COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL PRODUCTS/SERVICES

Description This is a combined synopsis/solicitation for a firm Fixed Price contract for commercial products/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,”. This acquisition is also in accordance with subpart 6.302-1 (c) “Only one responsible source and no other supplies or services will satisfy agency requirements” and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.
This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-07, Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20250117, and Department of the Air Force Acquisition Regulation Supplement (DAFFARS) 20241016.
The requirement for NAICS Code 333415 size standard: 1,250 employees. All contractors must be registered in the System for Award Management (SAM) (http://www.sam.gov) database to be eligible to receive award and have completed the “On-line Representations and Certifications” within that registration.
The Offeror must be an authorized, qualified, and certified vendor. Written quotes are required (oral offers will not be accepted). One award is anticipated. All quotes are due on 27 March 2025 and required to be valid until 27 May 2025. Delivery date is 90 days after receipt of award (ARO).
The 934th Civil Engineer Squadron has a requirement to purchase EASYIO controllers as part of an ongoing integration of the Energy Management Control System (EMCS) building controllers for various buildings on the 934 Airlift Wing side of the Minneapolis-St. Paul Air Reserve Station.

NOTE: Documentation of proposed item (manuals, specifications literature, etc.) must be presented in sufficient detail for the Government to determine that quoted item can meet technical acceptability.

Exact street addresses for applicable buildings and contact information will be provided to the successful offeror. All deliveries must be Free on Board (FOB) Destination, i.e., the seller delivers the goods on seller’s conveyance to the destination and is responsible for the cost of shipping and risk of loss.
Questions Questions generated for this solicitation shall be submitted to the Point(s)-of-Contact (POC) identified below not-later-than 12:00 CST Central Standard Time on 24 March 2025.

5352.201-9101 Ombudsman OMBUDSMAN (JUL 2023)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Dean D. Sniegowski, HQ AFRC/DS, 555 Robins Parkway, Suite 250, Robins AFB, GA 31098-2005, dean.sniegowski.1@us.af.mil, 497-1008. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.

Additional Information
The Government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” Offeror shall list exception(s) and rationale for the exception(s).
Quotes are due and shall be received not later than 12:00 P.M. Mountain Time on 28 March to the Points-of-Contact (POC) identified below, via email only. Faxed or mailed submissions will not be accepted. Late submission shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Any questions or concerns regarding this solicitation shall be sent via email to the POC’s below.
