About this file
This document is a Question and Answer (Q&A) response for a federal contracting solicitation regarding oil-water separator cleaning and inspection services. The Government has clarified that the prime contractor (Catalyst) may subcontract substantial portions of specialized fieldwork including pumping, cleaning, inspection, and waste disposal with no specific self-performance requirements or subcontracting limitations. The solicitation includes Contract Line Items (CLINs) 0002 and 0003, with CLIN 0002 covering nonhazardous waste disposal and CLIN 0003 (optional) for hazardous waste disposal if discovered during work. Two 10,000-gallon oil-water separators located in Buildings 602 and 606 at a jet fuel facility require servicing, with approximately 12 inches of sludge in each tank based on the last cleaning in 2018; no historical waste characterization data or analytical reports are available. The Government will make award decisions based on best value considering price, technical approach, and past performance, with past performance evaluation based on the prime contractor rather than subcontractors, though disposal permits must be provided by those performing the work.
The solicitation is set aside for small businesses under RFO 19.104-1(a)(1)(2) based on reasonable expectations of obtaining quotes from two or more responsible small business concerns and will not be opened to unrestricted competition. Work must be performed Monday through Friday, 0600–1630, on consecutive days at both locations with single or successive mobilizations. The Entry Access List deadline is November 2, 2026, at 1500 PM, and the CMMC Level 1 self-assessment must be completed before award. Disposal CLINs should be priced as fixed lump sums, and CLIN 0003 should be priced as an optional, separately priced line item using measurable unit prices with estimated quantities or a not-to-exceed amount. All contractors must comply with HAZWOPER training/certification under 29 CFR 1910.120, obtain confined-space entry permits, and follow all waste-handling regulations; on-site water will be provided, hose distance from water source is approximately 300 feet, and the access-port dimension is 24 inches.
