Q&A for Solicitation FA5682-18-R-0047

1. When must the FAA Master Rigger be on station to start working? What is the NLT arrival date?

A: 1 November 2018

2. How many school age children are authorized under this PWS for the FAA Master Rigger position? For instance, can the FAA Master Rigger have up to four school age children? Who is responsible for funding the DoDEA School for contract employees? The customer or the contractor?

A: The contractor is responsible for funding DoDEA schooling for dependents. This expense will not be paid for by the unit

3. The current parachute system being fielded for the USAF is the RA-1 parachute system, the RA-1 is not listed on the PWS. Does the 57th RQS plan on receiving the RA-1 parachute system during this period of performance?

A: We already have 116 RA-1 Parachute Systems

4. Can the FAA Master Rigger bring his/her own tools?

A: Absolutely

5. Is FAA Master Rigger authorized to manage personnel via PWS or is FAA Master Rigger required to work autonomously?

A:He/She will provide support for any rigging requirements AFE has. Their workload will be managed by AFE shop leadership.

6. PWS for the FAA Master Rigger does not define who assigns daily tasking? Please clarify how the FAA Master Rigger will determine what is required of him/her on a daily basis.

A: Please see response above

7. If I may ask, what do you expect the contract to cost and do you have a preferred vendor?

A: I cannot disclose cost, and there are no preferred vendors. We do encourage your participation... I know those answers were not very helpful.

8. “I have a question regarding a few sections in the contract.

3. VOLUME I – PRICE QUOTE (FACTOR 1)

3.1 Insert prices for CLINS 0001, 0002, and 0003, all option periods for those CLINS (1001, 1002, 2001, 2002, 3001, 3002, 4001, 4002) as well as total prices in the Price Schedule for: Base Year and four (4) option periods (price for 6 additional months will be considered by 31 CONS evaluation team utilizing the last option year monthly price). Insert proposed unit and extended prices. All proposed prices shall be submitted in U.S. Dollars. CLIN 0004 and all option CLINS associated with Travel (1002, 2002, 3002, 4002) will be evaluated at $5,000.00 for each CLIN for all received Offers. Please do not insert separate prices into these CLINS as they will they will be evaluated at $5,000.00 for each travel CLIN, regardless of what offeror inputs.

NOTE: Unit prices no more than 2 decimals.

1.2.1. FACTOR 1 – Price.

The Government will evaluate quotes for award purposes considering the Total Evaluated Price (TEP) including:

Base Year and four (4) option periods and price for the potential 6 month extension covered by Federal Acquisition Regulations (FAR) 52.217-8- Option to Extend Services. The evaluation of this potential extension shall be accomplished by adding an additional 6 months using the same monthly prices as proposed for the final option period, to the total price for the basic requirement.

Explained: (Total Price for all priced CLINS) + (6 additional months at final option price) = TEP

a) As noted in FAR 52.212-1 Instructions to Offerors, CLINS 0002, and 4002 will be evaluated at $25,000.00 per

CLIN.

Im confused how these two parts work together for numbers. Am I missing the calculations? I assumed each year for the contract seeing as all having all 5 years were awarded, $5,000 per. Is that were the $25,000 comes from? There are a few different CLINS item numbers on each section.

Or is it that CLINS 0002 and 4002 are each $25,000?

Can I get a break down or summary for what each of these sections mean?”

A: There is an error in 52.212-1 Addendum. CLINS are as follows 0001,1001,2001,3001,4001. Two additional CLINS for $25,000.00 each are 0002 and 4002. An Amendment will be made to correct this issue. In the meantime, assume the CLINS are the later of the two varients above.

9. I have one more question. If I have a Duns in the US, would I also need one for Italy?

A: The DUNS is the same no matter the location. Your stateside DUNS will suffice.
