the Over and Above loaded hourly rate should be from the wage determination with all applicable charges for direct labor, fringe benefits, and all other payroll additives, all indirect costs including, but not limited to, overhead and G & A and profit not the resultant CBA rate for the same labor category?

Answer R15: The CBA originally included in the RFP has been replaced with CBA 2014-6619. The proposed loaded rates for all SCA and O&A labor categories should be based upon the rates contained in CBA 2014-6619.

Question R16: Can the government confirm that in Attachment 12 Pricing Matrix that the list of SCA titles to populate rates for should be different in option year IV than all other periods of performance?

Answer R16: The Pricing Matrix has been replaced with Revision 1 and all labor categories in all periods of performance are identical.

Question R17: Reference Attachment 13 Pricing Matrix, SCA Labor Rates tab, The table includes some labor categories that are included in the CBA, (Article 1 para 01.01 Bargaining Unit) and other labor categories that are not included in the CBA but listed on the SCA WD 2005-2134 rev 13. Does the government want the offorer to fill out this sheet using only the SCA base labor rates and fringe rates as listed in SCA WD 2005-2134 rev 13 or should the offerors assume that all of these rates are included under the CBA and build our rate based upon the rate and fringe requirements of the CBA?

Answer R17: See answer R15.

Question R18: Regarding the Attachment 12 Pricing Matrix, Option Year IV worksheet, the number of SCA Labor Categories are significantly less than the 5 of the other worksheets. Was this an error on the part of the Government?

Answer R18: The Pricing Matrix has been replaced with Revision 1. The questioned reference has been corrected.

PWS TAB A

Question A1: Reference A-TE-4b, Government Furnished Equipment (vehicles), A-TE-4b.1, Government Furnished, Contractor Operated Workload, C-TE-2a, Service Workload and C-TE-2d(2), Vehicle Master List. Seeing as all of the vehicles shown in A-TE-4b are included in C-TE-2d(2), Is the workload shown in A-TE-4b.1 included in C-TE-2a?

Answer A1: No, these are contractor operated and maintained.

Question A2: Reference PWS A5.2 Reservist Support and Access. Will the reservists be permitted to operate GFV provided to the contractor in Tab A?

Answer A2: IAW Paragraph A17, Government Furnished Property, the contractor shall make available all GFE to the Government from time to time providing that the Government use does not impact the performance of the PWS. Paragraph A5.2 will be corrected to indicate Tabs A – I. Reservists will be permitted to operate GFVs if they are properly licensed to operate the vehicles or the contractor is providing required training.

Question A3: Reference A17.2.2 Government Furnished ADPE/Copier. Who provides or pays for all paper and toner for copiers and printers, the government or the contractor? If the contractor, please provide historical consumption data for a 12-month period.

Answer A3: The contractor pays for the paper and toner for all copiers and printers provided for their use. Historical data is not available since this is a contractor expense.

Question A4: Reference A17.2.2 Government Furnished ADPE/Copier. Are any of the items provided in any of the Tabs joint-use/used by both the Ktr and gov’t personnel, including Reservists? If so, how will the payment for the supplies for the machines, paper and toner, be handled in the joint-use scenarios?

Answer A4: The contractor will be responsible for providing for their own expendable items.

Issue/Discussion: Reference A17.6 Government-Furnished Software. “The government will furnish the Ktr all software required to accomplish the requirements of this PWS.”

Question A5: Is software, in addition to IWIMS, required for Tab F operations?

Answer A5: The only required software for Tab F is IWIMS. If a contractor opts to use additional software such as RSMeans for cost estimating purposes those costs are the responsibility of the contractor. Additionally, software that is not approved for use on Air Force Networks cannot be installed on Government provided computers.

Question A6: If so, does the government provide any software and/or licenses, including licensing fees, required for Tab F operations such as Maximo, MP2, etc.?

Answer A6: No, the Government does not provide any software and or licenses, including licensing fees for any additional software. Additionally, software that is not approved for use on Air Force Networks cannot be installed on Government provided computers.

Question A7: Does the government have a preference for any software required for Tab F operations? If so, please state the preferred program.

