SECTION 01 00 00
GENERAL REQUIREMENTS

PART 1 GENERAL
1.1 RELATED DOCUMENTS
Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.
1.2 SUMMARY
The Contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, and transportation required to complete the construction in conformity with the Contract Documents.
The Project is located at Hangar B302, on Youngstown Air Reserve Station, Vienna OH.
The Work consists of - but is not limited to - the following:
1.2.1 Architectural
The project will renovate approximately 5,673 square feet of hanger.
B302. A new Paint Room, Blasting Room, and Layup Fabric Room will be provided. Separate men's and women's locker rooms will be provided. The existing Break Room will be reconfigured. Throughout the renovated area walls will be removed and new walls built. Finishes will be renovated including new ceilings, walls, and flooring. Design and construction will be in accordance with all National, State, and local building codes, Air Force regulations and the Statement of Work for the Open-End IOIQ Contract.
Special Note: Pursuant to the request of the base engineer this project is NOT designed in compliance with Federal Americans with Disabilities Act or Chapter 11/ANSI A117.1 of the Ohio Building Code.
1.2.2 Mechanical
The existing HVAC system will be reconfigured for the new layout.
1.2.3 Plumbing
The plumbing systems will be reconfigured as required to accommodate new renovation layouts. New plumbing fixtures will be installed in areas of renovation.
1.2.4 Fire Protection
The Fire Suppression System will be reconfigured to meet Fire Codes.
1.2.5 Electrical
Replace existing fluorescent lighting with new 2x2 LED fixtures. Reusing existing lighting control, general power receptacles and miscellaneous low
SECTION 01 00 00 Page 1 of 9 voltage devices. These devices are to be protected during construction and reinstalled in the new ceiling grid.
1.3 DEFINITIONS
Any and all references in the Specifications and/or on the Drawings to -and/or requirements for - "notifications" shall be taken to mean written notification to the Contracting Officer.
Any and all references in the Specifications and/or on the Drawings to -and/or requirements for - "submittals" shall be taken to mean submittals in accordance with both of the following:
a. Section 01 30 01 - Submittal Descriptions.
b. Section 01 33 00 - Submittal
c. Any and all references to - and/or requirements for materials and work to be in - compliance with the Manufacturer's recommendations shall be taken to mean - and/or includes the requirement
"Work shall be accomplished in accordance with the Manufacturer's recommendations. In the event of a conflict between the Manufacturer's recommendations and the Specifications, the Manufacturer's recommendations shall take precedence. However, if the Specifications require work and/or materials above/beyond the Manufacturer's recommendations without conflict with the manufacturer's recommendations, such additional work and/or materials shall be provided - in addition to that provided pursuant to the Manufacturer's recommendations."
d. Any and all references to - and/or requirement for - testing by "an approved independent commercial testing laboratory" shall be taken to mean an independent testing laboratory that has been approved by the United States Army Corps of Engineers (USACE) within the last year.
1.4 DOCUMENTS
The Contractor shall be responsible for reviewing the complete set of Contract Documents for:
a. Procedures.
b. Space requirements.
c. Materials.
d. Installation sequence.
e. Similar items.
The Contractor shall coordinate efforts with all others working on the Project.
1.5 CONTRACTOR USE OF THE PREMISES
The Work shall not commence until the Contractor receives a completed AF Form 103 from Base Engineering.

Confine construction activities to areas defined for the Work in the Specifications and on the Drawings - or specifically assigned for that use by the Contracting Officer. Do not use any other areas on Government premises without written consent of the Contracting Officer.
Do not unreasonably encumber the Site with materials or equipment.
The Government will occupy the premises during the construction period.
Coordinate required shutdowns of building areas with the Government to facilitate construction operations and minimize conflict with Government usage.
The building occupants will remove personal and work-related materials from the work areas prior to the Contractor starting work in those areas.
Move, protect, store, and return furniture, equipment, and other items as necessary to complete painting, wall covering, tiling, carpeting, or any other work. Cover the existing furniture with durable drop cloths and develop a schedule to minimally impact the occupants.
1.6 CUTTING AND PATCHING
Perform cutting necessary for the installation of the Work. Perform patching required as a consequence thereof.
1.7 SITE ADMINISTRATION
The Prime Contractor shall assume responsibility for the general charge of the construction and the Site until the Project is turned over to the Government.
1.8 SHOP DRAWINGS
Where required by individual sections, submit four copies of the Shop Drawings to the Contracting Officer for approval. The Contractor's responsibility for errors and omission in submittals will not be relieved by the Contracting Officer's review of submittals. Do not begin work that requires submittals until those submittals have been returned with the Contracting Officer's signature indicating review and approval.
1.9 LAYOUT
Immediately locate all reference points, layout the Work, and be responsible for all measurements and other work to be executed by the Contractor under the Contract. Exercise precaution to confirm the figures shown on the Drawings before laying out the Work. Note: The Contractor shall be responsible for any errors resulting from a failure to do so.
Verify all dimensions of existing and new work. Be responsible for their accuracy. Submit differences found to the Contracting Officer for consideration before proceeding with the Work. No extra compensation will be permitted because of differences between the actual dimensions and the measurements indicated on the Drawings.
1.10 TESTING
Wherever various sections of the Specifications indicate that tests are to be performed, they shall be performed at the expense of the Contractor.

