Questions and Answers – Set 1 RVKQ 19‐0734, Repair TACAN Electrical Feed 31 Aug 2020

1. Will we be allowed to keep vehicles overnight in the laydown area for the duration of the project?

Construction equipment/vehicles and materials will be allowed in the laydown area for duration of the project. Personal vehicles will not. All materials and equipment must be secured and the area maintained to prevent Foreign Object Debris on the airfield.

2. Want to confirm that all excavated materials are to remain onsite and all excess to be graded out as necessary.

Excess soil can be graded out along the excavation trench as long as it does not create a visibly noticeable mound. No soil can be placed in the nearby wetlands or drainage ditches. If these conditions cannot be met, excess soil would need to be properly disposed of off-base at the Contractor’s expense.

3. Will water be provided onsite to water the new grass seed or do we need to bring in from offsite?

It is the Contractor’s responsibility to provide water as necessary to grow grass to restore the site. The Contractor can connect to base fire hydrants to use on-base water though they must provide a backflow preventer and notify the base fire department for inspection. A source of water (fire hydrant) may or may not be convenient to the project site.

4. Will a full time base escort be provided to provide entrance and exit of the runway as needed for truck traffic? (i.e. material, equipment and concrete deliveries)

The base will provide escorts as needed for the Contractor to access and work on the airfield. The contractor will need to adhere to contract requirements regarding work hours and scheduling in order to ensure adequate coordination with base escorts.

5. Are we allowed to trench pour the concrete duct bank instead of installing and removing concrete forms?

Forms are not specifically required for the underground ductbank. The Contractor must ensure the shape and dimensions of the ductbank and placement of rebar and conduit within the ductbank in accordance with the plans and specifications. Means and methods are to be determined by the Contractor. Trench pour method is not specifically prohibited. Concrete ductbank encasement is required for the entire utility length, with a minimum depth of cover of to the top of concrete envelope of 24” per detail ES501.

6. In the general information description section, the contract performance time is listed as 120 calendar days. Due to the submittal process and the long lead time on the pad mount equipment would it be possible to extend the amount of performance days?

Contract period of performance has been revised to 180 calendar days to account for the submittal process and procurement of equipment.

7. The electrical riser diagram on drawing ES601 depicts new conduit & wiring to the existing switchgear SW-TCAN in building 732 and SW-MON2 on the site. These items both appear to be bottom fed. What method should be incorporated to enter these existing units from below?

The Contractor is required to provide conduit and wiring to the switchgear in accordance with the drawings and specifications. The Contractor is required to determine the appropriate means and methods for installation when not specified.