Answer A7: IWIMS is the only required software for Tab F operations.

Question A8: Reference Tab A PWS, A-TE-4b. Government Furnished Equipment (Vehicles). Who pays for replacement brushes for street sweepers, the government or the contractor? If the contractor, please provide the annual costs of the brushes and the number and types of brushes used.

Answer A8: The contractor. It is impossible to provide an estimate for these items due to the number of variables that can affect the usable lifespan of the brushes.

Question A9: Reference Tab A PWS, A-TE-4b. Government Furnished Equipment (Vehicles). How often must the contractor sweep streets and the airfield? What if base authorities increase the frequency? Who will pay for these fluctuations and increased labor and parts costs?

Answer A9: The contractor must maintain the performance levels outlined in the PWS.

Question A10: Reference A-TE-4b.1; Please clarify what the $8000.00 “Contract Maintenance Cost” covers. Is this cost a contractor responsibility or reimbursable?

Answer A10: These types of repairs are for off base maintenance performed, that the ctr had work done. It is not reimbursable.

Question A11: Reference A-TE-4b.1; Please clarify how there are 22 work orders generated per month and 26 work orders completed per month.

Answer A11: The work load estimates are rounded up based upon the data. This rounding increased the number in the different work order areas created the discrepancy.

Question A12: Reference PWS A18.10 Publications and Forms. This reference requires the service provider to “… manage the TO Distribution Office (TODO) and TO Distribution Accounts (TODA) responsibilities”. Managing a TODO and all TODA accounts is a rather significant and time-consuming operation. Please provide relative workload for the TODO and all TODA accounts.

Answer A12: Depending on how the bidder decides to staff their TODO and TODA’s will depend on the workload. An average workload to properly manage the TO account IAW TO 00-5-1-WA, varies depending on the sections TO needs.

Question A13: Reference PWS Paragraph A17.2.2 and PWS Technical Exhibit A-TE-4d: The PWS paragraph states that Government-furnished ADPE/Copiers will be listed in each Tab’s corresponding technical exhibit. There is not a copier listed for the Project Management function. Is a copier being provided for use by the Project Manager?

Answer A13: Yes.

Question A14: In A-TE-4b, Government Furnished Equipment, please provide a more complete description of the government furnished equipment. This is needed to clarify exactly what each piece of equipment is.

Answer A14: The first two number in the Agency Reg Number will tell you what year the vehicle is. The remainder of the description is outlined in the Vehicle Type Name.

PWS TAB B

Question B1: Reference PWS paragraph B2.4.3.1. The paragraph states that “The contractor shall perform annual organizational visits to ensure custodian are performing their accountability responsibilities. The …”. How many locations are there and are all of them located on Dobbins ARB, GA?

Answer B1: 77 different locations all on Dobbins.

Question B2: Reference Tab B PWS, B-TE-2, WORKLOAD ESTIMATES. The body of the PWS explains support is required for all UTA weekends and it lists applicable hours for such services. What is the relevance of the number of “Reservist Assigned” in item #25? What type of workload does this represent? Please explain.

Answer B2: That is the number of reservists assigned. At any given time during the UTA, they will need access to facilities and equipment.

Question B3: Reference B.1.1; This paragraph references “Primary UTAs”, how many UTAs per month are there?

Answer B3: 1 Primary UTA per month for this contract, 12 annually.

Question B4: Reference PWS Paragraph A17.2.2 and PWS Technical Exhibit B-TE-4d: The PWS paragraph states that Government-furnished ADPE/Copiers will be listed in each Tab’s corresponding technical exhibit. There is not a copier listed for the Base Supply function. Is a copier being provided for use in Base Supply?

Answer B4: Yes 1 and it’s listed under GFE not ADPE.

Question B5: Reference PWS Paragraph B1.1: The paragraph states the hours of operation for UTA weekend support. Please confirm this support is required on both UTA weekends.

Answer B5: Required to support only one UTA per month. In the event there is flying on a non UTA weekend, one MICAP person would be required.

Question B6: Reference Technical Exhibit B-TE-4: The current list of Government furnished equipment does not include a shrink wrap machine. Is the Government going to provide a shrink wrap machine as Government-furnished property?

