About this file
This is a Memorandum for Record from the Air Force Civil Engineer Center (AFCEC/CO) dated 15 January 2025, approving HVAC chiller system manufacturer standardization requests for 12 Air Force installations. AFCEC/CO has approved specific manufacturers for each base based on comprehensive inventory analyses that justify the selections. The approved manufacturers by installation are: Shaw AFB (Trane); Davis Monthan (Trane, Daikin, and Multistack); Offutt (Daikin, York, and Trane); Seymour Johnson (Trane); JB-San Antonio (Trane); Holloman AFB (Carrier); Little Rock AFB (Trane); Yokota AB (Carrier); RAF Mildenhall (Carrier and Airedale); RAF Lakenheath (Carrier); RAF Alconbury (Uniflair, Dunham Bush, Airedale); and Aviano AB (BlueBox).
The memorandum mandates that each installation conduct a comprehensive inventory analysis annually to document progress in standardizing HVAC chiller systems, assess any changes in decision factors, and confirm that no external factors warrant reconsideration of the approved manufacturer. If a Base Civil Engineer (BCE) determines that a change in manufacturer is required, a new Memorandum of Request (MOR) and supporting analysis must be completed. Questions and concerns regarding implementation should be directed to the contact information provided in paragraph 4 of the memorandum, though that contact information has been redacted in the document.

2. Approval for Manufacturer Standardization: The Air Force Civil Engineer Center Operations Directorate (AFCEC/CO) has reviewed and approved the request submitted by the listed installations. The analyses conducted by each base effectively justify the use of the chosen manufacturer.
3. The comprehensive inventory analysis is to be repeated annually. The purpose of this secondary analysis is to document the installation’s progress in standardizing HVAC chiller systems, consider any changes in the decision facts, and confirm no external factors exist that may drive a reconsideration of the approved manufacturer. Should the BCE determine that a change in manufacturer is required, a new Memorandum of Request (MOR) and analysis will be accomplished.
