Question Answer

1 Has USAF decided how many awards it may make? Number of awards has not been decided but will be determined based on market research results.

Has USAF decided if the opportunity will be unrestricted or include some type of small business set‐aside?

Opportunity will be unrestricted since Small Business does not apply overseas.

3 What is the anticipated funding ceiling for this MAC? The anticipated cieling for this MAC is $200M.

4 How many contracts does the USG intend to award? See answer to Question #1.

Will the USG award task orders (TOs) by functional area (for example: an individual TO for Custodial work, an individual TO for Housing Maintenance work, or an individual TO for RPIE maintenance)?

The Government intends to award task order(s) by functional area. Task orders could result in one or multiple in each of the functional areas pending market research results.

Does the USG prefer local German companies possessing Handwerskammer registration?

Pertaining to task orders within the Housing domain, the contractor shall have Handwerskammer registration. This is not a requirement for the other domains. In all cases, the contractor must follow host nation laws.

Since this appears to be a new MAC consolidating existing, stand‐alone contracts, it would be very helpful for industry if you could provide a list of those existing contracts that are anticipated to move to KISS as eventual task orders. For example, we assume that current contract FA5613‐19‐D‐A001 held by Vectrus would become a KISS task order (or multiple task orders) under the Housing Maintenance domain? Even a tentative list of existing contract numbers, incumbents, and periods of performance that are being considered for consolidation under KISS would be very helpful for industry planning and preparation.

The following contracts are potential task orders under the KISS effort: FA5613‐18‐D‐0001 (GEG

GEBAUDEDIENSTE GMBH), FA5613‐21‐D‐0002 (GaLa‐Bau G. Schumacher GmbH), FA5613‐19‐D‐

A001 (Vectrus Systems Corporation). The period of performance will vary and depends on the requirement.

Attachment 1, KISS Draft PWS states on page 5, “...This contract is available for use by

Question: The Geilenkirchen and Spangdahlem AB areas are typically handled by the

52nd Contracting Squadron. Please clarify/confirm if the locations where services will be required may include Geilenkirchen, Spangdahlem and other Geographically

Separated Unit (GSU) areas normally serviced by the 52nd CONS.

86 CEG initial locations are Ramstein Air Base (RAB), Vogelweh, and Husterhoe. Services for

Geilenkirchen and Spangdahlem will be handled by 52nd CONS. PWS will be revised accordingly.

The RFI document states on page 2, “Responses should be submitted in Microsoft Word compatible format and are due no later than 23 February 2024, 2:00PM CET.”

Question: Do answers to the Excel spreadsheet (Attachment 2) labeled Market Vendor

Research questions also need to be transferred to a Microsoft Word compatible format or should the vendor answer the questions in the Excel spreadsheet and submit as an attachment?

Answers to the Excel spreadsheet (Attachment 2) labeled Market Vendor Research questions do not need to be transferred to a Microsoft Word compatible format. Vendors should answer the questions in the Excel spreadsheet and submit as a seperate attachment.

Question: Is this a rebid/recompete of a previous contract and if so, what is that contract number, which companies was it awarded to, and what subsequent task orders were awarded including award amount?

The two‐week notice to the COR for any vacancies/turnover only applies to key personnel as identified in the Task Order.

22 Is the agency open to placing the prospective requirement into the 8(a) program? Opportunity will be unrestricted since Small Business does not apply overseas.