Answer B6: The Government will only provide the equipment listed in the PWS. If the equipment is not listed as GFE and is needed by the contractor to perform the requirements of the PWS then the contractor would be required to provide it.

Question B7: Reference Technical Exhibit B-TE-4 and Site Visit: The current list of Government furnished equipment does not include a distribution system we saw during the site visit. Is the Government going to provide the distribution system as Government-furnished property?

Answer B7: No. Distribution on Dobbins is handled through a mobile system controlled by IM.

Question B8: Reference Technical Exhibit B-TE-4: The current list of Government furnished equipment does not include a sweeper/scrubber. Is the Government going to provide a sweeper/scrubber as Government-furnished property?

Answer B8: The government is supplying equipment as defined in the GFE list.

Question B9: Reference Technical Exhibit B-TE-4: The current list of Government furnished equipment does not include a VAMPS machine. Is the Government going to provide a VAMPS machine as Government-furnished property?

Answer B9: The VAMPS machine has been added to the GFP listing in B-TE-4b

PWS TAB C

Question C1: Reference PWS paragraph C2.7. Permissible Operating Distance (POD); What is the POD?

Answer C1: The POD is that distance from the installation that GMVs may travel from the installation without written approval. The established POD for Dobbins is currently 75 miles.

Question C2: Reference PWS paragraph C4.1. The second sentence of C4.1 states that The KTR shall accomplish minor maintenance when the total cost of the work requirement (is) $500 or less.” The second to the last sentence of the paragraph states “Maintenance costs exceeding the $60.00 component cost or 2 hours in work duration shall be major maintenance.” Based on the workload provided, the average parts cost per work order exceeds the $60 threshold by more than double therefore resulting in most of the work performed being classified as Major. Which of these two approaches actually defines “Minor Maintenance”?

Answer C2: The minor maintenance work threshold is 2 hours and less than $60 component cost. The threshold is $500 before needing AO approval. Paragraph C4.1 has been amended in Rev 2 of the PWS.

Question C3: Reference C-TE-2b Vehicle Management Workload. Please clarify the type of vehicles used to accommodate the “Other Support” line item?

Answer C3: This information is loaded by the Vehicle Operations dispatcher. It could include many types of support, i.e. deployment, contingency.

Issue/Discussion: Reference C-TE-2b Vehicle Management Workload. Please clarify the type of vehicles used to support the following as well as the total miles driven:

Question C4: Command Car Pick Up/Delivery

Answer C4: The vehicle type is a B-200 to pick up and deliver commanders vehicles when they are serviced.

Question C5: Parts Pickup/Drop Off

Answer C5: The vehicle type is a B-200.

Question C6: Contract Repair Drop Off/Pick up Answer C6: The vehicle type is a B-200.

Question C7: Reference Tab C PWS, C1 Overview. Who pays for the labor for all types of maintenance other than scheduled maintenance or preventive maintenance of Tab C vehicles? Is this type of labor reimbursable?

Answer C7: All labor is paid for TAB C vehicles under firm fixed price.

Question C8: Reference Tab C PWS, C2.5 Fleet Wash Facilities. Please provide the historical annual cost of supplies used for the wash facility.

Answer C8: The average annual cost for the materials is not available under the current contract . The items that may be included to prepare your bid are soap, rags, hoses, window cleaner, etc.

Question C9: Reference Tab C PWS, C4.1 Minor Maintenance. Who pays for the cost of the tires and batteries, the government or the contractor?

Answer C9: Vehicles are paid for by the government under Firm Fixed Price.

Question C10: Reference Tab C PWS, C8 Deployment Operations. Please provide annual historical workload data (number of man-hours consumed) so offerors may properly estimate their costs.

Answer C10: According to D-TE-2, there have been 5 deployments in the last year. Every deployment is unique and time may vary.

Question C11: Reference C-TE-2; Please clarify what the $8872.00 “Contract Maintenance Cost” covers. Is this cost a contractor responsibility or reimbursable?

Answer C11: That is reimbursable contract labor with some exceptions (Lost tools, scanners, etc).

