Q1. In reading the PWS, it seems clear that the contractor is to supply their own cleaning chemicals and supplies (Soap, pneumatic foamers, scrub brushes, rags, etc…). However, section 4.10 “Disposal Requirements” states that the contractor shall not store any chemicals on base. Since aviation soap is generally purchased in 55 gallon drums, these requirements either seem impractical or inconsistent. Please confirm whether the contractor is to provide soap and supplies? Also, whether secured, dry storage is available to the contractor for equipment.

A1. Yes, the contractor shall provide all equipment and supplies required to complete the aircraft washing.

The contractor is authorized to bring a wash trailer to store on base for use. The wash trailer shall be stored at a specified outside location. The wash trailer shall not exceed 25ft in size and shall be mobile. The security of the wash trailer and its contents (equipment, supplies, etc) shall be the contractor’s responsibility.

Q2. Assuming the Government awards the contract within 1 week of the new proposal due date, this leaves about 1 week for the awarded contractor to setup. If this timeline is correct, will the contractor’s ability to meet this accelerated schedule be part of the evaluation?

A2. No. The evaluation of this solicitation will be based on past performance and price with past performance being significantly more important than price. Refer to FAR 52.212-2 Evaluation – Commercial Items (Jan 1999) of the solicitation. The period of performance for the base year is 14 October 2009 through 13 October 2010; contractors shall be prepared to begin performance on 14 October 2009.

** No additional questions will be accepted for this solicitation.
