RFI responses – FA667523R00010001 – F35 Sun Shades

The following are the complied list of RFI questions and comments received from offerors before the 17 January 2023 cut off. Included are the government’s responses to these questions and comments.

1) Is there any way you could consider a fabric structure that would be approximately half the cost, faster to construct (less disruption), relocatable should you require, and meets building codes/MIL specs?

a. Due to the needs of this requirement, we can not accept a fabric structure.

2) We noticed on SAM.gov the NAICS code for the Construct F35 Sunshades project is 332311 which is for Manufacturers of Prefabricated Metal Building and Components. This project also contains electrical work for the lighting, lightning protection, and anchoring of the sunshades. A prefabricated building manufacturer would only provide the structure and not install the structure or perform the other trades of work. We have experience in installing prefabricated metal buildings and would like to provide a bid for this project. Please consider changing or adding the NAICS Code 236210 to the project to allow us to submit a competitive bid.

a. The NAICS code for this requirement is set by the government. However, all contractors that can meet the Statement of Work requirements and the evaluation criteria of section L and M of the solicitation are invited to participate in this solicitation.

3) Please provide steel structures “approved plans”

a. This will be provided by the contractor that the contractor choses.

4) Please provide approved structure “for erection plans”

a. This will be provided by the contractor that the contractor choses

5) Please provide apron existing concrete thickness

a. The current concrete is between 15” and 24”

6) Please confirm steel structures have been approved by the GOV’T for installation on existing apron

a. The plans for the Sunshades were approved on April 9, 2021.

7) The SOW states geotechnical analysis, what is the purpose for the analysis?

a. There is an existing geotechnical report that could be utilized for reference only. A new geotechnical investigation and analysis is only necessary if the contractor deems the referenced one is not adequate.

8) Please provide steel structures brand name and model. Have shelters have been relocated? New, reconditioned, used?

a. There are no current structures. The new structures will need to be engineered

9) Is the Geotechnical analysis a separate line item on the bid or will be contemplated as part of the cost of installation?

a. See Item 7, above.

10) Part 1.1 of document 00 22 13.00 20 on page 1 of the “F35 Sunshade – Statement of Work and Specifications” it states, CLIN 0001 - Package 2 - F-35 Sun Shades, Lighting, and Lightning Protection. Sun shades materials to be furnished by the Government but installed by the Contractor. Please confirm what material will be furnished by the government.

a. This line was included in error. Sun shade materials to be furnished and installed by the contractor. This revision is included in the Amendment 0001 Revised Statement of Work.

11) Are there any permit requirements by local & state agencies? If so, which permits are required?

a. Currently we have no knowledge of any local or state permits.

12) What are the security background check requirements for individuals working on the project?

a. All contractor personnel will be required to undergo at least a basic background check and ID check. These are the basics required by the NAS Fort Worth Security Forces.

13) Will delivery drivers need to be background checked?

a. All delivery drivers will have their vehicles checked in accordance with DOT and then a background check off their drivers license.

14) Is funding still not presently available for this project?

a. Funding for this project will be official allocated at time of award.

15) Is there a specific schedule extension process requirement that must be followed to successfully be granted schedule extension for both material delays and manpower resource issues?

a. All adjustments to schedules will need to be documented and presented to the Contracting Officer for his determination.

16) Due to the current market and supply chain issues, will there be schedule extensions granted if supply chain challenges affect lead time on materials?

a. We are aware of the current supply chain issues. Schedules that are impacted due the market and with sufficient documentation will be granted on the determination of the Contracting Officer.

17) Will there be any security inspections for material deliveries?

a. Security / vehicle inspections will be made at the base entrance gates.

18) Is a full-time Quality Control Manager and Safety Manager required to be onsite at all times?

a. Yes

19) Since all project management/administration requirements will be submitted through eCMS, will there be designated training on the software?

a. eCMS is a Navy program that is not utilized by the Air Force. All submittals will be sent to contracting using an AF 3000 form through email, hard copy, or if the file is large the government will send out a link to use DOD Safe file exchange site.

20) Can the proposal be submitted via USB vs a CD?

a. Due to IT security measures, we can not accept USB submissions for this solicitation.

a. To be determined by the Contractor. The sunshades need to comply with Section 13-34-19 for the system being proposed.

24) Will concrete footers be required for each of the metal building steel columns?

a. This is a decision to be made by the Contractor.

25) Section L Volume 1 items e and f of the RFP requests a bid bond and a bond ability letter from our bonding agent. Submitting a bid bond is a guarantee we will enter a contract with the government while a bond ability letter states what the companies project single and aggregate bonding limits are. Will the government consider requiring either a bid bond or bond ability letter, not both?

a. At time of solicitation only a bond ability letter will be required.

26) Company Experience subfactors conflict between L and M. The two statements conflict, please clarify how many projects are required and what project information we need to provide.

a. To clarify, offerors will only need to submit two (2) projects for the Company Experience subfactor.

27) What is the thickness of the aircraft parking apron concrete. Is it reinforced, if so, how thick, and what is the spacing? Do the expansion/contraction joints have dowels? If so, what size? How old is the concrete?

a. The pavement is a mixture of new and existing concrete that varies in thickness from 15” to 24”. There are dowels between repaired concrete patches and existing concrete

28) A photo on Drawing GI003 shows existing Sunshade canopies. Have the existing sunshades been removed? If not, who is responsible for removing them?

a. The existing sunshades have been removed

29) RFP does not include sunshade anchor details. Are we to post install the sunshade anchors?

a. The Contractor and building supplier determines the type of anchor required to meet Specifications.

30) RFP does not include a soils report. Is there an existing soils report or will we need to conduct one?

a. See Item # 7.

31) Have the pavement markings for the existing sunshades been removed? If not, are we responsible for removing and installing new airfield pavement markings. If we are, please provide the necessary specification.

a. The pavement markings will be completed under a separate contract.

32) When an amendment with RFI answers are released, we request the government allow two weeks to distribute the new information out to trade partners and get their response prior to submitting or proposal.

a. The solicitation will be adjusted to allow additional time for offerors.

33) The date on the included Wage Determination is 10/20/22. Is this the most current wage rates?

a. This is the most current Wage Determination. Should a new version be released it will be updated in the solicitation.

34) Single Source referenced in Spec 13 34 19 1.6.5. Company fabricates primary framing and purchases secondary components from a major national supplier. We request that “Single Source” be modified to allow the above. This has been standard procedure on all supplied canopies for decades.

b. Section 13 34 19, paragraph 1.6.5 is changed as follows: Delete, “…the single source from a single manufacturer” to read, “…the supplier”

35) Roof System Weathertightness Warranty in Spec 13 34 19 1.10.2. Weather-tightness warranties are not 1.10.available for lap seam roofs as specified for this project. They are available only for standing seam type roofs. Please delete the weather-tightness warranty requirement.

37) Exposed Fasteners in Spec 13 34 29 2.6.1. The fasteners would not be aluminum. They would be either zinc-coated or stainless steel to be compatible with the material they are securing. Change aluminum fasteners to zinc-coated or stainless steel.
