This notice is a draft request for proposal for an indefinite delivery indefinite quantity multiple award construction contract for design-build construction services in Italy. The scope of work will include projects across multiple trades such as grading, water and sewer lines, painting, roofing, renovation of existing buildings, new construction, electrical substation construction, structural construction, HVAC systems, fire suppression systems, fuel pipelines and storage, power and services, generators, communication systems, and abatement of asbestos, lead paint and petroleum contamination. The contract will have a one year base period and four option years, with a minimum of $2,500 guaranteed per awarded contractor. The total maximum value for all contracts is estimated at $96 million. Individual task order values will range from $2,500 to $7 million. Interested parties must submit any comments on the draft attachments by April 19, 2019. The formal solicitation is expected to be issued in May 2019 via www.fbo.gov. The place of performance will primarily be Aviano Air Base in Italy but could include other locations in the Republic of Italy.

Attachment 8-FA568219RA001-CLIENT AUTHORIZATION LETTER

Past performance information concerning private sector contractors cannot be disclosed to the government without their consent. Client authorization letters are required for each identified effort for a commercial customer. This letter will authorize release to the Government of requested information on the offeror's performance. The government will need that consent before contacting commercial customers to assess the offeror’s past performance. In an effort to assist the Government's Past Performance evaluation team in assessing your past performance relevancy and confidence, we request that the following client authorization letter be completed by any commercial customers identified in your proposal. The completed client authorization letters should be submitted as part of your Present/Past Performance Volume.

Offerors should send with their list of references a letter similar to the following authorizing the reference to provide past performance information to the Government.

We are responding to a Department of the Air Force, Aviano Air Base, Request for Proposal FA568219RA001 for the Multiple Award Construction Contract (MACC).

In their acquisition, the government is placing increased emphasis on past performance as a source selection factor. They are requiring those clients of entities responding to their solicitation to be identified, and their participation in the evaluation process is requested. In the event that you are contacted for information on work performed, you are hereby authorized to respond to those inquiries.