a. Perform laboratory testing using an approved independent Testing Laboratory (ITL)
b. Sampling and handling shall be the responsibility of the Testing Engineer.
Submit certified test data results to the Contracting Officer using AF Form 3000.
Notify the Government 48 hours prior to testing, so that a representative of the Government may be present during testing.
1.11 TEMPORARY FACILITIES AND CONTROLS
Streets, Drives, and Walks:
a. Keep streets and drives clear of equipment, tools, and machinery.
b. If during the execution of this Contract it becomes necessary to obstruct any street, make necessary arrangements with the Contracting Officer's Representative - and the Security Police - at least 48 hours in advance.
Keep streets and walks clear of mud and debris caused by construction operations.
Provide all drive and sidewalk barriers required and necessary, complete with lights for night use.
Provide temporary weathertight closures of openings in exterior surfaces to prevent entry of unauthorized persons. Coordinate with Security Police.
Erect and maintain temporary dustproof partitions as required to prevent spread of dust, fumes, and smoke to other parts of the building. At completion of the Work, remove partitions and repair damaged surfaces to match adjacent surfaces.
Provide adequate sanitary toilet facilities for all workers employed on the Project. Maintain toilet facilities used by construction employees in a clean and sanitary condition and furnish necessary supplies.
Only store materials within the area of the Contract Limits. Do not store materials in a manner creating a nuisance or a fire or traffic hazard.
Store flammable and combustible materials separately. Inside storage will not be available to the Contractor.
The Contractor shall ensure that all materials and equipment are protected prior to installation and until final acceptance. Storage shall be dry, clean, and safe. Materials or equipment that become damaged, deteriorated, rusted, or defaced due to improper storage shall be fully repaired, refinished, or replaced as directed by the Contracting Officer. Materials or equipment lost through theft or mishandling shall be replaced by the Contractor without additional cost to the Government.
Temporary Fire Protection: Observe all provisions of the Government safety regulations relative to fire prevention throughout the construction period. Ensure that applicable permits are visible and kept current.
Provide temporary safety equipment in accordance with the requirements of the Government's safety regulations.

Utilities:
a. Notwithstanding the provisions of other clauses of the Contract, water, gas, electricity, and the like, essential only to the contractor's field trailer will be made available at no cost to the Contractor from existing systems, outlets, and supplies.
b. Tying into Electrical Utilities: For this entire Project, tie-ins within Government-owned components will be at no cost to the Contractor.
c. Any arrangements with the utility company - or any fees involved in tying into the distribution system owned by the utility company - are the responsibility of the Contractor. The Government will not be held responsible for interruption of utility service and will not be liable for the Contractor's delays, damages, or increased costs occasioned by such an interruption of service.
d. Temporary connections or lines shall be installed, maintained, and removed by the Contractor at no additional expense to the Government and in a manner acceptable to the Contracting Officer.
e. No water may be obtained from the fire hydrants on the Base without permission from both the Contracting Officer and the Base Fire Department.
Temporary water lines connected by the Contractor to hydrants on the Base shall be equipped with reduced pressure backflow preventers.
1.12 PROJECT CLOSE-OUT
When the Contractor determines that the Work is complete, submit to the Contracting Officer a request (in writing) for final inspection in accordance with the terms of the Contract.
1.13 CLEANING
Conduct cleaning and disposal operations to comply with Federal, State EPA, and local land, air, and water laws.
Be responsible for seeing that the Site is kept clean at all times and that a daily cleaning is conducted. Storage shall only take place in designated areas.
Unless noted otherwise, all materials removed as a result of the Contractor's operations under the Contract shall become the property of the Contractor and shall be properly disposed of, reused, or recycled -away from the Base - at the expense of the Contractor.
Be responsible for final cleaning. See that the building and the Site are in a clean condition when they are turned over to the Government.
At completion of the Work, the Contractor shall remove the Contractor's remaining tools, scaffolding, and surplus materials from the Site.
Prior to any demolition/excavation, submit a waste disposal plan for the recycling and disposal of construction waste materials and demolition debris resulting from the Work of this Contract, including:

a. A description of the waste materials and debris to be reused or recycled.
b. The proposed method of collection and transport.
c. The location of proposed disposal and recycling facilities.
d. The name, address, and telephone number for each facility and transporter.
If, for any applicable materials listed in Paragraph H below, recycling facilities are not available within a 100-mile radius of the Base, state that in the plan.
Provide all containers required to collect solid wastes collected during the performance of the Contract. At no time shall the Contractor use dumpsters or other waste receptacle maintained by the Base for the disposal of any solid wastes. Small quantities of recyclable materials, such as cardboard, metals, and wood pallets, may be placed in the recycling containers maintained by the Base. Coordinate this exception with the Base Environmental Engineer's Office.
a. The dumpsters maintained by the Base are periodically checked. If it is determined that the Contractor has placed construction and/or demolition debris (other than the recyclable materials listed above) -or any other waste - in a dumpster or other solid-waste collection unit maintained by the Base, the Contractor will immediately remove said waste and dispose of it - or recycle it - properly, away from the Base.
b. If any waste is dumped in an unauthorized area, immediately remove the material and restore the area to its pre-existing condition.
Track the amount of construction/demolition debris and other solid waste that is disposed of under this Contract. It is preferred that the waste be tracked by weight - but tracking the waste by volume (that is, cubic yards) will also be accepted. Submit the amount of waste disposed of - and all associated weight tickets - to the Contracting Officer monthly using AF Form 3000.
Transport as much of the recyclable construction waste materials and demolition debris as practicable to a valid recycling facility. The recyclable materials can include:
a. Cardboard.
b. Rubble (asphalt and concrete).
c. Recycled cementitious materials (in concrete mix).
d. Brick.
e. Metals.
f. Wood.
g. Plastic.
h. Insulation.

i. Roofing.
j. Glass.
k. Acoustical ceiling panels.
l. Carpet.
m. Polyvinyl chloride piping.
n. R-22 refrigerant.
o. Ballasts.
p. Other materials applicable to the Project that can be reused or recycled.
Submit the amount of materials recycled - and all associated weight tickets - to the Contracting Officer monthly using AF Form 3000.
1.14 RECORD DOCUMENTS
Maintain at the Site one copy of the Drawings with redline changes.
At completion of the Work, deliver Record Documents to the Contracting Officer.
a. Be responsible for the preparation and furnishing of marked-up Contract Drawings including all of the Work of this Contract. Record, using colored pencil, in a neat, workmanlike manner, all cases where actual field construction differs from the Work as indicated by the Contract Documents - as well as changes in location and in elevation.
Dimension concealed work and utility locations.
b. These marked-up Contract Drawings will not be acceptable as Shop Drawings.
c. Maintain these marked-up Contract Drawings at the Site as an up-to-date set of Contract Drawings. At completion of the Work, turn this set of marked-up Contract Drawings over to the Contracting Officer for the updating of Record Drawings.
At completion of the Work, furnish four copies of a manual of information describing the products used for the Contract.
a. This manual shall serve as a reference to the products for potential maintenance and repair purposes.
b. This manual shall not supersede requirements for manuals or other information as may be stated in the submittal list and other sections of this Contract.
c. As applicable to the Contract:
This manual shall cover products such as:
(1) Concrete.

(2) Unit masonry.
(3) Interior woodwork.
(4) Steel studs.
(5) Insulation.
(6) Roofing.
(7) Metal wall panels.
(8) Sealants.
(9) Door and door frames.
(10) Gypsum board.
(11) Door hardware.
(12) Ceramic tile.
(13) Paint.
Note: Do not turn containers of paint over to the Government.
(14) Toilet accessories.
(15) Plumbing fixtures.
(16) HVAC equipment.
(17) Lighting components.
(18) Fire detection equipment.
(19) Similar products.
This manual shall present product information such as:
(1) Catalog cut sheets.
(2) Manufacturer's names.
(3) Brand names.
(4) Model/serial/part numbers or product types.
(5) Color names/codes and the like.
(6) Room number and/or location where the product was used.
d. Furnish each copy of this manual in a three-ring binder from which material can readily be removed and replaced. Clearly label the exterior spine and front cover of each binder indicating:
(1) The Contract number.
(2) The Project number.