Question C12: Reference C-TE-2; Please validate the man-hours expended and/or the labor cost for repairs. If the man-hours are divided into the labor cost, the result is an hourly rate that is over $52.00 per hour which is one and a half times the fully loaded AWD rate for a mechanic.

Answer C12: The numbers of labor hours the labor costs has been validated IAW the information in the OLVIMS system. The calculation for the labor cost cannot simply be determined by dividing the laborcosts by the number of hours expended. IAW AFSCM 24-1 this is the formula rhat OLVIMS incorporates to calculate labor costs:

6.3.4.2 PCN SB004-029, Summary Page Listing Format. The last page of the "Employee Master List" has the following additional information listed:

a. Total assigned labor hours for all military and civilians.

b. The average hourly wage rate, computed as follows:

(1) For civilians: Total of all civilians (assigned to 172XX work centers) hourly labor rates plus total hourly labor rates times the civilian fringe benefit, divided by the number of civilian employees.

(2) For military: Total of all military (assigned to 172XX work centers) hourly labor rates divided by the number of military personnel.

(3) For shop average hourly rate: Civilian wage rate plus military wage rate divided by two.

c. The average indirect hourly labor rate, computed as follows:

(1) The total indirect cost divided by direct labor hours (01) documented.

(2) Total indirect costs include L9999 (low-cost bench-stock) issues, plus the indirect productive labor hours (20-time), times average hourly wage rate.

d. The average indirect hourly labor rate will only be used for repair estimates. No actual costing in OLVIMS will take place using this rate.

e. TOTAL HAZ MAT HRS (J9996), this is the monthly total of all labor hours input against the work order number J9996.

Question C13: Reference C-TE-2b; Please provide the In-Service times for each of the categories listed.

Answer C13: C-TE-2b has been revised to include Avg In-Service Time Question C14: Reference C-TE-2b; Please validate the total miles versus the total quantity supported for each type of support, as a large number shown do not appear accurate or realistic. For example, Transient Aircrew, 83 supported with 5 miles; Command car pickup and delivery, 38 supported with 0 miles; Base Tour Service, 3 supported with 50 miles; Parts pickup and Drop-off, 94 supported with 0 miles and Contract Repair Drop-off and Pickup, 88 supported with 0 miles.

Answer C14: C-TE-2b has been revised to correct the Total Miles for each category.

Question C15: Reference PWS Paragraph C1.1: The paragraph states the hours of operation for UTA weekend support. Please confirm this support is required on both UTA weekends.

Answer C15: Support is only required on primary UTA.

Question C16: Reference Technical Exhibit C-TE-4: The current list of Government furnished equipment does not include an A/C Recovery, Recycling and Charging Station. Is the Government going to provide an A/C Recovery, Recycling and Charging Station as Government-furnished property?

Answer C16: This will be the contractor’s responsibility to furnish.

Question C17: Reference Technical Exhibit C-TE-4: The current list of Government furnished equipment does not include any air compressors. Is the Government going to provide any air compressors as Government-furnished property? If so, how many?

Answer C17: The air compressor is part of the building.

Question C18: Reference Technical Exhibit C-TE-4: The current list of Government furnished equipment does not include any rolling 2 ¼ ton jacks. Is the Government going to provide any rolling 2 ¼ ton jacks as Government-furnished property? If so, how many?

Answer C18: The government is supplying equipment as defined in the GFE list.

Question C19: Reference Technical Exhibit C-TE-4: The current list of Government furnished equipment does not include any 10 ton jack stands. Is the Government going to provide any 10 ton jack stands as Government-furnished property? If so, how many?

Answer C19: The government is supplying equipment as defined in the GFE list.

Answer C24: No, it belongs to Civil Engineering; The contractor shall provide operation instruction and furnish supplies.

Question C25: Reference Technical Exhibit C-TE-4: The current list of Government furnished equipment does not include the smaller wash rack. Is the Government going to provide the smaller wash rack as Government-furnished property?

Answer C25: The carwash bay is part of Bldg. 516, the contractor furnishes all cleaning supplies.

