Contractor Q-A
Q1: Is this a follow-on requirement or a new contract? If it is a follow-on contract, could you please provide the incumbent contract number and the awarded price?
· This is a new contract.
Q2: Who is authorized to bid on this opportunity? Is this applicable for vendors whose companies are registered in Italy only? Or is this also applicable to vendors outside Italy?
· This opportunity is open to all vendors registered in SAM.
Q3: Will the government provide SOFA or logistical support for this role?
· Yes, the person will be given a work visa under the SOFA agreement. If by logistical support, you mean will the government be covering the cost of relocation up to an agreed amount, then yes.
Q4: How many people are currently working under this contract?
· There isn’t anyone working under this contract since it’s a new requirement.
Q5: How many people are required to perform under this contract?
· One person.
Q6: Please confirm if this requirement is a full-time or part-time position?
· This is a full-time position.
Q7: Please confirm what is the work schedule? Is it Monday through Friday? 0730am to 4:30pm?
· Negotiable, but yes, the general expectation is a traditional 40-hour work week, 0730-1630.
Q8: Please confirm what are the provided Government Furnished Equipment (GFE) to support for this role? (like workstation, desk, computer, telephone, etc.)
· We will be providing a workstation with a laptop and office supplies needed to complete required tasks.
Q9: Is the candidate required to have access before the contract is awarded/the job begins, or is the candidate expected to obtain once on the job?
· When the job begins, we will take care of providing the member with the required access.
Q10: Should this list be updated to include Juneteenth?
· Yes, that is correct. An amendment has been released to correct the oversight.
Q11: If employees are working 8-hour days, M-F, we track the following effort annually: 2080 hours/year - Federal Holidays (11 * 8 = 88) - vacation time (2 weeks/year = 80) = 1912 hours/year. However, in the line items listed in the Synopsis/Solicitation, the annual number of hours/year is given as 1664. Can the Government explain how this number is calculated?
· To clear up any confusion, we released an amendment a few days ago changing the unit of measure/quantity to 12 months.
Q12: Can the Government provide the sample newsletter for review?
· I’m working with the mission partner to provide sample newsletter. Please stand by.
Q13: Combined Synopsis/Solicitation, Line Items: We believe there is an error in the dates for Line items 3001 and 4001; it seems these should be 1 Aug 27 – 30 Aug 28 and 1 Aug 28 – 30 Aug 29. Can the Government please confirm this is correct?
· An amendment has been released to correct any oversights.
Q14: If quoting in Euros, what is the conversion rate the Government will use?
· It will be Euro 0.9798 = 1 Dollar for FY24 and Euro 0.9249 = 1 Dollar for FY25.
Q15: Given the recent rapid changes in the Euro/Dollar exchange rate, when and how often will the government adjust the conversion rate?
· There is a pre-set exchange rate for the full year. See above.

· No management structure required in the country.

Q18: In the document, the government provided CLIN 0001-4001, will the government provide the pricing template where we/offeror can input the price quote?
· No, but you can create a submission based on the structure provided in the combined solicitation. Please make sure to have a CLIN for projected relocation cost.
Q19: Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days will the training be (e.g. how many days in a year)?
