4. The performance period for this project is 350 days, however there is no work allowed/possible between December 1st and March 31st.

5. Please reference spec section 31 00 00.00 Paragraph 3.4.1.1 Subgrade for Airfield Pavements. It states “Compact top 24” below finished pavement or top 12” of subgrades, whichever is greater, to 100 percent of ASTM D 1557. This shall include subgrade under panels to be removed or/replaced. If material exposed after removal of panels is base course compact per section 31 11 16 BASE COURSE FOR RIGID PAVING”.

a.) For purposes of this bid, should the contractor assume that the top 12” of subgrade encountered at panel replacements should be removed and replaced with base course complying with Specification Section 32 11 16 or can the contractor assume the existing gravel encountered below the existing airfield pavement is in accordance with the specifications?

Response:

b.) If the contractor cannot assume existing gravel subbase is in compliance is it expected that the contractor take a gravel samples at each panel replacement location to determine whether the in situ gravel meets the specifications?

Response:

c.) If existing gravel is determined or assumed to be in compliance with the specifications, is the contractor expected to excavate the top 12” of subbase and recompact to 100%?

Response:

6. Can you please provide more details on the requirements of item 0016 Epoxy Coating of Inlet on Taxiway G Item Schedule. The only reference I can find to epoxy coating is paragraph 3.1.6 of specification section 32 01 29.

Response:

a.) It is most likely this project will be awarded by the end of the fiscal year (late September) as Funds are not presently available for this project. In consideration of this, by the time NTP is provided and submittals are processed, no meaningful work will likely occur prior t the December 1st shutdown. Is the 120 calendar day shutdown included in the 350 day performance period or will this be excluded from the performance period? If not, there will likely only be approximately 150 work days to complete the project excluding weekdays and Federal Holidays. This may be difficult considering work phases shall be completed sequentially including curing time.

Response: Period of Performance has been increased from 350 calendar days to 390 calendar days. The two winter shutdown periods (01 December through 31 March) are not part of the 390 day performance period. Work on multiple phases during the same construction season may be proposed for approval per paragraph 1.8, section 01-11-00, page 5.

There will be no excavation below the depth of the slabs. Compact top 6" of Base course to specification standard.

No existing material is to be removed.
