About this file

This document is a Request for Information (RFI) from the Department of the Air Force, Air Force Reserve Command, regarding a 100-ton chiller rental for Building 180. The RFI contains questions and answers from potential offerors dated June 16-17, 2026, and clarifies technical specifications and site conditions for the temporary chiller system.

Technical Requirements and Specifications: The temporary chiller must be a 100-ton air-cooled unit operating at 480V-3PH electrical service. Noise levels should be approximately 70-90 dbA at 30 feet, with no specific footprint constraints. Water connections are 4-inch flanged type connections that are pre-installed and ready for plug-and-play connection. Pipe blinds are already installed on the existing chiller loop, eliminating the need for contractors to install connection points. The required cable and hose runs are between 25-50 feet. The chiller may be either trailer-mounted or skid-mounted. Scope of Work Clarification: This is a new contract with no incumbent contractor. The government will be responsible for connecting electrical power to the temporary chiller in accordance with scope sections 3.1.4 and 3.1.5, with breaker replacement and other electrical modifications explicitly excluded from the contractor's scope. The contractor is responsible for turning on the chiller and ensuring it operates properly once power is established. Photos of existing chilled water connection points and the electrical switch panel where connections will be made have been provided to assist potential offerors in accurate pricing and proposal development.

DEPARTMENT OF THE AIR FORCE

AIR FORCE RESERVE COMMAND

RFI B180 100-TON CHILLER RENTAL: QUESTIONS FROM POTENTIAL OFFERS

Rev. 2

Date: 17 Jun 2026:

Q12: Beyond the 100-ton air-cooled requirement, are there any other specific footprint, noise level, or power (voltage/phase) constraints at Building 180 that could affect which chiller model meets your technical requirements for the LPTA evaluation

A12: Electrical is 480V-3PH reference answer A3. The noise level should be around 70-90 dbA at 30ft. We have no concern regarding footprint

Rev. 1

Date: 17 Jun 2026:

Q11: Is this a brand-new contract OR if there is (was) an incumbent performing these services?

If not brand new, could you please provide the current/previous contract number?

A11: This is a new contract.

Date: 16 Jun 2026:

Q1: For the mechanical scope, the contractor will need clear photos of the existing chilled-water connection points / wet taps, if currently installed. If the wet taps are not currently in place, the installation of those connections may need to be included in the contractor’s scope of work, so confirmation is needed for accurate pricing.

A1: See pictures of existing chilled water connections

Q2: Additionally, please provide a clear photo of the data plate from the existing chiller system.

A2: Data plate not found on existing chiller. The temporary chiller should be 100-ton at 480V-

3PH.

Q3: For the electrical scope, the contractor will need clear photos of the electrical panel serving the existing chiller, including the panel data plate and an interior view showing the lugs. These photos will help confirm whether the existing breaker is adequately sized for the temporary chiller or whether a breaker replacement or other electrical modification may be required.

A3: Breaker panel was not accessible. Attached is a photo of the switch panel where the connection will be. The temporary chiller should be 100-ton at 480V-3PH. Breaker replacement or other electrical modifications are not in the scope. IAW the scope section 3.1.4 and 3.1.5, the government will connect the power to the temporary chiller. Contractor is responsible to turn on and make sure it is working properly once the power has been established.

Q4: From a mechanical standpoint, we will need clear photos of the existing wet taps, if they are already installed. If they are not in place, their installation will need to be included in the project scope. Additionally, please provide a photo of the data plate from the existing chiller system.

A4: Please see A1 and photo from A1

Q5: From an electrical perspective, please provide photos of the electrical panel, including the data plate and an interior view showing the lugs. This will help us determine whether the existing breaker is properly sized or if a replacement will be necessary.

A5: Please see A3 and photo included

Q6: What is the size of the water connection?

A6: 4”

Q7: Are they cam lock or flanged type connections?

A7: Flanged Type

Q8: Are pipe blinds already installed or will the contractor have to install connection points on the existing chiller loop?

A8: Already installed – it is plug/play

Q9: Do they want the chiller trailer mounted or skid mounted?

A9: Does not matter

Q10: What is the length of cable and hose runs needed?

A10: Between 25-50’ run needed
