About this file

This is a Questions and Answers document for RFQ FA6633-26-Q-0002, which addresses clarifications for the B777 Repair Gym Floor & Aerobics Room project at the Minneapolis Air Reserve Station in Minneapolis, Minnesota.

The project requires contractors to provide all professional services, permits, supervision, labor, materials, and equipment necessary to repair and refinish the gymnasium floor and aerobics room. Key scope clarifications include: flooring work underneath bleachers must be completed; the project involves screen-and-seal finishing (not full sand-down) of wood flooring on both rooms; existing basketball court lines will be preserved while new orange lines for the 20-meter High Aerobics Master Run (HAMR) and white pickleball markings will be painted; the existing center logo requires only light buffing without repainting; and the rubber baseboard must be removed and reinstalled on both units. The finish must be oil-based with a glossy finish to match existing patchwork under the east basket. Game line painting requires oil-based materials. Contractors must carefully remove BSN Floor Marking Tape #FTAP26 used for temporary pickleball markings without damaging the underlying finish. The total project area for bidding purposes is 10,667 square feet, comprising the basketball court (9,626 SF) and cardio/aerobics room (1,041 SF). Secondary game lines must not interfere with primary basketball court boundaries. No response dates, award dates, or pricing terms are specified in this clarification document.

Questions and Answers for RFQ FA6633-26-Q-0002 B777 Repair Gym Floor & Aerobics Room

Contractor shall provide all professional services, permits, supervision, labor, materials, and equipment necessary to fully meet all requirements of the Statement of Work, Construction Specifications, Construction Drawings and all other Contract Documents related to and/or titled: “B777 Repair Gym Floor & Aerobics Room” at the Minneapolis Air Reserve Station, Minneapolis Minnesota. The tasks performed shall be based on the project description, other data furnished in the Statement of Work (SOW), and information covered during the Pre-Construction (Pre-CON) meeting. The scope of this project includes the Repair of B777 Gym Floor & Aerobics Room.

1. Should the refinishing work include the areas underneath the bleachers? Answer: The flooring under the bleachers needs to be also worked on. The BCE structure shop just looked at the portion of the floor in question, on 4/8/2026, and recommended working on it as indicated on the drawings. CE Structures Shop will take care of the move.

2. Are new or existing game lines required for the side basketball hoops, and if so, should they be repainted as part of this project? The SoW indicates light sand or buffing the topcoat and recoat. Answer: The existing lines won’t be affected. New lines will be painted where orange (for the 20-meter High Aerobics Master Run (HAMR)), and white color for pickleball markings are taped on. These are also indicated in the drawings. See sheets A-4 and A-6 for pickleball and 20-meter HAMR markings. Also, A-5 has the new 4’ marking to be added in the Aerobics room.

3. The scope mentions maintaining the existing center logo; however, due to the sanding and refinishing process, preserving the logo without impact may be difficult. Should the contractor plan to fully refinish and repaint the center logo as part of the scope? Answer: This is only a light sand or buff the topcoat for clear recoating job.

4. Scope of Work (Buff vs. Full Sand): There is a discrepancy between the project documents. The drawings suggest a "buff and recoat" (removing only the luster for a bonding base) to preserve existing lines, while the written specifications (Section 1.1.2.3) describe a full "three-cut" sand-down to bare wood. Because these floors are already finished, a "sealer" coat is only necessary if we sand to bare wood. Please confirm if the intent is a full sand-and-seal or a screen-and-recoat. Answer: The intent of this project is to screen-and-seal the wood flooring on both rooms.

5. Material Specifications: Does the facility require oil-based or latex paint for the game lines?

Additionally, should we bid for an oil-based or water-based finish? Answer: This is an oil-based finish coat. Use glossy finish to match the gloss finish where the flooring patch work occurred under the east basket.

6. Pickleball Tape Removal: We noted that there is currently temporary tape used for the pickleball court lines. Could you identify the type of tape used? We want to ensure we are prepared to remove it carefully without damaging the underlying finish or causing delamination during our preparation phase. Answer:

The tape used for the temporary markings is a BSN Floor Marking Tape #FTAP26.

7. Total Square Footage: The specification lists approximately 9,475 sq. ft. however, our field measurements show the net area for the Basketball court is 9,830 sq. ft. Additionally, the Aerobics room—which is mentioned in the work scope but lacks a defined square footage—measures at 1,164 sq.

ft. by our take-off. Could you please confirm that both units are included in the project and that our total calculated area of 10,994 sq. ft. is the correct basis for the bid? Answer: Per 2020 AFRC FOCUS Study, the Basketball Court area is 9,626 SF and the Cardio (Aerobics) Room is 1041 SF. The total for both is 10,667 SF. Therefore, the basis of the bid still 10,667 SF. See attached sheet for measurements.

8. Baseboard Requirements: The specifications for the Aerobics Room require the removal and reinstallation of the base, while the main court instructions state to cover and protect the base in place.

Please confirm if this difference is intentional. Answer: The intention was to remove and reinstall the rubber base on both units.

9. Game Line Integrity: We understand that no secondary game lines (Pickleball, Volleyball, or HAMR) are to interfere with the primary basketball court boundaries at any time. Answer: Concur. The pickleball line was requested by the Fitness Program director and the HAMR lines by the Exercise Physiologist.
