RFI responses – FA667523R00010001 – F35 Sun Shades Release 2

Below are the responses to additional RFIs received by the government.

Q- 1.3 WORK RESCHEDULING

Allow for a maximum of 30 calendar days in the construction schedule where construction activity is prohibited due to flight operations. Where other construction activities are permitted impose a further allowance for 30 calendar days in the schedule, of excavation and subsurface activity abeyance. The government will provide 24-hour notification each time the restrictions are invoked.

Once the construction free zone area is established and 6-foot fence is in place, contractor should have complete access to complete work. Why would this section still apply?

A - Once the construction free zone is complete the contractor should have complete access to the construction are. The possibility does remain that the flightline, construction area, may be restricted due to exercise, weather or real-world activity. These incidents are usually very minimal, and the contractor will have at least 24 hours advance notice.

Q - Spec Section: 01 11 00 1.5 Page 2 a.

The Contractor shall provide temporary construction facilities for the Contractor as well as other small contractors working in the same area. This includes material storage/staging areas, contractor trailer locations, government trailer locations, and parking for construction personnel. Multiple Contractors will be responsible for other phases of the project. The Contractor shall be required to coordinate with the other contractors and the base staff for use of the construction areas.

Due to the project size (dollar value, expected construction time, and location on an active flightline), contractor does not see that it is necessary to provide themselves or the government with a construction trailer and utility hookups. If it is not needed, will the government remove this spec section?

A - A contractor or government trailer is not required for this project.

Q - Are there any restrictions on the number of aircraft sunshade canopies the contractor can work on at one time.

Contractor requests the right to work on a complete row of sunshades at once. We have a preliminary design model that is the most efficient when we can put up the complete structure at the same time. Having access to each row will result in 3 phases.

A - Contractor will have access to all rows during the project. Government would request that row1 (shelters 1-10) be completed first to allow that area to be utilized by the AF in necessary. This is a request not a requirement.

Q - Spec Section: 01 31 23.13 20 1.4.3 Page 2 Within 30 days of Contract Award, provide a tablet computer with a Common Access Card (CAC) reader at the job site for Government use only. The tablet computer must have a web-browser, built-in camera, and cellular data connectivity. Provide tablet computer with a rugged case suitable for use in a construction environment. The tablet computer must be fully charged and made available at all times for Government use to facilitate the input of construction data at the job site. The tablet will be given back to the contractor prior to leaving the jobsite for charging, maintaining and securing. After completion of the work, reset the tablet computer to factory default settings. The tablet computer remains the property of the Contractor and must be removed from the site. There are restrictions on use of WIFI on military bases. Cellular data connectivity and availability, and use of WIFI requires coordination with and approval by the Contracting Officer.

Due to the project location, proposed contract value, and construction period, Contractor requests the requirement to provide the government with a tablet computer be removed from the specification.

A - Contractor will NOT supply the government with a tablet computer for this project.

Q - Spec Section: 01 32 01.00 10 2.1 Software 2.1.2.2 Other Than Primavera Page 2 2.1.2.2 If the contractor chooses software other than Primavera P6, that is compliant with this specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at project completion.

The contractor has been usings Microsoft Project to build project schedules for years and since this proposed contract value is in the $5-$7 million range, the contractor requests the requirement to use P6 be removed from the specifications. We also request the requirement to provide the government with two computers, licenses for scheduling programs and training be removed from the project requirements.

A - Software P6 will NOT be required for this project. All correspondence and submittals will be completed using Air Force forms and submitted to the contracting office

Q - Spec Section: 01 50 00 3.3.2 Sanitation Page 4 3.3.2 Sanitation Provide toilet/sanitation and temporary sewer facilities in accordance with EM 385-1-1 Section 02. Ventilate the units to control odors and fumes and empty and clean them at least once a week or more often if required by the Contracting Officer. Provide self-closing doors. The exterior of the unit shall match the base standard color. Locate the facility behind the construction fence or out of the public view.

Does the government require a temporary toilet on the flightline or is there a location behind the flightline fence, which is close to the proposed jobsite, that a temporary jobsite toilet can be placed?

A - A temporary toilet (job site, porta potty) can be placed just inside of the entrance of the construction free zone. This location provides access for the contractor and the temporary toilet service company.

Q - Spec Section: 01 50 00 3.3.3 Telephone Page 4 3.3.3 Telephone Make arrangements and pay all costs for telephone facilities desired.

The contractors site personnel have access to cell phones. Will the government remove this requirement from the project specifications?

A - Cell phones are suitable. No additional phone/facility will be required.