Issue/Discussion: PWS para C1 states, “All costs for materials, parts, and supplies in support of preventive and scheduled maintenance, including state inspections, shall be included in the Firm Fixed Price. All labor for scheduled maintenance shall be included in the Firm Fixed Price unless otherwise specified in the PWS.”

Question C26: Would the government clarify if it is going to require the contractor to get state inspections for some vehicles? If the contractor is going to be required to get state inspections for some vehicles, will the government identify which vehicles will require state inspections?

Answer C26: Yes the contractor is required to get State Emissions Inspections on all vehicles that are not 25 years old. The only vehicles that the contractor does not pay for is the GSA lease vehicles.

PWS TAB D

Question D1: Reference Tab D PWS, D1 Overview, “The Ktr shall perform loading and unloading operations of aircraft, passengers, cargo and aircraft support equipment to include after duty hours”. Are these services fully reimbursable, at all times, under the OA CLIN rates? Please explain.

Answer D1: Only if it is after normal duty hours and non UTA weekends.

Question D2: Reference Tab D PWS, D2.2.1 UTA Shuttle. Please provide the monthly historical flying schedule for a 12-month period so offerors may reasonably estimate the required labor, including overtime costs, for all hours of operation.

Answer D2: The Shuttles normally fly three weekends a month and is included in the firm fixed price (D2.2.1) D-TE-2 Workload, small terminal operations.

Question D3: Reference Tab D PWS, D2.2.1 UTA Shuttle. Please provide valid workload data, so offerors may construct appropriate organization with appropriate labor classifications. We are requesting the following: Number of flight arrivals per month, number of flight departures per month, number of passengers aboard each flight, number and type, pieces and weight of cargo aboard each flight, etc.

Answer D3: Using the data in D-TE-2 can be used to calculate an overall average for the year. Each item requested varies on the type of aircraft and mission type.

Question D4: Reference Tab D PWS, D4.2.1 Other Rotational Aircraft (Cargo Support). Are these services fully reimbursable, at all times, under the OA CLIN rates? Please explain.

Answer D4: Only if it is after normal duty hours and non UTA weekends.

Question D5: Reference Tab D PWS. Who pays for all of the packaging materials, including boxes, lumber, tape, cushioning materials, banding, etc.? The government or the contractor?

Answer D5: It is included in firm fixed price.

Question D6: Reference PWS Paragraph D1.3: The paragraph states the hours of operation for UTA weekend support. Please confirm this support is required on both UTA weekends.

Answer D6: Required on Primary UTA only.

Question D7: Reference PWS Paragraph D2.2.1: The paragraph states that UTA shuttle support is to be provided as part of the FFP. What is the number of weekends that UTA shuttle support is required?

Answer D7: 3 weekends per month.

Question D8: Reference PWS Paragraph D2.2.1: The paragraph states that UTA shuttle support is to be provided as part of the FFP. How long after the completion of 94 AW UTAs should we expect to require personnel to be present beyond the end of the UTA?

Answer D8: On the UTA, last shuttle arrives about 2230 hrs.

Question D9: Reference PWS Paragraph D2.2.1: The paragraph states that UTA shuttle support is to be provided as part of the FFP. How many personnel will the Contractor be manifesting on each UTA?

Answer D9: The number varies, but they also have to be screened for security. This will take two people.

Question D10: Reference PWS Paragraph D2.2.1: The paragraph states that UTA shuttle support is to be provided as part of the FFP. What are the total number of passengers to be screened annually?

Answer D10: Monthly average is 68 in workload data, see D-TE-2.

Question D11: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. There does not appear to be X-ray equipment provided by the Government for baggage screening. Is that correct?

Answer D11: Yes, we are a small passenger terminal. A magnetometer and two wands are used to screen passengers. A Magnetometer has been added to D-TE-4b.

Question D12: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. There does not appear to be equipment provided for baggage screening. How much in advance will passengers be required to be at Dobbins if luggage is to be searched manually?

Answer D12: IAW AMCI 24-101, Vol 14, a minimum of 2 hrs 20min prior to scheduled departure.

