About this file
This is a Questions and Answers document for federal contract solicitation FA665626R0002 issued by the Air Force Reserve Command (910 CONF/PK, Vienna, OH) on 6 March 2026.
The Q&A clarifies requirements for weapon storage cabinets and racks to be procured. Key requirements include: welded cabinets that must be secured to walls/floors to meet DOD 5100-76.M physical security standards; pad-lockable locking doors capable of fitting padlocks; storage for M4 rifles with top-mounted optics only; buttstock-down orientation preferrable but inverted storage acceptable due to space constraints; and compliance with DoDM 5100.76, Enc. 5, 2,b,3 for padlocking on concrete flooring. The government clarified that not required are: fully slotted back panels, weapon holders securing front and back buttstock, individually adjustable barrel saddles, or straight-line storage without staggering. A retainer cord for barrel saddles is preferable but not required. One shelf inside weapon racks is preferred but not required; magazines and ammunition will be stored separately outside the weapon racks and no ammunition will be stored within the cabinets. The document provides specific clarification on optional versus mandatory features to guide contractor proposals.

MEMORANDUM FOR RECORD
FROM: 910 CONF/PK
3976 King Graves Rd Vienna OH 44473-6900
SUBJECT: Solicitation FA665626R0002 – Questions-Answers
Does the unit require a welded cabinet to store the weapons? Welded will meet the DOD 5100- 76.M physical security requirement as the cabinets can not be disassembled like 4-post boltless shelving can.
- Yes. Cabinets need to be welded and secured to the wall/floor.
Does the unit require weapon racks with pad-lockable locking doors?
- Yes. Doors must be able to fit padlocks.
Does the unit require a fully slotted back panel inside of the weapon racks so components can be adjusted as needed in the future? A partially slotted back panel requires the end user to purchase additional support rails or disassemble their existing support rails to relocate within the rack when they need to adjust the component height settings. A fully slotted back panel inside of the weapon rack allows for ease of interchangeable and reconfigurable components.
- Not required.
Will the M4s be stored with side mounted optics? Any side mounted optics or attachments wider than the weapon require M4s to be double spaced so as to not collide with the next weapon over.
- All optics are top mounted.
Does the unit require weapon holders to secure the front and back of each rifle buttstock? This prevents side to side movement of the weapon as it is stored and creates an angle so the weapon doesn't fall over on its own.
- Not required.
Do the barrel saddles require a retainer cord so the weapons can not come out of the barrel saddle on their own?
- Preferrable but not required.
Does the unit require individually adjustable barrel saddles? This allows them to adjust barrel saddle height settings based on the weapon being stored as they may have different weapon systems side by side inside of a weapon rack.
- No. All weapons are the same size.
Does the armory want all of the rifles in a straight line without staggering the weapons or storing them front to back?
- Not required.
Does the armory want rifles stored buttstock down and barrel up or inverted (upside down)?
- Buttstock down is preferrable, but inverted is acceptable due to the space limits.
Are any shelves required inside of the weapon racks? Shelves can store any detached NVGs and magazines.
- One shelf is preferred, but not required. Magazines will be stored elsewhere.
How many 30 round PMAGs do they require storage for?
- Magazines will be stored elsewhere, separate from weapon racks.
Do the ammo sets need to be locked within the weapon racks?
- No ammo will be stored.
What type of floor will the weapons cabinets be installed on as well as what the security preferences are.
- The floor is concrete and they need to be able to be padlocked IAWDoDM 5100.76, Enc.
