PERFORMANCE WORK STATEMENT
FOR
REFUSE COLLECTION
Naval Air Station, Joint Reserve Base Fort Worth, Texas 4 February 2016
301st ISWM PWS 4 Feb 2016
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Refuse Collection at Naval Air Station, Joint Reserve Base, Fort Worth, TX. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Estimated workload factors and collection areas are in Appendix A, and a map of collection areas is in Appendix B.
1.1. COLLECTION REQUIREMENTS
1.1.1. Main Base
1.1.1.1. Integrated solid waste management. The dumpsters shall be emptied per the frequency on Appendix A. The contractor shall establish initial vehicle routes and collection schedules upon contract award. They are to be submitted to the Contracting Officer (CO) five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time. No changes are allowed to the schedule without Contracting Officer (CO) and Contracting Officer Representative (COR) coordination. When the contractor completes service at a location there shall be no litter or waste on the ground within a 10 foot radius of the container.
1.1.2. Unscheduled Pickup and Special Events: In addition to the scheduled solid waste collections, the CO or COR may request in writing (email/ Fax sufficient) an unscheduled pickup or relocation of a dumpster within 48 hours and the contractor will be compensated at the unit rate. See Exhibit A of the bid schedule for pricing. For unscheduled events, the contractor shall respond within 48 hours of notification from the CO or COR. For special events, the contractor shall also provide (or re-position as directed) solid waste containers. These containers shall be placed in locations for a length of time designated by the CO or COR. These services will be ordered under CLIN 0009 of the contract.
1.1.3. Inclement Weather Schedule. The contractor shall collect refuse during periods of inclement weather. In cases of severe weather, the CO or COR may authorize exceptions. When exceptions are granted all missed collections shall be performed within 24 hours after the severe weather has terminated, unless the CO authorizes additional time.
1.1.4. Route Parameters. The contractor shall propose routes to the base through the Commercial Vehicle Gate located on Alta Mere Street and start at Dumpster#1 (B1191) and end at Dumpster #12 (B3341) to the CO for acceptance. Collection shall be made between the hours of 0600 – 1400. Collection outside these hours shall require prior approval of the CO or COR
1.1.5. Points of Collection. Collection stations for refuse are shown in Appendix B. The contractor shall position bulk containers for customer ease in depositing refuse. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions.
1.1.6. Cubic Yard Capacity. Proposed capacity of containers is indicated in Appendix A. The contractor is encouraged to identify changes to the pickup frequency to improve the overall efficiency of refuse collection, and to submit these changes to the CO or COR. No changes shall be made until the proposed changes are coordinated with the CO or COR.
1.1.7. Government-Approved Containers. Collection of refuse shall be from contractor-provided; CO or COR accepted dumpsters.
1.1.8. Maintaining Containers and Collection Area. The contractor shall return all containers to their original location after servicing, in an upright position with the lids securely in place (closed). The contractor is responsible for cleaning up any spills, debris, etc., on the ground within ten feet of the container when servicing a location. The contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR may notify facility managers and, if necessary, the contractor can adjust the container size or pickup frequency with CO approval. The contractor shall be responsible for keeping collection areas free of solid waste and debris.
1.2. DISPOSAL. The contractor shall transport and dispose of all refuse at a permitted off-base disposal site. A copy of the landfill(s) operating permit that material is transported to shall be provided to the CO. The contractor is responsible for disposal being in accordance with existing local, state, and federal regulations.
1.3. EQUIPMENT MAINTENANCE. The contractor shall provide and maintain all containers ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition, with no leaks. They must remain easily accessible to customers. The contractor shall perform all cleaning, painting, repair and other maintenance tasks off-base. Trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests. Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the contractor is responsible for cleanup.
2. SERVICE SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

3. GENERAL INFORMATION.
3.1. QUALITY CONTROL. The government shall inspect and evaluate the contractor’s performance to ensure services are received in accordance with requirements set forth in this contract and the Performance Plan. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the contractor’s work schedule or modified version thereof, to record validation results.
3.2. HOURS OF OPERATION. The contractor shall perform service between the hours of 6:00 am and 2:00 pm Monday through Friday (Commercial Gate Opening and Closing Times). Collection outside these hours will be coordinated with the government representative prior to the effective date of the change.
No service shall be accomplished on Federal Holidays. If service falls on a Federal Holiday then the service will be provided the next business day (Monday thru Friday).

3.3. SECURITY REQUIREMENTS.
3.3.1 Contractor/Employee Base Pass and Identification, Special Clearances and Vehicle Passes. The contractor shall comply with all requirements and procedures IAW FAR 5353.242-9000, Contractor Access to Air Force Installations. All documentation shall be submitted at the pre-performance conference.
3.4. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DOD) CONTRACTOR SERVICES DURING CRISIS. The DOD Force Protection Condition (FPCON) system describes the progressive level of protective measures that are implemented by all the DOD Components in anticipation of or in response to a terrorist threat or attack. If FPCON measures are escalated, there will be delays at the installation entry control points and possible suspension of services. If service is suspended, the contractor shall provide service on an “On- Call” bases. The CO or COR will notify the Contractor of the Force Protection Condition Measure and request service during suspension, if needed.
3.5. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a complete copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