(3) The Project title.
(4) The submittal number.
(5) The contents of the binder.
1.15 PHOTOGRAPHY PERMIT
Prior to taking any photographs or video recordings - either for internal record or as required by the terms of the Contract - prepare a request for a photography permit, in letter format, and submit it to the Contracting Officer using AF Form 3000. The request shall indicate:
a. The Contract number.
b. The term of the Contract.
c. The locations or the Site(s) to be photographed.
d. The Proposed dates and times to be accomplished.
e. Reason for photography complete with justification.
f. Whether the Contractor intends to take photographs and/or video recordings.
Provide a copy of any and all photographs and/or video recordings to the Government within ten calendar days of being taken, using AF Form 3000.
a. Still images shall be digital and submitted in compact disc (CD) format.
b. Video recordings shall be provided in either of the following formats:
(1) Digital Versatile Disc (DVD).
(2) Video Home System (VHS).
c. Clearly label the CD, DVD, or the videocassette and the videocassette case indicating:
(1) The Contract number.
(2) The Project number.
(3) The Project title.
(4) The date taken.

PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" classification.
Submittals not having a "G" classification are for information only.
When used, a code following the "G" classification identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes selected interior renovations to Hangar 302. Selective demolition of interior construction, patching/replacement, and new construction including but not limited to: New male and female locker rooms, new break room. Renovations of existing Paint Shop rooms and relocation/replacement of existing paint shop equipment.
1.2.2 Location
The work is located at the Hangar B302, Youngstown, OH, Air Force Reserve Base, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.3 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.

1.5 LOCATION OF UNDERGROUND UTILITIES
Obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities.
Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.
Identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the groundr paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.5.1 Notification Prior to Excavation

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any Activity roads, railroads, or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear appropriate personal protective equipment (PPE) in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.3.2 Working Hours
Regular working hours will consist of an 8 1/2 hour hour period established by the Contracting Officer, between 7 a.m. and 3:30 p.m., Monday through Friday through and 7 a.m. to 3:30 p.m. on Saturday p.m. on Saturday, excluding Government holidays.
1.3.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.3.4 Exclusionary Period
No work may be performed during the period 3:30 p.m. to 7:00 a.m., inclusive, without prior written approval of the Contracting Officer.
This period has not been considered in computing the time allowed for the performance of this contract.
1.3.5 Occupied Building
The Contractor shall be working in an existing building which isoccupied.
Do not enter the building without prior approval of the Contracting Officer.
The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Provide dust covers or protective enclosures to protect existing work that remains, and Government material located in the building during the construction period.
The Government will remove and relocate other Government property in the areas of the building scheduled to receive work.
1.3.6 Utility Cutovers and Interruptions
a. Make utility cutovers and interruptions after normal working hours or on Saturdays, Sundays, and Government holidays. Conform to procedures required in paragraph WORK OUTSIDE REGULAR HOURS.
b. Ensure that new utility lines are complete, except for the connection, before interrupting existing service.
c. Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating, fire alarm, compressed air are considered utility cutovers pursuant to the paragraph WORK OUTSIDE REGULAR HOURS. Such interruptions are further limited to 6 hours. This time limit includes time for deactivation and reactivation.

d. Operation of Station Utilities: The Contractor must not operate nor disturb the setting of control devices in the station utilities system, including water, sewer, electrical, and steam services. The Government will operate the control devices as required for normal conduct of the work. The Contractor must notify the Contracting Officer giving reasonable advance notice when such operation is required.

1.3 COLOR BOARDS FOR AIR FORCE PROJECTS
Submit five sets of color boards within 90 calendar days after Contract Award. Each set of boards must include samples of colors and finishes of interior surfaces, such as walls, floors, and ceilings. Present the samples on 8 by 10-1/2 inches boards (modules) with a maximum spread of 24 by 31-1/2 inches for foldouts. Design modules to fit in a standard loose-leaf, three-ring binder. Where special finishes such as architectural concrete, carpet, or prefinished textured metal panels are required, submit samples not less than 12 inches square with the board.
If more space is needed, more than one board per set may be submitted.
Certify that the color samples have been reviewed in detail, and that the color samples are in strict accordance with contract drawings and specifications, except as may be otherwise explicitly stated. Submittal of color samples does not relieve the Contractor of the responsibility to submit samples required elsewhere herein.
1.4 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch

1.5 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start of construction operations. Provide monthly, and within one month of the completion of work, digital photographs, 1600x1200x24 bit true color minimum resolution in JPEG file format showing the sequence and progress of work. Take a minimum of 20 digital photographs each week throughout the entire project from a minimum of ten different viewpoints selected by the Contractor unless otherwise directed by the Contracting Officer. Submit with the monthly invoice two sets of digital photographs, each set on a separate compact disc (CD) or data versatile disc (DVD), cumulative of all photos to date. Indicate photographs demonstrating environmental procedures.
Provide photographs for each month in a separate monthly directory and name each file to indicate its location on the view location sketch. Also provide the view location sketch on the CD or DVD as a digital file.
Include a date designator in file names. Photographs provided are for unrestricted use by the Government.
1.6 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 Liability, during the entire period of performance under this contract. Provide other insurance coverage as required by State of Ohio law.
1.7 SUPERVISION
1.7.1 Superintendent Qualifications
Provide project superintendent with a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
For projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.
1.7.2 Minimum Communication Requirements
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of Contract work.In addition, if a Quality Control (QC) representative is required on the Contract, then that individual must also have fluent English communication skills.
1.7.3 Duties
The project superintendent is primarily responsible for managing
SECTION 01 30 00 Page 2 of 6 subcontractors and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend Red Zone meetings, partnering meetings, and quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.
1.7.4 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to ensure timely completion.
Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.
1.8 PRECONSTRUCTION
, prior to commencing any work at the site, coordinate with the Contracting Officer a time and place to meet for the Preconstruction .
The must take place within 35 calendar days after award of the contract, but prior to commencement of any work at the site. The purpose of this is to discuss and develop a mutual understanding of the administrative requirements of the Contract including but not limited to: daily reporting, invoicing, value engineering, safety, base-access, outage requests, hot work permits, schedule requirements, quality control, schedule of prices or earned value report, shop drawings, submittals, cybersecurity, prosecution of the work, government acceptance, final inspections and contract close-out. Contractor must present and discuss their basic approach to scheduling the construction work and any required phasing.
1.8.1 Attendees
Contractor attendees must include the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), Quality Control Manager and major subcontractors.
1.9 FACILITY TURNOVER PLANNING MEETINGS (Red Zone Meetings)
Meet with the Government to identify strategies to ensure the project is carried to expeditious closure and turnover to the Client. Start planning the turnover process at the Pre-Construction Conference meeting with a discussion of the Red Zone process and convene at regularly scheduled NRZ Meetings beginning at approximately 75 percent of project completion.
Include the following in the facility Turnover effort:
1.9.1 Red Zone Checklist
a. Contracting Officer's Technical Representative (COTR) will provide the Contractor a copy of the Red Zone Checklist template.
b. Prior to 75 percent completion, modify the Red Zone Checklist template by adding or deleting critical activities applicable to the project and assign planned completion dates for each activity. Submit the modified Red Zone Checklist to the Contracting Officer. The Contracting Officer may request additional activities be added to the

