Medical Coding at United States Air Forces in Europe Military Treatment Facilities
Government Responses to Industry Questions
Question: Section 2.6.2 in Attachment 1 states, "Accomplishment of the results contained in this PWS requires work at Aviano, Ramstein, Spangdahlem, and RAF Lakenheath MTFs and at various contractor, subcontractor, and Government facilities (mainly in the continental United States)." Will remote coding be considered for this RFP?
Government Response: The table in 2.6.1 indicates staffing at Aviano, Ramstein, Spangdahlem, and RAF Lakenheath are on‐site. The additional personnel (more than one) per location will also provide remote coding of billable encounters at other USAFE MTFs as needed. The above phrase “(mainly in the continental United States)” has been removed from the PWS.
Question: PWS Paragraph 2.3.4.7. states, "Scheduled absences of contract personnel shall be coordinated with the COR at least 30 calendar days in advance. Depending on how the hours are specified will determine whether or not the Contractor supplies a substitute." This paragraph is unclear regarding what the determining factors are for specifying the need for a substitute. Please clarify and provide examples.
Government Response: Absences of over 80 consecutive hours will require a substitute and has been added to the PWS.
Question: Regarding PWS Paragraph 3.4. Lead Coder: Please confirm that the Lead Coder can be one of the Medical Coder III contractors with an additional duty assigned.
Government Response: The Lead Coder will be one of the Medical Coder III and has been added to the
PWS.
Question: Will the Government please address the Medical Coders' eligibility for SOFA status under the
Troop Care provisions of the NATO SOFA agreement? If eligible and approved by the Host Nation, what logistical support will be provided/included?
Government Response: Contractor personnel must abide to host nation laws and regulations as well as the terms and conditions of the contract. Logistical support is not provided/included.