Question D13: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. There does not appear to be equipment provided for baggage screening. Are passengers going to be allowed to carry their baggage aboard or will baggage pallets be required for each UTA shuttle?

Answer D13: That is up to the loadmaster. Most baggage is hand carry on.

Question D14: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. Where are baggage and passengers to be screened as part of the shuttle support requirement?

Answer D14: Now it is in Base Operation Bldg. 737.

Question D15: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. Food is not allowed to be taken past the screening area as specified by TSA specifications. What responsibilities do we have for meal boxes, MREs, etc., that are delivered for support of an aircraft?

Answer D15: No requirement, no box meals on the shuttle.

Question D16: Reference PWS Paragraph D2.2.3: The paragraph states that UTA shuttle support provides screening under the TSA provisions as opposed to DoD 450.9-R, Part 1. The paragraph states that a minimum of search for weapons, explosives, and incendiary devices are to be kept off an aircraft. As this is a new functional requirement, we have been on the TSA web site trying to learn exactly what is to be completed as part of their security provisions. The elements of TSA search goes well beyond the three elements referenced in the PWS. Please clarify exactly what level of inspection is to be completed by the Contractor.

Answer D16: Passenger and baggage screening will be IAW TSA guidelines. Paragraphs D2.2.3.1 and D2.2.3.2 were assed to provide further clarification.

Question D17: Reference PWS Paragraph D4.2.1 and PWS Technical Exhibit D-TE-2: The paragraph outlines annual support requirements for Coronet Oak exercises and references after normal duty hour support. Please confirm the 504 hours of passenger processing and 528 hours of cargo processing referenced as after-hours support is linked only to the Coronet Oak exercise.

Answer D17: Yes Question D18: Referenced PWS Paragraph D15.3: The referenced SDSs in this paragraph do not exist in the Service Delivery Summary for Tab D. Please clarify.

Answer D18: The SDS referenced were corrected and added to D-TE-1.

Question D19: Reference PWS Technical Exhibit D-TE-4b: The table lists 10 portable scales that are being provided to the Contractor; however, the scale cases currently provided (listed as separate GFE entry) are not included in this list. Is this intentional?

Answer D19: The scales are listed in D-TE-4b. The current cases will be provided.

Question D20: Reference PWS D2.2.1 UTA Shuttle. Are the passengers arriving and departing on these aircraft, space available or space required passengers?

Answer D20: Both.

Question D21: Reference PWS Tab D, D-TE-2 WORKLOAD ESTIMATES. The category “Small Terminal Operations” is indicated as workload. Please explain what the meaning of this category, the type(s) of work involved, and the associated hours. At 64 events per month, this item creates a significant concern since there is no way to estimate staffing required for a category of work with this name and no other relevant details provided.

Answer D21: Small terminal has significantly less traffic than a AMC terminal.

Question D22: Reference PWS D2 Passenger Movement. This reference discusses transportation services for Space Available passengers. What types of services are required? We ask because producing manifest and determining eligibility is fine, but the complete manifesting, processing, screening, and loading passengers on the aircraft involve many activities of which no information is provided to be able to determine staffing and equipment required for handling space available passengers. Please clarify.

Answer D22: Everything from D2 thru D2.6 are all parts of the passenger movement process.

Question D23: Reference PWS D2 Passenger Movement and D2.2.1 UTA Shuttle and D2.2.3 Passenger Security. Who provides the necessary screening/anti-hijacking equipment for passengers and their hand-carried baggage? Items such as hand-held and walk-through metal detectors and x-ray machines are required. We did not see any of these items provided in D-TE-4b, except for two metal detectors which are inadequate.

Answer D23: The magnetometer and two hand held wands will be provided. The two wands are on the GFE list, the magnetometer was received after document created. See D11 above.

Question D24: Reference PWS D2 Passenger Movement and D2.2.1 UTA Shuttle and D2.2.3 Passenger Security. How many outbound or departing Space Available passengers are handled each year? This number is required to determine necessary equipment and necessary staffing to properly price this effort.

Answer D24: Data in workload estimate does not break out the difference between Space A and Space R.

