About this file
This is a Justification and Approval (J&A) document for a Brand Name Class acquisition under Other Than Full and Open Competition authority. The Department of the Air Force, through the Air Force Installation Contracting Center (AFICC) at Tyndall Air Force Base, Florida, is seeking to standardize Heating, Ventilation, and Air Conditioning (HVAC) chiller procurement across all DAF installations nationwide from October 1, 2024, through September 30, 2029. The acquisition covers replacement of approximately 1,654 HVAC chiller units currently in the Air Force inventory, with an estimated total value based on replacement costs tracked in the Air Force's inventory management system.
The J&A justifies use of a limited source authority under 6.302-1 of the Federal Acquisition Regulation, citing that only specific HVAC chiller manufacturers can satisfy agency requirements due to existing standardization policy and prior investments. Each of the 87 DAF installations/geographic areas has been assigned an approved standard HVAC chiller manufacturer, with installations such as those in CONUS representing four to nine standard manufacturers covering 23 to 77 percent of chiller inventory. A 2018 Category Intelligence Report and 2019 competitive market analysis identified significant inefficiencies from using 142 different manufacturer products, including duplicative training costs, cybersecurity vulnerabilities, and inventory management challenges. The standardization approach aims to achieve cost savings through reduced training expenses, improved maintenance effectiveness, enhanced cybersecurity, increased resilience, and support for small business distributors, which now represent 92 percent of chiller purchases compared to 73 percent previously. An Industry Request for Information was posted on SAM.gov on December 12, 2023, for 15 days, generating two supportive industry responses regarding standardization benefits. The document specifies that contracting activities must make individual price fair and reasonableness determinations prior to award and that competition will occur at the distributor level rather than manufacturer level.