Red Zone Checklist at any time as necessary.
1.9.2 Meetings
a. Conduct regular Red Zone Meetings beginning at approximately 75 percent project completion, or three to six months prior to Beneficial Occupancy Date (BOD), whichever comes first.
b. The Contracting Officer will establish the frequency of the meetings, which is expected to increase as the project completion draws nearer.
At the beginning, Red Zone meetings may be every two weeks then increase to weekly towards the final month of the project.
c. Using the Red Zone Checklist as a Plan of Action and Milestones (POAM) and basis for discussion, review upcoming critical activities and strategies to ensure work is completed on time.
d. During the Red Zone Meetings discuss with the COTR any upcoming activities that require Government involvement.
e. Maintain the Red Zone Checklist by documenting the actual completion dates as work is completed and update the Red Zone Checklist with revised planned completion dates as necessary to match progress.
Distribute copies of the current Red Zone Checklist to attendees at each Red Zone Meeting.
1.10 WAIVER FOR WORKER'S COMPENSATION
In addition to FAR 52.228-4 Workers' Compensation and War-Hazard Insurance Overseas, the Secretary of Labor has granted a waiver. The waiver does not apply to employees who are hired in the United States, or who are residents, or citizens of the United States.
1.11 PARTNERING
Contractor shall host the partnering session within 45 calendar days of contract award. To most effectively accomplish this Contract, the Contractor and Government must form a cohesive partnership with the common goal of drawing on the strength of each organization in an effort to achieve a successful project without safety mishaps, conforming to the Contract, within budget and on schedule. The partnering team must consist of personnel from both the Government and Contractor including project level and corporate level leadership positions. Key Personnel from the supported command, end user, NAVFAC, PWD, FEAD/ROICC, Contractor, key subcontractors and the Designer of Record are required to participate in the Partnering process.
1.11.1 Facilitated (Formal) Partnering
a. Within 35 calendar days after award and prior to the start of work, host a Formal Partnering session with key personnel from the project team including both Contractor and Government personnel. All costs associated with the Partnering session including the third-party independent Facilitator Consultant, meeting room and other incidental items are the responsibility of the Contractor.
b. Before the Facilitated (Formal) Partnering session, coordinate with the Facilitator all requirements for incidental items (such as audio-visual equipment, easels, flipchart paper, colored markers, note
SECTION 01 30 00 Page 4 of 6 pads, pens/pencils, colored flash cards) and have these items available at the Partnering session. Provide copies of any documents required for distribution to all attendees. Participants will bear their own costs for meals, lodging and transportation associated with Partnering .
c. The Initial Partnering Session must be a duration of one day and be held at a location off base as agreed to by the Contracting Officer.
Partnering session may take place concurrently with the Meeting.
d. Facilitator must be experienced in conducting corporate Partnering sessions and must be a third-party independent facilitating consultant
- not an employee of the Contractor. The Facilitator is responsible for leading all aspects of the Partnering session necessary to achieve the Partnering goal.
e. An outcome of the Partnering session must be an escalation matrix agreed upon by both the Government and Contractor, which identifies key Government and Contractor decision makers by name and anticipated decision durations.
f. Host follow-on Partnering Sessions at three- to six-month intervals or more frequently if needed and lasting generally a half day or less.
Attendees need only be those required to resolve current issues. The same Facilitator used in the Initial Partnering session must lead the follow-on sessions unless an alternative is permitted by the Contractor Officer. All costs associated with follow-on Partnering sessions are the responsibility of the Contractor.
1.11.2 Team-Led (Informal) Partnering
a. The Contracting Officer will coordinate the initial Team-Led (Informal) Partnering Session with key personnel of the project team, including Contractor and Government personnel. The Partnering Session will be co-led by the Government Construction Manager and Contractor's Project Manager.
b. The Initial Team-led Partnering session may be held concurrently with the meeting. Partnering sessions will be held at a location mutually agreed to by the Contracting Officer and the Contractor, typically at a conference room on-base or at the Contractor's temporary trailer.
c. The Initial Team-Led Partnering Session will be conducted and facilitated using electronic media (a video and accompanying forms) provided by Contracting Officer.
d. The Partners will determine the frequency of the follow-on sessions.
e. Participants will bear their own costs for meals, lodging and transportation associated with Partnering.
1.12 MOBILIZATION
Contractor shall mobilize to the jobsite within 60 calendar days of contract award. Mobilize is defined as having equipment AND having a physical presence of at least one person from the contractor's team on the jobsite.

1.3 PROJECT SCHEDULER QUALIFICATIONS
Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports. The authorized representative must have a minimum of 2-years experience scheduling construction projects similar in size and nature to this project with scheduling software that meets the requirements of this specification. Representative must have a comprehensive knowledge of CPM scheduling principles and application.

2.1 SOFTWARE
The scheduling software utilized to produce and update the schedules required herein must be capable of meeting all requirements of this specification.
2.1.1 Government Default Software
The Government intends to use Primavera P6.
2.1.2 Contractor Software
Scheduling software used by the contractor must be commercially available from the software vendor for purchase with vendor software support agreements available. The software routine used to create the required sdef file must be created and supported by the software manufacturer.
2.1.2.1 Primavera
If Primavera P6 is selected for use, provide the "xer" export file in a version of P6 importable by the Government system.
2.1.2.2 Other Than Primavera
If the contractor chooses software other than Primavera P6, that is compliant with this specification, provide for the Government's use two licenses, two computers, and training for two Government employees in the use of the software. These computers will be stand-alone and not connected to Government network. Computers and licenses will be returned at project completion.
PART 3 EXECUTION
3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15 Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.
Prepare each Project Schedule using the Precedence Diagram Method (PDM).