Question D25: Reference PWS D2 Passenger Movement and D2.2.1 UTA Shuttle and D2.2.3 Passenger Security and D-TE-4 GOVERNMENT-FURNISHED PROPERTY, D-TE-4b: Government Furnished Equipment. Please provide details regarding the two metal detectors listed in D-TE-4b. We need make, model, and intended use of them. Do they meet the requirements of D2.2.3 Passenger Security for passenger screening?

Answer D25: There are 2 handheld wands, manufactured by Garrett, that meet the requirements in D2.2.3.

PWS TAB E

Question E1: Reference E-TE-2, #3; Of the 6 times per year that support is provided at Atlanta Hartsfield IAP and Chattanooga IAP, how often will support be provided at each location and will ground support equipment need to be transported to accommodate service?

Answer E1: It is not possible to know the exact number of times support will be required at Hartfield IAP and Chattanooga IAP. I would estimate three times per year at each location.

Question E2: Reference PWS Paragraph E1.1 and E8: The paragraph states the hours of operation for Transient Alert as 0630L-2300L for Monday through Sunday. Please confirm that at least two transient alert mechanics will be required as the minimum manning level for all hours of operation to be considered as technically acceptable for support requirements of the Transient Alert function.

Answer E2: Two alert mechanics will be required for safety considerations and for AGE maintenance inspections.

Question E3: Reference PWS Paragraph E9: The paragraph states that the Contractor will be responsible for positioning of equipment to and from the AGE function. Please confirm that AGE maintenance is provided as a Government-furnished service.

Answer E3: Repair of the Lox Carts is a Government responsibility except as indicated in paragraph E9.

Question E4: Reference PWS Tab E. Do all of the tows that are performed take place on “unobstructed, established taxiways and runways or parking ramps where taxi or towing lanes are marked with guide lines”?

Answer E4: Yes.

PWS TAB F

Question F1: Reference Tab F PWS, F2.3.6 Cross-connection/backflow Surveyor, and F5.14.6 Backflow/Cross Connections, and F5.14.6.1 Cross-Connections Surveys. Is it the responsibility of the contractor, under FFP, to complete the survey or will the contractor be reimbursed for the survey costs?

Answer F1: The cross connection survey completed by a trained surveyor is to be included in the FFP.

Question F2: Reference Tab F PWS, F6.2.6 Carcass Disposal. Who is responsible for any disposal costs, the government or the contractor?

Answer F2: The proper carcass disposal in the Ktr responsibility but can be included on the work order cost.

Question F3: Reference PWS Tab F: The Tab does not state the hours of operation for the function. Please provide the duty hour requirement for services provided.

Answer F3: The hours of operations can be found in Tab A Paragraph A5 Hours of Operation.

Question F4: Reference PWS Paragraph F3.10: The paragraph states that marking is to be accomplished within 5 days of receipt. Are marking of Dobbins utilities by Contract personnel to be completed prior to the commercial markings for Bell South, Comcast etc.?

Answer F4: Not necessarily, however there may be times when it is depending on the situation.

Question F5: Reference PWS Paragraph F3.10: The paragraph states that marking is to be accomplished within 5 days of receipt. Please confirm the Contractor does not have responsibility for coordination for commercial activities.

Answer F5: For all Work Clearance Request Forms that are requested from BCE/CE/Real Property, then the Ktr will be responsible for coordination.

Question F6: Reference PWS Paragraph F3.10: The paragraph states that marking is to be accomplished within 5 days of receipt. Please confirm the Contractor does not have responsibility of commercial utilities who do not complete marking of their lines within the 5-day window.

Answer F6: The Ktr is not responsible for the timely completion of markings from commercial utilities, however it is within the scope for the Ktr to notify the BCE/COR of the delinquencies.

Question F7: Reference PWS Paragraph F5.3: The paragraph states that a log is to be generated for issued keys. Is this to apply to all keys in existence or only for keys issued as part of the resulting contract?

Answer F7: The Ktr is responsible for key control. Logs from the incumbent will be provided to address the previous issued keys.

