PERFORMANCE WORK STATEMENT
FOR
M&FRC CULTURAL ADAPTATION COORDINATOR
21 August 2023
1. PURPOSE:
The purpose of this contract is for the contractor to coordinate the Benvenuti Welcome Tour and Cultural Adaptation tours; provide administrative support to the weekly Newcomer’s Orientation workshop and provide Italian Liaison services on a part-time basis at the Military & Family Readiness Center (M&FRC), Aviano Air Base, Italy. This contract includes but is not limited to coordinating Cultural Adaptation information and tours that provide cultural immersion; delivering administrative support to the Newcomer’s Orientation; and preparing Italian-to-English translations as determined by M&FRC. Additionally, the contractor will ensure all handouts, books and local literature are obtained from the Pordenone Tourist Office, kept readily stocked and available to all newcomers.
These services will be performed on and in the local area of Aviano AB, Italy.
2. OBJECTIVE:
Facilitate a smooth transition for all DoD personnel and their families relocating to the Aviano area.
The contractor will primarily assist during Newcomer’s Orientation, Benvenuti Welcome Tour, and Italian cultural programs designated to enhance and educate personnel on the Italian lifestyle. This will help to reduce relocation stress and anxiety, enabling all members to settle into their new surroundings and contribute to mission effectiveness.
3. QUALIFICATIONS:
a. Must read, write, and speak both English and Italian fluently and clearly in order to provide the services required by this contract.
b. Must be in good physical condition, able to stand long periods of time to include but not limited to climbing stairs, walking or standing, etc.
c. Capable of exercising good sound logic and judgment to independently make appropriate decisions to meet customer needs.
d. Have suitable knowledge of current computer applications to include use and operation of
Microsoft Office Suite software and Outlook.
e. Possess good customer service and oral communication skills. Able to appropriately address customer concerns and successfully interact with personnel.
f. IAW AFI 33-202, Computer Security, AFI 31-501 Personnel Security Program Management, AF 31-501 USAFE Sup. Personnel Security Program Management and DoD Regulation 5200.2-R Personnel Security Program, the contractor must have or be able to attain a background investigation to gain access to base LAN systems in support of specified duties.
g. Offeror shall provide a substitute plan to have a trained replacement (see par. 5), IAW the substitution plan.
4. FACILITIES AND EQUIPMENT:
The U.S. government will provide the following at no cost to the contractor. Note: Prior to contract start the M&FRC equipment custodian will conduct an inventory of government – furnished equipment used by previous contractor.
a. Facilities, equipment, and supplies of general nature. The primary source of support will be at the M&FRC, unless otherwise specified. Support includes:
(1) Workspace on Aviano AB, Italy. (Note: space provided will be in accordance with applicable AF regulations and availability of space.)
(2) Telephone with off-base capability.
(3) Supplies, forms, publication, reference materials from government sources directly related to M&FRC services.
b. Access to photocopy machines for reproduction of material directly related to the programs. Contractor will comply with applicable policies/regulations concerning the quantities and types of materials reproduced.
c. Contractor may inspect all items prior to acceptance for use. All Government furnished property and equipment will be provided in “as-is” condition.
5. WORK HOURS:
Services will be performed during the range of hours from 0630 – 2200 Monday through Friday with Benvenuti Welcome Tour on Fridays from 0745 – 1730. Benvenuti Welcome Tour will not be held on American and Italian holidays. The remaining hours of the week will be allocated to Newcomers Orientation and administrative duties as assigned. On occasion, when hours permit, contractor may accompany a cultural adaptation tour. These days may include working on USAFE Family Days and U.S. Federal Holidays. Periodically, some Saturdays will be required but will not exceed the Contractor’s 20-hour work week. M&FRC reserves the right to coordinate the schedule at the discretion of M&FRC leadership. Contractor must be flexible with alternative scheduling to include Monday through Saturday 0630 - 2200 hours to accommodate after-hours Cultural Adaptation activities. The mission partner will create the anticipated contractor schedule one (1) month in advance and provide a copy to the contractor.
The contractor will be responsible for adhering to this schedule. Any deviation to this schedule must be coordinated with the Mission Partner three (3) working days prior to the anticipated deviation.
Planned absences must be coordinated and approved by the Mission Partner and approved by the Contracting Officer at least two weeks in advance. If an absence is expected to exceed two
(2) consecutive scheduled workdays, during Benvenuti Welcome Tour or cultural adaptation tours, the contractor must arrange for a trained replacement.
The trained replacement must also meet the contractor requirements for service delivery and will be evaluated during selection/award. Any absences must be made up at another time as determined by the Mission Partner. The contractor is responsible for compensating the trained replacement. This payment includes but is not limited to compensation for time and injuries. In instances of unplanned absences of more than three (3) days, the contractor must provide a trained replacement. The trained replacement must also meet the contractor requirements for service delivery and will be evaluated during selection/award. Any absences must be made up at another time as determined by the Mission Partner.
6. RESPONSIBILITIES:
a. Provide professional, courteous, and prompt service for clients, answer questions about local traditions, customs, and culture during Newcomer’s Orientation and Benvenuti Welcome Tours and refer clients to appropriate staff members when necessary.
b. Provide professional, courteous and prompt service for delivering community-based support and update monthly community events and resource guides, i.e.; directions, local services, local transportation options, maps and local activities)
c. Assist newcomers with basic language skills associated with life in Italy. Lead Benvenuti Welcome Tours, Cultural Adaptation activities, and Basic Italian class.
d. Create, assemble, and maintain currency of the Benvenuti Welcome Tour and Newcomer’s information program folders.
e. Schedule and pick up visitor’s guides and maps from Pordenone Visitor’s Center.
f. Manage the Benvenuti Welcome Tour on assigned days to maintain safety, accountability, administer critiques and facilitate conversations between newcomers and local merchants.
Assign an alternate when unavailable who meets the contractor’s qualifications.
g. Be familiar with M&FRC programs: Relocation Assistance, Transition Assistance, Personal Financial Management, Personal and Family Readiness, Employment Assistance, Family Life education, Volunteer Resource and Air Force Aid Society and refer clients to appropriate staff members within those programs.
h. Provide professional, courteous, and prompt service for clients needing workshop information and schedules. When appropriate, contact M&FRC staff members when clients need assistance.
i. Assist M&FRC staff with welcoming customers and front desk reception activities to include social media, e-mail, answering telephones, program set-up, and documentation in Air Force Family Integrated Results and Statistical Tracking (AFFIRST).
