James Street Gate Improvements Project RFI Responses:

Questions Issued 5/15/2014

1.

Regarding pavement sub-base: Detail 10 C502 indicates that the lower layer of bearing soil is to be a minimum of 28” of sand meeting a specific sieve analysis/result. Please confirm that the offeror is to assume that this material is the naturally occurring in place soil that will be built upon for the new road house.

After further review, the typical pavement section has been amended and shall consist of the following:

-1.5” Bituminous Concrete Surface Course

-Tack coat

-2.0” Bituminous Concrete Binder

-6” Granular Base Course (Dense graded Crushed Stone)

-12” Granular Sub Base

-Existing Soil (Compacted and Proof Rolled) 2.

Is a geotechnical survey available for the project? One is referenced on drawing S-001, Foundation Note #1, but it doesn’t seem to be included in the specifications or on the drawings.

Generally, the geotechnical reports are not given out until after the project is awarded. The bidding is to be based on the given design.

3.

Drawing E-102 and E-104: Details for nine way, four way and two way duct banks are indicated, however, there doesn’t appear to be any legend indicators identifying what utility piping is to receive concrete encasement. Please clarify the locations of concrete encased duct banks.

All Communication Duct Banks are to be encased in concrete.

Question Issued 5/20/2014

1.

Looking over the documents I noticed on M-501 under the Controls Narrative that a manual shut down switch is to be install on all BAS controlled Equipment. Is there any Building Automation Systems work on this job that will be connected to the Westover network system?

There is no Building Automation Systems work in this contract. The manual shutdown switch is unnecessary for this building and the note should be removed.

Questions Issued on 5/22/2014

1.

Drawing E-601 shows new Panel ‘B’ to be installed in the Overwatch Building (note 4). Where is this building located? What is the distance to the feed from Panel ‘A’ to Panel ‘B’?

The overwatch building is shown on sheet E-101 and the plan is to scale.

2.

Drawing E-601 shows an electric meter between the existing transformer and the new DTS. Is a specification available for this meter? Is the utility company providing this meter?

The meter to be used is an ION 8600. The utility company (CEL) does not supply the meter.

Questions Issued on 5/23/2014

1. Fire Alarm Specs? We did not see them in the spec package. If no spec, which manufacturers are acceptable? Edwards?

The drawings show a fire alarm panel, smoke detectors, and strobe/horns. All are removed from the project and a revised drawing sheet will reflect that change.

2. He also mentioned on similar projects like this there being a radiobox and related mass notification devices that tie in to the existing base system, he thinks this part may be missing from the drawings/specs, and it is a big factor in our bid price. Will the EC be responsible for this? Is it even part of the project?

The attached DTX Transmitter with an antenna and 2 heat detectors directly attached is what is required in this project scope. There will not be any fire alarm panel or mass notification installed.

Questions Issued on 5/29/2014

1. Please advise as to the thickness and width for the structural steel posts that hold the ballistic rated panels in the new guardshack?

General Note 4 on sheet S-101 specifies that the gatehouse shall be UL 752 Level III Ballistic rated. See attached Table 6-2 for mild steel plate thickness. Tube steel specifications also need to conform to the ballistic panel manufacturer’s requirements.
