About this file
This is a Performance Work Statement (PWS) for cleaning, inspection, and hazardous waste removal services for two 10,000-gallon Oil/Water Separators located at the Minneapolis-St. Paul Air Reserve Base POL facility. The contractor must complete all work within 60 calendar days of contract award, operating Monday through Friday between 0600 and 1630 hours, excluding Federal holidays. The contractor is responsible for providing all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform the complete service, which includes pre-cleaning sampling and testing, pumping and evacuation of contents, interior washing and cleaning, comprehensive system inspection, and system restoration with water refill. The work must comply with OSHA regulations (29 CFR 1910, 1910.120 HAZWOPER, 1910.146), EPA standards (40 CFR Parts 110, 112, 260-282, and 279), DOT hazardous materials regulations (49 CFR 171-180), Air Force manuals (DAFMAN 32-7002 and DAFI 91-203), and Minnesota Rules Chapter 7045. The facility operates as a Small Quantity Generator (SQG) and all waste management must comply with applicable SQG environmental standards.
The contractor must perform pre-cleaning testing to determine if OWS contents are hazardous; if hazardous materials are detected, work must cease immediately and the Contracting Officer's Representative and installation environmental office must be notified. If contents are confirmed non-hazardous, the contractor shall pump and completely drain both separators, capturing all secondary wash water for proper containerized management and disposal at an approved off-base facility. All waste must be transported by certified hazardous waste transporters to fully permitted RCRA Treatment, Storage, and Disposal Facilities. The contractor shall prepare EPA Uniform Hazardous Waste Manifests using the base's SQG EPA ID number but shall not sign manifests—only a COR with active manifest-signing certification may sign. Deliverables include a detailed Service and API 421 Inspection Report documenting OWS condition and inspection findings, and initial signed Uniform Hazardous Waste Manifests upon base departure with final TSDF-signed return-to-generator manifests submitted to the base environmental office within the required timeframe for SQGs. All contractor personnel handling hazardous waste must have completed HAZWOPER training and appropriate hazardous waste training per 40 CFR Part 262 Subpart A prior to work execution. The Government will provide access to an on-site water source at no cost for refilling separators; the contractor is responsible for providing all necessary hoses, fittings, and conveyances. Strict discharge prohibitions apply—no OWS residue, wash water, or industrial waste may be discharged to the environment, sanitary sewer, or stormwater systems without explicit written approval from the Installation Environmental Office.

2.1 Spills
Spill protection is required by the contractor. The contractor shall carry spill supplies such as absorbent material capable of emergency cleanup of spills or drips. In the event of a spill, the contractor shall notify the Contracting Officer’s Representative (COR) as soon as it is safe to do so.
3.0 Specific Tasks and Performance Requirements
3.1 Pre-Cleaning Sampling and Testing
Prior to any cleaning and pumping operations, the contractor shall perform appropriate tests of the OWS contents (including floating materials, liquids, and sludge) to determine if the materials meet the criteria for hazardous waste.
• Hazardous Contingency: If tests indicate the presence of hazardous materials, the contractor shall immediately terminate servicing and contact the COR and the installation environmental office. The environmental office will determine the subsequent requirements for the disposal of hazardous contents.
3.2 Pumping, Evacuation, and Packaging
If the contents are confirmed as non-hazardous, the contractor shall proceed with the cleaning operations. The contractor shall pump all oil, oil residue, sludge, and other waste from both 10,000-gallon separators, draining them completely.
• Discharge Prohibition: In accordance with DAFMAN 32-7002 and related local supplements, the contractor shall not discharge any OWS residue, wash water, or industrial waste to the environment, sanitary sewer, or stormwater sewer systems under any circumstances without explicit written approval from the Installation Environmental Office.
• Waste Disposal: The contractor shall be responsible for the safe transport and legal disposal of all waste. Disposal must occur at an approved off-base facility in accordance with environmental regulations.
3.3 Cleaning Procedures
The contractor shall thoroughly wash and clean the interior of the separators. Any reusable coalescing media or internal filters must be carefully removed, cleaned, and fully dried before reinstallation. All secondary wash water generated during this process must be captured, containerized, and managed in accordance with Section 3.2.
While the separators are empty and clean, the contractor shall conduct a comprehensive inspection of the structural integrity and functionality of all system components.
The contractor shall provide a detailed report of the items inspected.
3.4 System Restoration
Following the washing and inspection phase, the contractor shall refill the separators with clear water to re-establish the proper operational seal, ensuring no residue is flushed into the discharge line during restart. The Government will provide access to an on-site water source at no cost to the Contractor for the purpose of refilling the OWS units after cleaning. The Contractor shall be responsible for providing all necessary hoses, fittings, and conveyances to transport water from the source to the OWS.
3.4 Non-Hazardous and Hazardous Waste Tracking and Disposal (DAFMAN 32-7002 Compliance)
If the waste material is hazardous, the contractor shall utilize a certified hazardous waste transporter to safely remove the containerized waste from the installation.
• Tracking/Manifesting: The contractor must prepare the EPA Uniform Hazardous Waste Manifest utilizing the base's SQG EPA ID number. In no event shall the contractor sign the manifest. Only a COR with active manifest-signing certification shall sign the manifest.
Disposal: The waste must be transported to a fully permitted Resource Conservation and Recovery Act (RCRA) Treatment, Storage, and Disposal Facility
(TSDF).
4.0 Deliverables
• 4.1 Service and API 421 Inspection Report: The contractor shall provide a written report to the Contracting Officer Representative (COR) detailing the inspection findings, the condition of the OWS units.
• 4.2 Hazardous Waste Manifests & Tracking Documents: The contractor must submit the initial signed Uniform Hazardous Waste Manifests upon departure from the base and provide the final TSDF-signed return-to-generator manifests to the base environmental office within the required timeframe for SQGs. Additionally, any waste tracking documents related to non-hazardous waste shall be submitted to the COR.
