934 Lodging BPA Q&A’s

1. Can we respond to this solicitation by completing the sheet attached with our rates/locations or do we need to complete in Sam.gov?
· Answer: Quotes should be submitted using attachment 2 in the solicitation and providing a capability statement. These should be submitted via email to Jessica Ferris at Jessica.Ferris.5@us.af.mil; Also copy Mikkael Hahn at Mikkael.Hahn.1@us.af.mil.
2. We are a Women Owned Small Business and I would like to ask if we have a third party agreement with the hotel if we can bid on this opportunity?
· Answer: The Government is seeking to place BPAs directly with the hotels, not third party vendors.
3. I oversee 2 properties, can I submit for both?
· Answer: A separate quote should be submitted for each hotel. Both hotels can be submitted in one email
4. Approximately how many single and/or double occupancy guest rooms will be needed and on which nights please? Certain days of the month?
· Answer: The 934th estimates lodging needs of 100-150 rooms per night and the 133rd estimates needs of 75-90 rooms per night for their UTA weekends. Typically UTA’s are on the 1st weekend of each month (Friday – Sunday). BPA awardees will receive a copy of the unit calendar upon award. The number of single/double guest room vary per UTA and those numbers are provided upon each call.
5. When does the BPA Start?
· As early as 1 July and no later than 1 August 2025.
6. Could you please confirm whether the BPA agreement and use of a government purchase card or centrally billed account are sufficient to meet tax exemption requirements? Specifically, is there any need for contractors to obtain ST-3 forms for each guest covered under the BPA?
· We would provide the ST-3 for the contract and under the agreement, any calls or booking made against the BPA would fall under the terms and conditions of the agreement. (ie, tax exemption). A sperate form for each person would not be required since they are all covered under the agreement.
7. Capabilities statement
· This should describe how you meet the requirements within the PWS.
· When drafting your capability statement, please note the following terms and conditions:
i. Lodging facility must be located within the state of Minnesota.
ii. This agency is exempt from Federal, State and Local City taxes. If a tax-exempt certificate is required, it will be provided upon request.
8. What is the decision-making process?
· All quotes will be evaluated in accordance with FAR 52.212-2
· The following factors shall be used to evaluate offers:
· best value using Price, technical acceptability, and past performance
· -Please submit your best price PER ROOM PER NIGHT.
· -Technical capability will be assessed using inspection procedures and criteria described within the PWS and BPA Terms & Conditions.
· -Past Performance will be evaluated in accordance with the procedures at FAR 13.106-2(b) and will rely heavily on the contracting officer's and/or requiring
· activity's direct individual knowledge of and previous experience working with a perspective offeror, as
· well as any CPARS, FAPIIS, and SPRS system ratings. Lack of relevant past performance will be rated as neutral and will not constitute an unfavorable rating.
· Technical and past performance, when combined, are equal.
9. How do you source your lodging needs?
· Single/Double Rooms and Number of Nights will be determined at the call level
10. Do you know when you'll be making a decision or working on the evaluations?
· The solicitation closes 23 June, evaluations will start after the closing. The time frame for the evaluations depends on the number of quotes received. It is anticipated to have the BPA’s in effect by 1 August.
11. Can you provide historical data or an estimate on the average number of single and double occupancy rooms used per drill weekend or month?
· We need approximately 55 rooms (Single preferably) on average for the 934AW, and for the 133AW, an average of 28 double occupancy and 22 single rooms. Actual numbers will be determined at the call level.
12. Will there be a minimum or maximum number of rooms expected per event?
· No, actual numbers will be determined at the call level.
13. Have any specific hotels or vendors been used for prior UTAs, in the 55450 zip code?
· The lodging facility shall be located within a 15-mile driving distance to the 934th North Country Lodge at 760 Military Hwy Bldg. 707 Minneapolis MN 55450.
