Questions & Answers

Solicitation#: FA6656-11-B-0003

Maintain/Renovate Medical/Surgical Squadron, B217 Youngstown ARS, OH

10 June 2011

1. Please indicate specific areas of the building (including entrances/exits, corridors, restrooms, etc.) that will need to be occupied on a regular monthly basis during the construction period and advise which week of the month will be affected and whether any weekend occupancy will be required.

Answer: There is a preferred phasing plan for the building for the contractor (see Phasing Plan attachment for illustrations). The areas in pink (number 4) have to be open during each UTA for their designated use. Therefore the contractor will have roughly 30 days to get those spaces ready for use after construction is started in that area assuming construction is started immediately after any given UTA weekend. Room 140 in Area 1 must be completed before Area 2 can be started as equipment from Area 2 will be moved to that room and will be expected to be ready for use upon movement of that equipment. Work in Room 132 and Room 131 may be accomplished during the timeframe that Area 4 (Pink area) is under construction or during the timeframe that Area 2 is under construction (Green area) depending on the Contractors preference. However, there are no changes to the phasing plan, but be advise it will be subject to change due to mission requirements.

2. Please advise if the Ohio Bureau of Worker’s Compensation (BWC) Drug Free Safety Program (DFSP) [formerly known as Drug-Free Workplace Program] meets the requirements of 252.223-7004, Drug-Free Work Force.

Answer: It is the Contractor responsibility to determine if the Ohio Bureau of Worker’s Compensation meets the requirements of DFARS 252.223-7004, Drug-Free Work Force.

3. Will the flashing of the new metal roof into the existing metal roof system impact a warranty on the existing roof? If so, please provide contact information for the roofing manufacturer and any warranty information to allow us to make provisions to meet warranty requirements.

Answer: Yes. The contractor will need an installer/the roofing contractor to make a connection, so it will maintain the roofing warranty. This is the requirement of the roofing warranty. The contact information is: Firestone Building Products Company, 250 West 96th St., Indianapolis, IN 46260, Phone: 1-800-428-4442 or 1-317-575-7000, website: www.firestonebpco.com.

4. Who will be responsible for corrective action if the existing floor slabs do not meet the moisture and/or alkalinity and/or adhesion testing required by resilient flooring manufacturers?

Answer: The contractor is responsible for installing and warranting the new flooring. They will have to take whatever corrective action is necessary to install the floor according to the flooring manufacturer's specifications.