Question F8: Reference F5.17.8.3: The paragraph states that the APIMS is to be updated for actions to track refrigerant consumption and recovery. Please confirm this is not required for PM actions (coil cleaning) where refrigerant transactions do not occur.

Answer F8: APIMS requires documentations for all repairs associated with equipment containing refrigerants.

Question F9: F6.1.4: The paragraph outlines bed maintenance. Are the actions defined in the paragraph considered firm fixed price or to be paid under a service call?

Answer F9: Maintenance of the beds is FFP, plants and material is reimbursable.

Question F10: Reference PWS Paragraph F6.1.4: The paragraph outlines bed maintenance. If these items are to be Firm Fixed Price, we will need an estimate on the number of plants to be planted each year as well as an estimate on the size of beds to be planted and maintained around the base.

Answer F10: Paragraph 6.1.4 specifically states “All plants and material will be reimbursed under the Reimbursable Materials CLIN”.

Question F20: Section F.6.1.1.5.1 and section F6.2.6 indicates a requirement for dead animal removal. Please provide historical data or workload estimates for this requirement as it is in the firm fixed price of the contract.

Answer F20: Dead animal removal will be ordered under a work order.

Question F21: In Section F5.17.2, F5.19.1.2.2. These sections discuss the maintenance on Domestic Water Heaters, Unit Heaters and Furnaces, however the workload provided in MAS#12 appears to be listing the boiler information and the domestic water heater information is not provided. Please specify the section of the workload data for this section or provide this data. Also, please confirm that all information in MAS#12 is heating system boilers and does not include Domestic Water Heater information.

Answer F21: MAS #12 does include domestic water heater information as indicated by the acronym DHW. It is assumed that the question is addressing the electric hot water heaters to be repaired under paragraph F5.19.1.2.2. If that is the case then there is no prescribed preventative maintenance associated with these units and all repair actions will be accomplished under the appropriate labor for service call CLIN.

Question F22: Section F5.23 indicates a requirement for testing grounds and lightning arrestors at all facilities. Please provide a list of buildings that have this equipment installed for proper estimation of PM.

Answer F22: Building #s 5, 501, 530, 531, 550, 557, 563, 700, 701, 731, 739, 740, 745, 746, 827, 838, 1001, 1040, 1043, 1045, 1047, 2024, 2048, 2173, 2174, 2195.

Question F23: Section F5.24.2 indicates the contractor shall flush dead end hydrants weekly. Please provide a number of dead end hydrants.

Answer F23: Six hydrants. The hydrants are P-15-2, S-23-1, BB-34-1, V-37, Z-24-1, and Y-22-1.

Question F24: F-TE-2f - This exhibit provides various workload data for a variety of categories including roads, airways, parking lots, building sq. ft. etc. Please explain the building number column. For example building 2045 has a designation of "road' at 125,329 lf. Does this represent that the entire base has 23.74 miles of roads?

Answer F24: All of our real property is assigned a facility number. The data in the building number column refers to the facility number associated with the real property. The nomenclature is a brief description of the facility or its use. The unit of measure identifies the approximate SF/LF/SY/GA/EA identified under the facility number. In the example you gave, one could assume, as long as there are no other facility numbers with a nomenclature of Road, that there are approximately 125,329 LF or 23.74 miles of road.

Question F25: I would like to request the F-TE-7-C1 Grounds Maintenance drawing, F-TE-7-C1, referenced in TAB F.

Answer F25: The Grounds Maintenance Map was uploaded to FedBizOps on 18 Apr 2014.

Issue/Discussion: Reference Site Visit: During the site visit, we were briefed that a load bank would be required for generator testing.

Question F26: From Q&A #1 Question R27; Have modifications to the transfer switch for the building been accomplished to allow introduction of the load bank to simulate the load on the generator as this is not a current requirement on the AFRC BOS contracts?

Answer F26: Assume there are no facility load bank test connections. To perform a facility load bank test, the contractor must connect to the first downstream switch or panel.

Issue/Discussion: Reference F-TE-6 -- Maintenance Action Sheets, MAS 1, Overhead Doors Question F27: From Q&A #1 Question F4; Please clarify which of these doors are overhead electrically operated and which are overhead doors manually operated.
