About this file
This document is a solicitation amendment for a premise wiring upgrade project at Aviano Air Base in Italy. The amendment extends the solicitation due date from 28 May 2025 to 06 June 2025 at 4:00 P.M. CET and updates the Statement of Objectives (SOO) Revision 3. The project requires engineering, furnishing, installing, and testing (EFI&T) new NIPR Cat-6 cabling for the 2nd floor of Building 110, including removing existing outdated cabling and installing new equipment such as a UPS and new UTP 48-port Cat-6 patch panels.
Quotation requirements include submitting a technical part with a Performance Work Statement (PWS), list of equipment and materials, a prior experience section demonstrating relevant projects within the last three years, and a fixed-price quote. Evaluation will be conducted using comparative assessment across technical capability, prior experience, and pricing, with the goal of selecting the most advantageous quote. Quotes must be submitted digitally via email to specified contracting officers by the new due date, with comprehensive documentation including business registrations, point of contact information, and compliance certifications.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
52.212-2 Evaluation--Commercial Products and Commercial Services (NOV 2021) - ADDENDUM
BASIS FOR CONTRACT AWARD: This is a commercial product acquisition under the authority of FAR Part 13, Simplified Procedures. Government evaluation will be conducted on received quotations considering the evaluation factors listed herein. Consistent with Simplified Acquisition Procedures the quotations will be evaluated in accordance with FAR 13.106-2(b). Comparative evaluations will be utilized whereby the Government will compare all quotes that meet the minimum requirements as defined in Addendum to 52.212-1 and 52.212-2. The Government will select an awardee whose quote is considered the most advantageous to the Government. Therefore, the Government reserves the right to select an awardee that provides benefit to the Government exceeding the minimum standards but is not required to do so. This selection will be based on an integrated evaluation of the factors as described below.
Part I: Technical
a. Sub-Factor 1: Performance Work Statement (PWS)
b. Sub-Factor 2: List of equipment and material Part II: Prior Experience Part III: Price
PART I Technical evaluation:
Under this part, the documentation submitted by the offeror upon each criteria listed and described under Section L (52.212-1 INSTRUCTIONS TO OFFERORS-- COMMERCIAL ITEMS - SEP 2023 - ADDENDUM) will be evaluated as below detailed:
Sub-Factor 1: Performance Work Statement (PWS). Under this sub-factor, the Government will evaluate each submitted PWS in detail to determine if the solution is suitable and adequate to the effort required and thus demonstrating understanding to be successful in meeting goals/requirement of the SOO.
Sub-Factor 2: List of equipment and material. Under this sub-factor, the documentation submitted by the offeror will be evaluated to determine if the offered equipment/material will comply with specific requirements (see para. 4.6 through 4.9.14 of SOO) and the applicable documents and standards (IAW Appendix A of
SOO).
PART II Prior Experience evaluation:
Under this part, the Government will evaluate the offeror's submitted information on at least one (1) but no more than three (3) contracts/projects within the last three (3) years from the issue date of subject solicitation, demonstrating that the offeror has the capability to perform/fulfil a requirement similar in size and scope to the one described by the SOO.
PART III Price Evaluation:
The reasonableness of the quotation will be determined by considering the proposed unit price for Contract Line Item Number (CLIN) 0001 to confirm the extended amount and the total amount. Quoters should give the best available pricing to the Government for CLIN 0001 in arriving at the most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
IMPORTANT NOTE: The listing above IS NOT in any order of importance.
