Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Miscellaneous text in this section has been modified to:
A. To assure timely and equitable evaluation of proposals, offerors shall follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications in addition to those identified as evaluation factors or sub-factors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts:
Part I - Price Proposal and Part II - Technical Proposal
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.
C. Specific Instructions:
1. PART I - PRICE PROPOSAL - Submit electronically (via email) to angelomykael.cabuang@asab.afcent.af.mil

(b) Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN). The extended amount must equal the whole Kuwaiti Dinar (KWD) unit price multiplied by the number of units.

Statements that the offeror understands, can, or will comply with the Specifications, and phrases such as "standard procedures will be employed," or "well known techniques will be used" etc., will be considered unacceptable. Restating the project tasks from the Statement of Work (SOW) will not be accepted as thorough understanding of the requirement and the tasks to be accomplished. No data from a previously submitted solicitation or contract will be considered when mentioned by reference; all content must be specific to this project and written in full text within the technical proposal to be considered for evaluation.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
Section M: Evaluation of Offerors BASIS FOR CONTRACT AWARD: This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure in accordance with FAR 15.101-2 and 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 and the AFFARS Mandatory Procedures 5315.3 to make an integrated assessment for a best value award decision. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, in addition to those identified as evaluation factors or sub factors. All acceptable offers shall be treated equally except for their prices and technical narratives.
Failure to meet a requirement may result in an offer being determined unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows:
A. Price Evaluation. Initially, the government shall rank all conforming offers (and nonconforming proposals that are correctable) by price. An offeror's proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each. If there is any difference between the offerors total price submitted in the proposal and the total price the source selection team computes, then the source selection team will ask the contractor to clarify pricing. The offeror's total evaluated proposed price determination will include the sum of all CLINS stated in section B Price Schedule. Offerors whose total evaluated price is unreasonable (in accordance with FAR 15.404 and FAR 31.201-3), unbalanced (in accordance with FAR 15.404-1), or unaffordable (not within any budgetary information included in the solicitation) may not be considered for award. The government will evaluate offerors for award by adding the total price for CLINs for the basic requirement.
B. Technical Acceptability. The technical acceptability evaluation include consideration of offeror's ability to meet minimum government requirement in accordance with the SOW. An "Acceptable" rating must be received on all Factors and Sub- Factors in order to receive an award. If the lowest priced offer does not receive an overall rating of 'Acceptable' the Government will continue to evaluate and repeat the process until an offeror is found to have an overall technical acceptability rating on all factors and sub-factors. Once the lowest priced, technically acceptable offeror is found, that offeror will be selected for award and the source selection evaluation shall stop, even if all offerors have not been evaluated for technical acceptability. The offeror shall ensure that the 15 page limit for Factor 2 and all subsequent Sub-Factors are adhered to. All pages in excess of the page limitation will not be evaluated by the Government.
C. Technical Acceptability and Evaluation Rating Technical Acceptability Ratings Rating Description Acceptability Proposal meets the minimum requirements of the solicitation Unacceptability Proposal does not meets the minimum requirements of the solicitation
Factor 2: Specific Technical and Management and Logistical Capabilities:
Sub-Factor 2.1: An offer is acceptable when the Offeror's technical, management and logistical approach/capabilities demonstrates a sound construction approach, risk management, logistical requirements, mobilization plan, environmental compliance, safety, quality control, and resolution of potential issues and challenges. The Offeror must demonstrate implementation of a working knowledge of the equipment, material, and construction disciplines required to complete this requirement and demonstrates a clear understanding of, and an effective, structured approach for meeting the technical requirements of the SOW.