Q - Spec Section: 01 50 00 3.6.1 Resident Engineers Office Page 7 3.6.1 Resident Engineer's Office Provide the Government Resident Engineer with an office, approximately 200 square feet in floor area, located where directed and providing space heat, air conditioning unit, electric light and power, and toilet facilities consisting of one lavatory and one water closet complete with connections to water and sewer mains. Provide a mail slot in the door or a lockable mail box mounted on the surface of the door. Include a 4 by 8 foot plan table, computer work space a standard size office desk and chair, and telephone. At completion of the project, the office will remain the property of the Contractor and be removed from the site. Utilities will be connected and disconnected in accordance with local codes and to the satisfaction of the Contracting Officer. Compliance with safety and appearance requirements for temporary facilities stated in previous paragraphs is required.

Since this project has a quick duration and smaller valued project. Will the government remove the requirement to provide an office for the Resident Engineer?

A - A government office will NOT be required for this project. Spec Section: 01 50 00 3.6.1 is omitted from this project.

Q - Spec Section: 01 50 00 3.8 Temporary Project Safety Fencing Page 8 3.8 TEMPORARY PROJECT SAFETY FENCING As soon as practicable, but not later than 15 days after the date established for commencement of work, furnish and erect temporary project safety fencing at the work site. Maintain the safety fencing during the life of the contract and, upon completion and acceptance of the work, remove from the work site.

Contractor will only need the area on the flightline designated as the free zone for storage of our materials and equipment. We request this specification section be removed.

A - Contractor will install temporary fencing to encompass the area on the flightline designated as the construction free zone for the shelter installation area, storage of materials and equipment.

Q - Spec Section: 01 50 00 3.9 Dumpster Page 8 Equip dumpsters with a secure cover and paint the standard installation color. Keep dumpster closed, except when being loaded with trash and debris. Locate dumpsters behind the construction fence or out of the public view. Empty site dumpsters at least once a week, or as needed to keep the site free of debris and trash. If necessary, provide 55 gallon trash containers painted the darker installation color to collect debris in the construction site area. For large demolitions, large dumpsters without lids are acceptable, but must not have debris higher than the sides before emptying.

The contractor will be using a project dumpster and place it in an approved lay down area behind the flightline and it will be emptied as necessary to keep it from overflowing. Since the dumpsters will be rented and not the contractor’s property. We request the requirement to paint the dumpster an approved base color be removed from the project specifications.

A -The contractor will be using a project dumpster and place it in an approved lay down area behind the flightline and it will be emptied as necessary to keep it from overflowing. Since the dumpsters will be rented and not the contractor’s property.

The government agrees to remove the requirement to paint the dumpster or trash containers an approved base color.

Q - Per Drawing CI101 & C503 The job site fencing is estimated at 3,500 LF. Per Detail 1 on Drawing C503 contractor needs to install lights every 50 feet with government supplied Jersey Barriers for fence stabilization. Please provide the storage location of Jersey Barriers and if the contractor has any responsibility for transportation of the Jersey Barriers to the jobsite. Fence Installation Note 3 says to install 2 50 LBS concrete blocks. This instruction conflicts with government instruction to install 4,000 lbs. Jersey Barriers.

Are we installing 2 50 LBS concrete blocks or the 4,000 LBS Jersey Barriers?

If Jersey Barriers, we request additional information on how the Jersey barriers are to be installed with the chain-link fence.

A - The Jersey barriers are currently being used to hold the temporary fence bases in place. The 2 50lb blocks did not secure the fence during windy days and the current crew re-installed the temporary fence almost daily.

The jersey barriers are available and can be moved with a normal fork lift, and will be set on the base (foot) of the temporary fence to keep it from moving Q - Per Drawing AE101 General Sunshade Note #3:

3. ANTI-PERCHING DEVICES SHALL BE INSTALLED TO DETER BIRDS FROM PERCHING

ON OR UNDER THE STRUCTURE.

Per drawing AE101, the instruction to install Anti-perching calculates out to be about 6 miles of anti-perching devices if all of the exposed edges have anti-perching devices installed.

Will the government consider changing the requirement to install anti-perching devices to bird netting. The installation of bird netting is a more cost-effective solution. If bird netting is acceptable. Please specify hole size, location details, and preferred installation method.

A - Government will retain the Anti-Perching devices.

Q - In the future when the ALIS Kiosk are installed:

What will the conduit, cabling, and power requirements be. Will they need to be intrinsically safe?

A -The ALIS Kiosk will be powered by the installed 120-volt receptacle and connected to the data jack. No additional utilities will be required. There is no requirement for intrinsically safe installation.

Q - Will any part of the security or communications systems be considered intrinsically safe?
