About this file
This document is a Single Source Justification (Simplified Acquisition) for procuring Electronic Flight Bags (EFBs) for the 31st Ops Group at Aviano Air Base, Italy. The procurement specifically requires 66 Apple iPad mini 7 (128GB, Wi-Fi) devices to support F-16 pilot operations, with a focus on replacing traditional paper-based flight publications and enhancing mission-critical functions.
The justification highlights the iPad mini 7's technical capabilities, including a high-resolution screen, 128GB storage, 10+ hour battery life, and seamless integration with Air Force EFB platforms like JeppesenFliteDeck and ForeFlight. The device meets critical security standards, incorporating cryptographic modules compliant with FIPS 140-2 standards and supporting secure software updates and mobile device management. The contract action is set for July 2025, with the Contracting Officer determining that a single source is reasonably available based on market research identifying multiple vendors capable of fulfilling the specific brand name requirement.
