About this file

This is a Questions and Answers document for Combined Synopsis/Solicitation FA568226Q8018 issued on 25 June 2026 for the Supply, Delivery, Installation, and Removal of 102 sets of Dormitory Furniture at Building 1426. The document addresses clarifications on project logistics, specifications, and execution requirements. Storage for furniture and materials will be available under dorm pillar areas, with vendors responsible for damage prevention; final container and truck parking plans will be developed post-award based on the contractor's installation plan. Building elevators are available but are old and unreliable for heavy loads. Most dorm rooms will be occupied during installation, and coordination with residents will occur after vendor selection to remove personal items from furniture being replaced. The three referenced building projects must be scheduled on different dates/phases in coordination with contracting and the ADL team.

The project timeline requires total delivery and installation completion within 90-120 working days from order receipt, excluding mandated U.S. and Family days for FY2026 and FY2027, with installation to be completed within 6 weeks. The contractor must coordinate with the designated point of contact one week prior to dismantling; old furniture removal and new furniture installation must occur on the same day, with items delivered in sets for efficiency. Contractors may work as many rooms as possible within authorized working hours without daily limits. Fireproof mattresses must comply with Italian Class 1 IM or equivalent standards; all workers requiring base access must pass security background checks by 31 SFS and Italian Carabinieri and maintain current legal employment contracts. Furniture must meet exact specifications with no alternate prefabrication options accepted; any failures to meet solicitation requirements will disqualify the offer from award consideration. Clarifications confirm that 2mm ABS edge banding is required on all furniture and the 3-Shelf Bookcase dimension is 81cm width.

QUESTIONS AND ANSWERS

Combined Synopsis/Solicitation FA568226Q8018 -

Supply, Delivery, Installation, and Removal of 102 sets of Dormitory Furniture at Building 1426

25 Jun 2026

Q 4: Could you please identify the location available for containers and/or storage of furniture and materials during the project? If available, please provide any applicable dimensions, access restrictions, or requirements.

A 4: There is no designated location for containers and storage of furniture and materials during the project. Furniture and materials can be temporarily stored under the dorm pillar areas, but vendors are ultimately responsible for ensuring that any furniture or materials stored there do not get damaged. A plan for areas for placing the containers and parking any trucks will be developed once the contract is awarded and the selected vendors illustrate their installation plan.

Q 5: Is there an elevator/lift available in the building? If so, will contractors be authorized to use it for furniture delivery and installation activities?

A 5: There is an elevator in every building (the one in dorm 1428 is very small), but they are old and cannot be counted upon for intense use under heavy loads.

Q6: Will the dorm rooms be occupied during the furniture installation period? If occupied, what coordination procedures will be required?

A 6: Most, if not all, of the dorm rooms will be occupied. Once we have the selected vendor’s installation plan, we will coordinate with the residents to have them remove their items from the furniture that will be removed.

Q7: The solicitations include three buildings with similar specifications. Are these projects expected to start simultaneously, or will they be scheduled on separate dates/phases?

A7: The different projects will have to be scheduled on different dates/phases, in coordination with CONS and the ADL team.

Q8: Is there a tentative schedule or anticipated timeframe for the beginning of the work?

A8: Total delivery and installation completed between 90-120 working days from receipt of order, not including mandated US and Family days for FY2026 & FY2027. Installation to be completed in 6 weeks, Coordination required with the designated POC shall be made 1 week prior to start the dismantling works. The removal of old furniture and the installation of the new furniture must happen on the same day. Items will be delivered in sets for maximum efficiency and reduction of time spent in any single room.

Q9: Will there be a limit on the number of rooms that can be worked on per day due to occupancy or operational constraints? For example, will access be limited to a specific number of rooms per day (e.g., six rooms), or may the contractor complete as many rooms as possible within the authorized working hours?

A9: The contractor may complete as many rooms as they can within the authorized working hours. We just require the selected vendor to let us know what their installation plan is so we can make all necessary coordinations.

Q10: The specifications require fireproof mattresses. Could you please provide the required fire-resistance classification, standard, or certification that the mattresses must comply with?

A10: We would desire the mattresses to comply with Italian Class 1 IM or equivalent standard.

Q11: Do we have a restriction or limitation for workers which will perform in base?

A11: All workers requiring base access will have to be able to pass any and all security background checks required by 31 SFS and Italian Carabinieri, and have current and legal employment contracts.

Q12: Can we make an offer with alternate prefabricated furniture besides requested ones ?

A12: Unfortunately not, we require furniture to our exact specifications.

Q13: Are there any penalties for failures in this solicitation?

A13: Any failures in meeting the requirements of this solicitation will result in the offer not being considered for award.

Q14: “We are preparing our final submission for the furniture projects you all have at Aviano but there is a discrepancy I'd like to address. You are all requesting edge banding on the furniture but that's typically for cheap MDF based furniture. Solid hardwood doesn't require edge banding. Can you please confirm if you all need 2mm edge banding on the furniture? I'm referring to this:

Any other edges or borders require minimum 2mm thick ABS (Acrylnitril- Butadien-Styrol) plastic to be heavy wear and tear resistant.”

A14: Yes, we confirm that we are requesting 2mm edge banding on the furniture

Q15: 3 Shelf Bookcase (mounts to chest)81×30×100 cms— spec says 91×30×100H but brochure shows 81×30×100. Minor discrepancy — solicitation lists 32"W (81 cm) in the table but says 91cm elsewhere. Please advise what size it is.”

A15: The correct size is 81cm.
