1 - Beginning in the upper left corner, the vendor registers in the Central Contractor Registry (CCR). They provide two important pieces of data during this process. First, we are able to gather remittance data which allows us to route a payment to the proper account and second they identify an electronic business point of contact. The EBPOC is our entry in to the company for much of the communication for EC. They are the ones who control access to the EC tools for the company’s employees and they are who we talk to when we do things like send out announcements for classes such as this one.
2 – Contracts modifications and vouchers are posted to the Electronic Document Access (EDA) repositories and contractual data is fed to the entitlement systems. EDA is accessible by vendors and allows you to view your contracts and modifications on-line in exactly the same manner as the government.
WAWF uses index information listed in EDA to route your billing documents from your system to the appropriate DFAS Entitlement System. EDA contract line item information details listed on your contract must be used to build invoice/receiving report line item details in WAWF. EDA contracts may list the type of document to create in WAWF and could provide you with “points of contact” for government Contracting Officers, government Inspectors/Acceptors, and the Payment Office
3 - Next, the vendor is able to submit their invoices and receiving reports electronically through WAWF or invoices only through WINS or EDI direct to the entitlement systems. You will also see that government officials are able to perform acceptance of goods or services on-line through WAWF. WAWF will be the focus of the rest of the briefing today.
4 - You will see the myInvoice system. Using myInvoice, vendors are able to track the status of their transactions in the entitlement system and view their advice of payment information on-line. Vendors may even elect to receive e-mail notifications as payment is made. Some companies even download data from myInvoice to populate their own accounts receivable systems.
5 - Finally, you see the vendor receiving payment via electronic funds transfer.

ALERT!: June 11, 2018: Entities registering in SAM must submit a notarized letter appointing their authorized Entity Administrator.
QUESTION?: I am registering an international entity (not located in the U.S. or its outlying areas). How do I comply with the requirement to submit a letter formally appointing an Entity Administrator?
Answer:
Step 1: Determine which template is required.
I need to formally appoint an Entity Administrator for a single international entity. We DO NOT use banking information from a U.S. financial institution (see note) in our SAM entity registration. - Use Template 3 I need to formally appoint an Entity Administrator for a single international entity. We DO use banking information from a U.S. financial institution (see note) in our SAM entity registration. - Use Template 1 NOTE: International entities registering in SAM are not required to enter banking information for Electronic Funds Transfer (EFT) on the Financial Information page of the entity registration. Those fields are optional. An international entity may enter banking information for EFT if they use a U.S. financial institution.
Step 2: Complete the template and print on your entity’s letterhead.
If you don’t have letterhead, enter your entity’s legal business name and physical address at the top of the letter before printing.
System For Award Management (SAM) https://www.sam.gov/SAM/
If using Template 1, proceed as follows:
Step 3: Sign the completed letter in the presence of the notary.
Make sure the person who signs the letter is someone with signatory authority, i.e. someone who can make commitments on behalf of the entity like the president, CEO, or other authorized representative.
Confirm your identity in accordance with your local notary procedures.
Step 4: Scan the completed, signed letter.
Submit a copy to the Federal Service Desk by creating a service ticket and attaching the scanned letter.
Your registration can be conditionally activated if you have an approved, scanned copy of the letter on file.

Template 1 – Single Entity (located in the U.S. or its outlying areas)
End of instructions. Complete the template that follows.
Background
The System for Award Management (SAM) is a computer system accessed by the Internet managed by the U.S. Government. Entities must have an active registration in SAM to do business with the U.S. Government. An “entity” is the company, business, or organization registering in SAM. Each entity is represented by a nine-digit unique entity identifier, the Data Universal Numbering System (DUNS®) Number as issued by Dun & Bradstreet.
Only individuals who are authorized to represent a particular entity, or individuals representing themselves as an entity, may register an entity in SAM. Accessing or using SAM, or information contained therein, for any unauthorized or illegal purposes, may have civil and criminal penalties, and may negatively impact the status of the SAM registration maintained for the entity.
Instructions to Entity
1. Single Entity. Use this template to formally appoint an Entity Administrator for 1) a single, domestic entity located in the U.S. or its outlying areas, or 2) a single, international entity that uses banking information from a U.S. financial institution in their SAM entity registration.
2. Complete the template. Fill in the blanks. Enter the highlighted information on the next two pages. Do not include this instruction page in your letter.
3. Print the letter on your entity’s letterhead. If you don’t have letterhead, enter your entity’s legal business name and physical address at the top of the letter before printing.
4. Sign the completed letter in the presence of the notary. Make sure the person who signs the letter is someone with signatory authority, i.e. who can make commitments on behalf of the entity like an executive, officer, partner, or other authorized signatory. The notary will confirm the signatory’s identity in accordance with your state’s notary procedures.
5. Mail the completed, signed, notarized letter. Your letter will be reviewed for completeness upon receipt at the Federal Service Desk at:
