i. This is a combined synopsis/solicitation (combo) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

quotations are being requested.

ii. Solicitation number FA56823Q8042 is issued as a request for quote (RFQ).

iii. This solicitation will be using FAR 13 Simplified Procedures for Certain Commercial Items

iv. The provision at 52.212-1, Instructions to Offerors – Commercial items, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, and e-mail, product description, quantity, unit of issue, unit price (EUR), shipping costs (if applicable), total price, discount terms, and delivery terms.

v. Offer documents: The following documents shall be submitted and shall constitute the vendor’s quotation:

a. FAR 52.212-13 Alt I-Offeror Representations and Certifications (Attachment 2)

b. Prohibition of Covered Telecommunications Equipment, duly filled in and signed (Attachment 3)

vi. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Basis for award: The Government will select the offer of the responsible vendor whose offer, conforming to the solicitation is most advantageous to the Government after comparitive evaluations in accordance with the following factors:

(i) Price

(ii) Technical Capability

(iii) Prior Experience

ADDENDUM TO 52.212-1

The following documents constitute the offer, failure to submit any of the below documents may be cause for rejection of the offer:

1. Price

(a) Complete the included quotation schedule. EUR and US Dollar $ currencies are acceptable. In doing so, the offeror accedes to the contract terms and conditions as written in the combined synopsis/solicitation.

(b) Insert proposed unit and extended prices in the quotation schedule for each Contract Line Item Number (CLIN).

(c) The entire solicitation shall be returned in its entirety.

2. Technical Capability

This factor evaluates offeror’s capability to provide a service that meet the Government requirements. All technical information shall be in English and Italian language. This requirement is met when the offeror submits all required documentation:

a) A maximum of four (4) two sided written pages guide in English and a maximum of four (4) two sided written pages of the same document translated in Italian describing:

- The differences for each of the below stated activities: bar, ristorante, trattoria, pizzeria, pub;

- Explain the difference between the home waste recycling procedures between the Aviano and Pordenone

Municipalities;

- Provide three (3) family/friendly activities which can be performed within a 15 kilometers distance from Aviano Air Force Base;

b) Provide a plan for having a trained replacement in accordance with the PWS Par. 5 (the number of pages are escluded from the the total nr. requested on Paragraph 2. Technical Capability, a)

c) Oral presentation, performed on Zoom platform for the duration of about 10 minutes.

The offeror will be invited to give a ten (10) minutes oral presentation in Zoom, only if the required technical information in English language on the topics specified under Technical Capability, Paragraph 2 (a), will be deemed as technically acceptable.

3. Prior experience

a. Offerors are required to demonstrate capabilities/experience, based on candidates prior experience, on previous and/or current Tour guide/leader Service of similar entity within the last five years covering a period of at least one year. The description shall contain as a minimum relevant contracts, scope summary, and experience with in tour guide/leader Service in Italy or foreign countries. The prior experience information provided, shall be comprehensive, detailed, to clearly demonstrate the Vendor capability to perform the required service (information required: title and nr. of contract, summary description of work, length of contract, contract value, Point of Contact name and number).

b. Number of Contracts to be awarded

The Government intends to award one contract for the M&FRC Coordinator Service for use at Aviano Air Force Base, Italy

c. Solicitation Requirements, Terms and Conditions

Offerors are required to meet all solicitation requirements. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

ADDENDUM TO 52.212-2

B. EVALUATION FACTORS

The following evaluation factors will be used to evaluate each offer.

Factor 1: Price

Price must be determined to be fair and reasonable. The offeror’s price will be evaluated for award purposes based upon the total price offered. EUR and US Dollar $ currencies are acceptable. Offerors whose price cannot be determined to be reasonable and affordable may not be considered for award. The offer will be evaluated on the Total Evaluated Price (TEP) including: Base Year and four (4) option periods and price for the potential 6 month extension covered by Federal Acquisition Regulations (FAR) 52.217-8- Option to Extend Services. The calculation of this potential extension shall be accomplished by adding an additional 6 months using the same monthly prices as proposed for the final optio n period.

(Total Price for all priced CLINS) + (6 additional months at final option price) = TEP

Factor 2: Technical Capability

This factor evaluates offeror’s capability to provide a service that meet the Government requirements. All technical information shall be in English and Italian language (see Addendum to 52.212-1).

Offerors shall demonstrate to be able to write, read and speak both the English and Italian language fluently and clearly.

Factor 3: Prior Experience

This factor evaluates offeror’s capability to provide the service that meet the Government requirements. This requirement is met when the offeror submits all required documentation showing vendor capability, based on candidates prior experience, to perform the required service.

vii. Quotes must be valid for three (3) months from the date of closing of this RFQ.

x. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addenda are made to this clause. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior the expiration of the contract.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.

The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. (c) When items manufactured to United States Government specifications are being acquired, the Contractor shall identify the materials or components intended to be imported in order to ensure that relief from import duties is obtained.
